Lisa YeagerSecond Vice Chair

So we had our Moon Mike pop-up. We serve 214 families. And with the Grace's Food Pantry. And then we also asked for the Department of Health to come out. So they were giving out education and bug spray for uh Denge and thank you to Connor and Tony who volunteer. They're amazing. We're also going to be doing a tire collection out there as well. I'll show you pictures in a little bit. Okay, so

next one, we were at the Rangeland Boulevard study study. It was amazing the way they set it up, tons and tons of maps. Um, like Commissioner Starkey said a viewing room in the back. Um lots, plenty of staff. Great turnout. the citizens were able to vote for their choice and they they spoke volumes on that. So um they were very happy with um how everything was laid out, but it was almost unanimous

there. what they want. So Okay, next slide. So this was bowling for moves. This was a breast cancer fundraiser and it was really moving because I had the families up there who were benefiting from it and just their stories and their strength. It was very very moving. Okay, next slide. Oh, Commissioner Starkey, you're gonna love this. Okay. So we set out. Um James Walters and

Um Who's who was the young lady from Code? What's her name? Okay, so she's normally in Commissioner Mariano's district. So she got leave for the day and it was supposed to take us an hour and a half and we were out there like three and a half hours. So this was just a sampling. Of uh what is it exactly? Yeah. There's that. I have lots of video. There's a ton of tires out there. I have a video just of

a whole area of tires. So we're going to do a tire collection out there and try and get some of that standing water. Um I'm working with um David Allen and Mike Carvala to try and see and Denise and Really important. Trying to think out of the box how we can get this place cleaned up because the amount of trash someone lived there. They live back. Again. And there's there's there's D'll be property with five or six campers. So they're like renting out

renting out the campers.

Chris Shaver

No.

Lisa YeagerSecond Vice Chair

Yeah, I have pictures and video for for days. There's Humelett's encampments in there, so James is gonna go out there and and see what they can do. This is what Moon Lake is famous for. Yeah, so and that's one of the things like when another thing is if code cites on. then they they put up a fence, you know, so it's so even if you see You know, you can see through the fence, it's just all trash. Um, there's not a picture of it, but we found um Random horses on Army.

on property. So we had, thanks to the sheriff's office, we had the ad deputy go out and just check on them to make sure they were healthy. I'm looking. We had I called animal services while I was out there. There was a very skinny Um dog and they came and picked it up. And it actually ended up being a reunification. So Hopefully that dog got some medical care. But there were many stray dogs, stray cats, chickens, horses. You name it. But

anyway, um The sad thing is when we went out to take some video, we found a lot of pills on the side of the road. So thank goodness we got them and we were able to dispose of them and not shot getting into them. So there's a lot of um work that needs to be done out here. Um Commissioner Oakley, if you don't use your cleanup, I would love to do a one-time ask. Just to try and get some of this trash out there. If you don't use your cleanup, I would I this is just a tiny sampling of Yeah.

Um if you could let us know, I'd love to do two out there because it this literally is just. A few pictures. I in fact.

Barbara Wilhite

But

Lisa YeagerSecond Vice Chair

they gotta bring it too. So someone has to pick that up. Yeah, they have to bring it to the to the curb. I think they decorated for Halloween over there. Well, there's all seasons. One of them they had all seasons. But anyway, so this was just very eye-opening for for everybody who who went out with us. Um the poor code lady, she has paperwork for months. Um James is gonna go back with his team and try and get with Um some of the encampments. So Um is this is this a

Kathryn Starkey

tent over this stove because that's plugged into some kind of cord?

Lisa YeagerSecond Vice Chair

Yeah, you know, I there's so I should have shared more pictures because there's there was just a lot, there was a lot to share, but the amount of garbage and trash and

Kathryn Starkey

but is that

Lisa YeagerSecond Vice Chair

are they using that stove? I mean

Kathryn Starkey

there's a stove, there is a pot sitting on that stove. Do you see that? Yeah, I don't think it's plugged in. I don't know. And then we'll be around.

Lisa YeagerSecond Vice Chair

I don't know. We were able to call with Lakuchi because it could have been a like fire hazard. So Lots and lots of things were called in that day. So you could uh and I believe Mike, you said we're gonna have another code officer out there, Karbala. Are you paying attention?

