continued to today. Good afternoon, Warrior From Billion Planning Development Economic Growth, Item P E Twenty seven seventy eight sixty six. This is a rezoning request from A Owner, Agricultural Residential to MPU Master Plan Unit and Development District. to allow for the maximum development of 96 Biden townhomes on approximately twenty point four acres. This is in the East Market area on the south side of Chansey Road to the east side of Bristol Springs Road. The

general county location map. But more importantly, the location area you'll see. Crystal Springs Road running north to south of DeCansey Road. At the uh the subject property here kind of making a a U shape. Uh there along Chancellor. The current zoning reflecting AR agricultural residential with the future land use currently reflecting REST 9, 9 dwelling units per gross acre. the contextual map for the area. Uh across

the street on Crystal Springs Road is the proposal for the the Gagne Muty, which was the multifamily project. with a commercial on the front edge of Chansey Road. and uh bubbing US three oh one. And then to the south you have the cobblestone imputy, which is currently uh built, which was at MI Hillsborough. Here's the master plan. A large portion of the site is encumbered by a category one wetland, which you can see there in green. Which splits up the U shaped parcel and makes the parcel

As you move further east, not developable with being able to cross that categoric one wetland. The um the donut hole there in the unit. Just a massive kind of still properly. Um, on the south side of Chansey Road. As we move into the binding concept plan to give a little bit more context to the internals of the project, you can see the street layout here. Oh, with the open space, the connections to Crystal Springs Road. the buffering there in gold and then additionally the buffering in red on the north side, the more intense

buffer along Chansey Road, the the larger twenty foot buffer with the gold being the fifteen foot type buffer. A unique thing with this project is generally a proportional share would be required to a substandard road, which Crystal Springs was determined to be substandard in this case. Um rather than pay a proportional share. Uh the applicant PDE agreed to a mill and resurface um instead of putting the money aside and waiting until there was money to improve the road, they're going to go ahead

and mill and resurface this if the road isn't approved by the adjacent project. Gagney. At the event that Gagney is approved. This project would then pay the proportional share and Gagney would improve the road and the county would take the money. Um first substandard roadway projects in the area. There's one variation request here from 91611. This is the A continuation of existing street patterns and street access to adjoining property, like I showed on the previous Slide the connections um are rendered.

very difficult by that category on wetland and that's where the variation of the code comes in here. PD is amenable to that request and accomplishing the intent of the code due to the due to the weapon there. And it comes to the board with a recommendation of approval with conditions for both the planning commission. And E. questions. What's the term?

I've had questions about this before

Unidentified speakerVoice C

based based on the fact it's two lane road and trying to two lane road coming out of Zephyrhills coming down three old one to my Since uh those questions I've gone up earlier. Have been pretty well to answer to the fact that this is going to move forward with four leaning of Chancery Ron, Road. uh four hanging one And um Also the past bell leader in Planet. Strengthen the uh

Christmas sprint road, the Oakley strength would be improved. Should we download? uh row road but still called in line. Didn't have a run of the traffic in that area. I think because those things I think having store of the right. that it would be the project and it will not cause an issue of traffic. Didn't that fact as well.

Chris Shaver

I mean pretty absurd.

Also question. Alright, so I'll pull out the map we looked at earlier. Um A little donut hole that is hard property. Take a look at it.

Calvin's had this for property quality. I think we've probably done a few different changes to it. I'm not sure. I just quick in earlier.

Why does that chair?