Are we allocating another code officer out there?

Kathryn Starkey

We

Unidentified speakerVoice A

are allocating the proper resources to address the issue. Yes.

Lisa YeagerSecond Vice Chair

So that's why one, I had them out there educating because they they hit 200 people and were able to give them resources. And two, I should have showed it was like a whole there were so many tires everywhere and they were in the right way. So we can grab them too. So um Just trying really hard to try and move the needle. It doesn't look like it from this picture, but really trying. We're working hard. And it's all I have.

Unidentified speakerVoice A

So With all the trash, with all the stuff that's out there. Um Are the properties owners there on the side? uh the trespass crackings decided probably at least eighty properties that share a loaf in that in that neighborhood. And then whether or not these properties resigned, you know, there's a due process. Then we have to go through if it's forty-five days until the citation comes around and then once the citation is made, first strike, second strike, and then it's court, and then you're, you know, before. before getting an order. We are trying to bring some some changes

forward to the board that I think are going to make it easier for us to um obviously going to clean up but but also to recover those dollars by instead of placing a lien on the property but even on the tax bill. So we're we're trying we're working to bring those those types of things forward but this is Yeah, this was a microcosm of of things that are out there and uh you know You do certain things on private property, there's other things that we can't do. But

Lisa YeagerSecond Vice Chair

I

Unidentified speakerVoice A

this is this is the health hazard.

Lisa YeagerSecond Vice Chair

This is it it's a health hazard. I'm thankful we found those pills. Um but the thing is, like I told Mike and David, like we've got to think out of the box, we've got to get with the county attorney and just use everything in our power to make to get this place cleaned up and change.

Unidentified speakerVoice A

Just probably a year ago, two years before that. Um Chef Steigshire gave us seven lists. several quote quote quote quotance violations that this will take part. So you've got violations here. that are reportable, enforceable, but we just got to enforce them. They're already there. So it's a matter of taking and maybe you need a focused person on this. Maybe something else just to focus every one of these properties that are being used for homeless.

This is a bottom. Can you start writing them up? Go through that process. Funnel through every single one of them because they're all in violation. And then if they're in violation, you can then go, but Commissioner Yeager, what I would Once we go through that thing and we are going through it, we need allocations to the budget. Then I don't care if we go into reserves to go clean this out. Let's go clean up. Health engine, safety asset. It's just not good for all they like scary. Did I want to get help? I'm still helping

the button. Yeah,

Lisa YeagerSecond Vice Chair

and we found an entire bottle of lithium. Like a child could have taken that and died. I just I just sent Gina a couple of videos. There's so there's so many more, but I just want to just show you and I didn't even really look through them, but all of them are terrible.

Kathryn Starkey

they're just I agree with that t that tax issue because the the landowner needs to be helped. Absolutely.

Unidentified speakerVoice B

Well

Unidentified speakerVoice A

I'm gonna bring

Kathryn Starkey

it the public shouldn't have to be paying for this.

Unidentified speakerVoice A

I'm gonna bring RDM to your time was involved because the bad churches they go on to feed these people as well. And this thing was well, but let's let's start giving them trash back so we can bring this trash back and we go get more foods. Hold on.

Kathryn Starkey

Yeah. Grab me a bag of trash you bring us, you can have some pen.

Lisa YeagerSecond Vice Chair

amount of

Kathryn Starkey

tires

Lisa YeagerSecond Vice Chair

talking. Somebody asked John Batista, I said, hey, can we do a a tire pick up a moon leg? And he just laughed at me and I was like, no, seriously. One day, there's just one day. Okay, that's all I want is one day. But literally, there's so many tigers out there.

And they're just on the side of the road. But there's also cars. There's also cars, trucks, and boats in

Kathryn Starkey

the

Lisa YeagerSecond Vice Chair

woods. Yeah,

Kathryn Starkey

they've been there. No, my husband used to deliver turkeys back here with my kids with the tr uh seven springs road seeds. People are living in buses and all kinds of stuff like that.

Lisa YeagerSecond Vice Chair

There's two school buses on one on one rock.