Unidentified speakerVoice B

It's roughly uh four acres, I believe, Gavin if you click on that. Let's see a four acres of pond. Um I know we

Unidentified speakerVoice D

talked before about it art and okay. Yeah, that's it. Area there, they're just kind of wasted space. Like prime, prime real estate, gone. You look at uh even 52 and 41, Barbara and I work in COT to try to improve what they did there because we just wrote out climate property. We got like three sets of palms all over the place. The banks completely ineffective and again waste of Bell V fifty two, another one took prime property, wasted it. You get a chance here. And I I think we should work whether we have this everything

along. So if you took those four acres And maybe you just can combine it with our Ronchic Zero there? We have something very viable. Uh Commissioner Weightman, as you talked before, like you know, you want to see eateries and other stuff. There's a lot of developments going on right in this little library right here. And I think if you just sort of put uh a talent hole project in there, we're not getting the land at value we should, or is the landowner. But he's kinda lit on what he can do. He was a space that brought along. Just easier. right side of the screen, there's like space that you're it's not

even gonna use. And that could be part of Drake instead. So Uh and I and and I think Barb I just saw Barbara right before we Talk to Met about this and so she was

When I look at Our parts are right there, how much better we could do with that for them. And then move the drainage to the back of the property, so the far of the property, right at the frontage. I just think we can do so much more with this and just again sticking more towns just like we heard You know the last time we had a meeting here about everybody's worry about what's going on in this little area. I think it she has to do something a lot better here than just to go through a town home project, which you know, the r the residential pressure from everything else going on here. I just think it just

It takes a Great potential area and just got up as we could what

Chris Shaver

we could do out of it.

Sure, yeah. Yes. That's what I'm guessing. Questions, yeah.

B

And Swallow Pervoin. What can can't be done on the countenance

side. I think for sure making this intersection bottle and all the industrial and dugo and H

Chris Shaver

Wire should be easy.

I'd like to know first from public works.

Unidentified speakerVoice D

I don't even know if they'll have an answer for us or not today, but What the purpose of that pond is? Is that for road-related drainage or is that a flow through a larger watershed? Okay, Yeah, it's I can't quite tell. That would be my first question because it's part of larger watershed projects. That could be a different different thing. Different answer. First of the road change. Well let me bring the applicant up 'cause we can get the applicant to report with us if we're gonna make any changes anyway.

Barbara Wilhite

For rule height 63, 27 Grand Boulevard for the property owner applicant. Um Jeremy Calter Tangle Civil Audiences that got Property is used for stormwater and floodplain compensation for your four-lane road. This segment chancy is already four-laned. Um, so that's the purpose of it. So Think the commissioner, we did meet with All of you previously. Um but the commissioner did stop me as I was going through security and grab me. Chairman uh to talk about A commercial project on this property.

if there was more frontage available because of some exchange or something relating to floodplain and and uh Yeah, stormwater. Fine. We followed your comp plan, which is res nine. Calm. That's what The client has loathed. or users of the property and feels like that is the match for this property. It matches your land use. Your land use is for residential. If when you turn on the zoning layer, you'll see that the

entire north side is Jansey. Is is um zone C two? So plenty of opportunity for commercial. I know you're still working with the Gagney property owner to the west regarding how much commercial they're going to have. Those are your commercial locations. You can see To our east. As you approach Separate Hills, all the commercial, you can see to the west the commercial at Chansey and 301. Plenty of commercial opportunities. We'd like to move forward pursuant to your land use on this property, which is

a residential land use. Um Hmm. A lot of attention to to transportation issues in this area. And Commissioner Oakley's concerns are our concerns as well. Has Commissioner Stated. Riel one uh proposed is going to be approved to four lanes 2029. What's also interesting about this project is that there are two, there's three ways to get to 301, not just the intersection of Chansey and 301. You'll see one of them there. you

can see it on that map is a connection and that name of that road is Stony Woods Drive. You can go to and from um 301 without ever going to the intersection of Chansey and 301, which I thought was interesting. There's also a road to the south. Um it also has a signal on it, a signal. That is Cobblestone Creek.

So there's improvements being made. um in this area to support this project. We're going to make improvements to Crystal Springs Road. We're making off-site improvements to black PED infrastructure. So it fits. If it's pursuant to your comp plan, your comp plan is nine units per acre. This is 4.37 units per acre.

We have done everything to uh make sure it fits and to make sure that there's the infrastructure. Um we'd ask for your

Chris Shaver

support.

All right, so looking at the improvements coming up. Okay. Three oh one and Gulf Boulevard. Sorry. That is Awesome. Sub budget about twenty nine.

Right.

Yeah, then some different calls. Yeah, yes. And design things.

Like they just this with this project, just

Unidentified speakerVoice D

to throw more residential with all the what's going on and we've got a chance to Do something like better with that property. I mean Oh, I mean Jason Mickle, did you get a chest to look at it, Jason?

Barbara Wilhite

Say one other thing and then I'll then I'll stand down s I'll stand down so you can talk to your staff. Um

As far as transportation goes, you know, we did the timing phasing analysis, we followed the code, we followed the comp plan. There are no failures as a result of this transportation, but it results this project, 96 townhomes. So bomb we have to use volume and code. I don't I don't like to throw that stuff out there because I'm more about the quality of the project, what's going on in the area. But we follow all the requirements. Ultimately the property owner to to bring forward his property consistent with the land use that you all put on it. And that's what he'd like to do, he'd

like to follow through. Grand usage you put on the property and to develop this property. There is plenty of commercial property. They showed you the layer in this is not the last piece of property ever to be Available for commercials.

I'm a creative person. I've always listened. But this is not a commercial location. residential

Chris Shaver

location as your campaign is recognized.

How would you talk to your staff if any questions?

Yeah. Eight before I think this is an example

Unidentified speakerVoice D

of broader Oh, station. There's projects of three which are common ones that have to go decide or team. G of T yes. Abdominal prime corners with drainage and what have you.

I think they've had we've had what thirty plus years. This particular site. I'd have to check, but I get this. I just couldn't remember I wanted to say it. Yeah, so it's every year you know 30 years to go. go. Had born eight six. All right. 37 years. No, you're good. No, this brings up the Robert Connerton conversation. We can't change what TOT does. But the projects come in if there's ability to improve revolving.

The project to become

Chris Shaver

to have more options than what it can be. If we were to look

Unidentified speakerVoice D

at the county and

You

know, especially these legacy sites like this, there's a way to retool it.

Get more Um

Chris Shaver

Use that for sight. Yes.

Unidentified speakerVoice D

Overthinking of it and looking at it because You look at the concept, it's just here's this, I know why it's put there, right? Thirty years ago, what is four? But today. Yeah, kind of won't easy up an opportunity. But I don't know I should I guess I'm just curious you know if if the county has in the past The improved intersection. In a in an area like Like this in the economy club that seems to be Evolving. With

the digital commerce is something if we move stormwater ponds or reconfigured That a land swap or trade. to make the the possible flow a little bit better. Uh-huh. People have

Our context. uh throughout all in all different areas of the county. It's very situational for that. We have had instances, I know, recently. where we have conversations more on the web side about

I mean those are You know, urban environments as you urbanize land prices become higher, it it begins to make economic sense. I don't know if that plays out in here or not. And there's there's other there's other things that we would have to reconfiguring a road, for example, the drainage of a road. Um Oh yes, would be. expensive in this particular case. That's why you gotta look at the land value and what

No quit. the economics or how this works out with this particular project. But point the point well taken, I know there have been instances where we've had conversations with developers on them. I haven't seen him come forward yet, but I mean We are we are having uh to to answer your question. Yeah, that's what we Seeing projects, you know, maybe only if And some of those some of those are yes, sir. Some of those are design related to take prime corners for for drainage facilities is is a mistake.

Uh I would agree and we're forming link out of that with with our DOT partners. I can assure you our own projects paying it as well as In this particular case, I don't know what Mr. Mickle's been able to to find out with this particular piece, but if we've owned it for thirty years, I'm sure

it's operated. quite faithfully as a drainage facility.