Kathryn Starkey

They've done it in there for

Lisa YeagerSecond Vice Chair

a decade or now. Okay, don't worry about it. Anyway, if you guys all support Oakley, if you If you you're not using your cleanup, I would love to just have a one-time use to help get this cleanup.

Unidentified speakerVoice A

Okay with an amendment coming back to go for something that stuff. But I would like to front recoup the money. So if we can get a process, so be it. But I want to see it happen too.

Lisa YeagerSecond Vice Chair

Hey Lan, can we expedite what you're working on?

Unidentified speakerVoice A

Yeah. From experience. been doing cleanups at boot lane for eleven years.

One extra dumpster. Plean up is it going to do it? If you put the roll offs out the night before, they're gonna be full. Before settling. should be very deliberate but i think it's important with areas like this throughout our county Think one. If we identify work of We understand what it means. The the cost to do this this cleanup. Yes. Because of the public health hazard, whether it's fecal matter or Challenges

with animals. The mosquito challenge we have right now. Yeah. If the owners would consent. Look these folks obviously they're destitute. And they obviously have some other Probably. personal challenges from their lives. That's why they're living like this. Had the two of Brand. Maybe DR funds. to a certain extent. And it and if the owner consents Bring

in a loader gonna And crush it and just say we'll clean this up. Yeah. It just splits it. You can get that not just in in throughout the plane, but the challenge areas in a in our county because one additional voluntary dub dumpster cleanup is not going to solve this this problem. It's not going to do anything. We could give you all of our cleanups but I think it's With what? Okay. alters

in in in their mission and in

Chris Shaver

helping for step one is We have a place that you can be proud of. Yeah.

This is just

Hope these were clean up. They have

Unidentified speakerVoice A

title to strocks, give them an idea where they know strap and turn in and they can make some income.

Lisa YeagerSecond Vice Chair

It's so it was just mind-boggling how you're driving down the road and you go, Wait, stop, is that a boat in the woods? I mean, there were boats, cars that that we I gave them the property address that there's a lake back there. So those fluids are are leaking into the lake, which is a hazard. So there were many things. Um there's there's people cutting down trees in um in a culvert and clogging it up. I mean there's just it's it's it's a mess. So this is a different quite wide.

Yeah.

Unidentified speakerVoice A

No things attached. We find a funding mechanism and we understand the potential cost in a budget. Just happens. I mean you could really put it again. Yeah, that would be a first team. A positive

action. Back to the S

for

Chris Shaver

these Challenged areas in the capture.

Not be that much money. But but um Okay, that is

What we're doing now is

Unidentified speakerVoice C

not going.

Kathryn Starkey

Yeah. One question. And we had this problem on right on US 19, okay? It was right there for all the commuters to see. It was on private property and so our staff could not go in and clean it up. So I don't know if you can go in and clean this up. Without the owner's permission. And that

Unidentified speakerVoice A

to say but I I see where the majority of this board wants to try to do something. Um I think there's There's some angles here that that I want to talk about right now that I'm gonna explore with the team. And we'll we'll bring some of these things back. Yeah.

A lot of these folks probably have an inherent mistrust.

Chris Shaver

Any wrong. Yeah, So if we find a way to say

Unidentified speakerVoice A

it will help you. And they sign the ability, no strings attached. very simple short form of We might have belonged to people commit and clean. Clean this up and

Chris Shaver

Yeah.

Unidentified speakerVoice A

Okay. if we can find a mechanism to pay for it. That might be the first step forward in getting these folks some An additional help they may.

Chris Shaver

Obviously need. Yeah.

Lisa YeagerSecond Vice Chair

Yeah, I just thank you for saying that. And too, you know, we have children out there. Like they they, you know, one time I called Animal Services. There were 10 dogs out there. You know, they're they're killing people's pets. You know what I'm saying? So it's it's been a huge undertaking. And I will say that we have our team has earned the trust of the people out there because we've been in the community. I mean, we're out there. Once or twice a month since What two years ago in May. So I mean that that's the good thing. But the bad thing

is, you know, it's just can't just come soon enough. So it's just a health hazard. And um I appreciate everyone's support in trying to Yeah, the scaling sun.

Unidentified speakerVoice D

Okay, the seasus.