Chris Shaver

Almost

Unidentified speakerVoice A

I'll

Chris Shaver

just read it. Blassi. Jason, as you look at this tool

Look at the toe hall that's there. Can you put the token back up?

So it looks like there's like three

Unidentified speakerVoice D

pongs. That I hear. And you know, we've done work on 19 kind of references sites. We have like a development coming in, like Hampton Info's coming in beside them. We've got a dental place, we had like two ponds that are like. Weren't working well. I got the same thing in fifty-two and forty-one. I'm trying to work to like make these things work better. It looks like you have three ponds with berms all around it. Even if you said it was Done one and then the other the other. I mean some of these berms looking foggy. Is that is that done all in one time? Someone

decide that? Or is that done at three different intervals? Do you know?

Jason Mickle

Good afternoon, Jason Mickle, Public Works Director. Mr. Chair, the the one thing I'll point out here is under Chansey Road, there's a very large box cover. That's a major drainage feature coming from the north side of the road, south. So that's a main conveyance area for water to flow. So I don't I don't know if there's anything else you could really do with this spot. This is this is a major um area for storage and conveyance. So it's designed into this to be

to serve that purpose.

Because

Unidentified speakerVoice D

the depends Thanks. Would you put conveyance in it comes straight there? then have a bunch of the back pond and then they have two

Jason Mickle

other ponds created beside it. Oh ciao. It's just such a large area um that it's moving water with the large box covert.

Unidentified speakerVoice D

person. Just want to think on one slide. I don't see how you someone would actually design in one time that whole thing that way.

Chris Shaver

Commissioner Oakley had to turn on the watershed

Unidentified speakerVoice D

flow layer. You

Chris Shaver

can

Unidentified speakerVoice D

kind of see how water flows through the entire watershed for that culprit that Mr. Mickle's talking about. Okay. Conversation. Would there anything prevent putting a like a bridge over that to let the water still be conveyed down that way? It's a question of economics. I uh don't know. You can do anything. Sure. Okay, but I mean the water's gonna flow that way, it's coming in that way, again And I e even to that network, why would I

put it? So I wouldn't have the conveyance pipe further over than there to take right the blue line shrink instead of off to the side.

Anyway, my my point to this is I think we can do a lot better of the site. Even the owner of the property on that other process that goes to the other side of it, she's not even gonna be able to build anything there. Um So I'll say this, even if this critical I would love to have the opportunity to have a school work with him and actually something better than they were like. We've had it for 37 years, eight years. And I gotta think that's two different moves that run. Maybe just one was a runoff, another was a runoff

and then was another big one to get more, but This is gonna be something that we can do. If you want to put something with a property and I'm gonna tell you when we had Fifty six being expanded years ago. We had to play for two plates. and have it shifted into a bit plant for foliage staff, then it shifted it back to just two ways. And then the commission had to fight her. Thank you. Because I'll make it four ways because we need that construction. Well you got fifty six so close to here, chancy loom

going right to there. You can't throw your hand going right across there. I mean it's it should be more. I don't need just residential and I think frankly. But he can probably use all the telephones he wants. And you can probably get all the commercials down below. That would enhance this whole area. They're supposed to just That's supposed to take another bunch of time. Around 52, around all these roads that you see these little developments where you have. Just a stick. A bit of partners. Nothing. Well you see top ones with nothing to them.

This is a chance to do something really good. And we own the property. I just don't know why. Uh just I just hoped that we could actually take the step to go further to go look at this. I think we could do something even improve the value of the property and make something really special there's supposed to just another. Ninety eight

Chris Shaver

dollars.

Mishra. Yeah, I was just complain about what you're saying but We got

Unidentified speakerVoice C

an ammo.

Power if you won't kind of

They've they've presented what their project is and they follow the whole rules. Same and Who are we to tell them to change what they think? Why is there a problem? And and again that fits our rules.

Unidentified speakerVoice D

Because I would go and and that's how you say it. And as you said, with all the rules except for everything is gone. I'm just saying as far as from what we look at, from what's in front of us. I just want to make as clear as I can that if Definitely want to work with us to this point. Even though everything seems to fit to what it could be. Could it be better if you want to work with us? I would love to see a scope work that actually does so with this property because All that front is getting much better value. If you move the stormwater to the back and to the side, it's just waste

of property. I just think we're gonna change it for something much better. These almost form itself? Well that is. Pretty clear where it's gonna go. But I just want to make sure it's clear out there that as we talked about this openly. We need to be looking as team. That when someone comes forward, let's go work on these ideas. But I also work on this idea, I'm not going to spend the type of the money, the type of money to go forward. And then I'm sure we could fast track this point, make something better. Let's go take a look at it. If there's a potential to do something better than just what you can do.

I want to let you know this. I would be 100%. I mean I think first of what would we

Chris Shaver

do if we could make something go?

Unidentified speakerVoice C

I agree, but

Unidentified speakerVoice D

I want to give that opportunity to

Kathryn Starkey

I got the same dilemma. on a project that's working its way through on State Road 54. Katie uh It could be so much better. I need time in that.

I just thought Terry can tell you what it Ecco bene, totale.

Barbara Wilhite

I did confer with my client who is the property owner. He owns the property. Just a contract and he would like to proceed with this project. Um doesn't mean we can't talk about County's property and opportunities, but uh We'd like to proceed today. All in all roles. um that is set up for this property.

Chris Shaver

Angels for Angels About.

Barbara Wilhite

I'm just gonna came in to approve.

Unidentified speakerVoice E

Yeah, public comment. Republic speech. I wanted the full discussion up before public comments, so thank you for that. And anyone here from the public side

Unidentified speakerVoice D

now? Anyone probably like to fold, please come forward. Neam and was pregnant and miss more.

Unidentified speakerVoice F

Had been sworn Karen Boyd and [address removed] for Hills.

Unidentified speakerVoice A

Good working.

Unidentified speakerVoice F

I'm a little nervous.

Unidentified speakerVoice A

I think square or firm the testimony you're about to give is a truth. So have you got it?

Unidentified speakerVoice F

Yes. And I believe what you're talking about, isn't that where they brought all the Water from the hurricane. It came There were trucks lined up down that road putting water in that, going across the watershed behind it.

Chris Shaver

Some of the

Unidentified speakerVoice F

rest correct. I own the property behind it, 60 acres. And they're developed on all sides of me almost now. And um I I trust you all to make the right decision, but It's really affected my farm. And I'd just like for you to take that into consideration. I just got a text from my cousin. There's three coyotes headed back in that swamp right now. through the pasture. So the the wildlife there I had it. seven foot rattlesnake come up in my yard for the

first time with all the Changes that have been made. And all the traffic, I can't even sleep at night over there because it's so loud at night. I can't even get out my driveway. Without someone stopping and letting me out on Highway thirty nine. Last week it took me 45 minutes to get from 39 around to Chansey to 301. So

I just wanted to throw that out and and make sure that my swamp and my property is protected. So People want to address the record. Three eight nine four eight Weath W E I C H T Road Zephyrhills, Florida, three three five four oh. It's fourth generation farm.

I've watched it all get developed, all that property were my hand knuckles. Farms and I'm just trying to save the last sixty acres.

Hello. There's gonna be lots of commercial coming on. I haven't said anything. Everything's growing. I know I can't stop it. I just would like to be very careful with the property around my farm. Thank you.

Chris Shaver

Then what do you think of all the problems?

I postponed coming anyone online to come. Okay. To the board. But see if they're capital once rebuttal.

And any further discussion?

Unidentified speakerVoice D

I'm just I'm not I'm not gonna support it. But I would like you to come back if you wanted to, be happy to work with you every step of the way and try to make this be a lot better product. All in favor say aye. Aye. Opposed, nay.
