27:56required. Good morning, Commissioner Oakley Public Works. Um on July 14, 2020, the Board of County Commissioners requested that we um public works bring the I receive the Microsoft um sorry microsurfacing project um for your consideration. Microsurfacing.

28:21Um this would be um item number twenty-zero one four seven or CD PVAS three four three nine. There are seven roads involved with this project, they're counting maintained and paved 123 lots and 121.9 ERUs. Total total estimated project cost is $179,900. Maximum cost per ERU $1,377.36. The discounted amount, $11,415.14. And the maximum cost per ERU after the discount

28:51is $1,283.02.

28:57Next, uh just a picture of um a map of the location and the board's directive is requested here. Uh okay. Commissioner Starkey?

29:19Micro whatever you say.

29:21Microsurfacing is basically a rejuvenative type operation. You get um it's basically the tax, some aggregates, um, there's some uh compounds in there. it's about a quarter inch, sorry, about a half an inch thick.

29:36Is that similar to black topping? Is that what they call

29:39it? It's a little bit different. Um this is more durable than the black. Well, black topping is used um vaguely. But if you're talking about the painting versus actually resurfacing, um this is a little bit more than just painting.

29:56Okay, um so we're talking about moving to a different kind of PVASP program that I think you'll be bringing to us. So how will that affect this? Yes, because I mean we're kinda jumping the gun here and but I guess it's okay to talk about it. We're talking about maybe Um Changing the way we pave the roads in the county.

30:23And those who are in the PVASC program. Um within a certain time frame, the county's got a plan for those folks.

30:34if we if we go forward. So how will that affect this? Because I want to be sure that we're not Spending money Um and not gonna get reimbursed or Or the payments will change when we And if we enact that new program.

30:55Good morning. Mike Carball, Assistant County Administrator of Public Infrastructure. Yes, the the New PVAS program that uh that staff is currently putting together, actually this is the type of thing these these are the types of rejuvenated strategies that we want to have folks pay for. So when when we when you come through and you have a road that is Uh completely repaved, millet and oversurfaced. Do you want to continue with rejuvenative strategies over the lifetime of the road? So microsurfacing is one of those strategies. So actually, in this case, I actually

31:25think it's it's a good thing. This helps preserve the longevity of that road. Uh as far as the mechanics of how we'll work out PVASes that have been been currently done, there's going to be time frames within those. So we we can address that. concern. I I think that this item just allows staff to continue to move forward with with pulling together all the all the mechanics of it. We'll be coming to the board before the end of the year with with that PAST new strategy. So I I think um I don't think that you're jumping the gun here necessarily.

31:56I think if you approve this this allows staff to continue that process uh before we decide to you know before we pull the trigger and then we'll we can address these um I'm hoping this person these these smaller issues not smaller issues but these uh these uh smaller matters with with with with PVAS programs. And I again I don't I don't I'm sorry to to ramble here on this button. No

I think they can proceed in parallel at this point point in time and then if it looks like there's going to be an issue we can we can certainly address it because there still will have to come back to the board for approval on this PVAS correct because it'll be a public hearing

32:37a a question on the road because you know I have a home on that road um it was kind of falling apart this is just a surface fix um so

32:51How temporar how how what's the life of a micro what you call it? Micro seal? Microchip? Microservice center. Yeah,

32:59Um commission that varies um between five and eight years.

33:04So you're gonna have to come in. And redo the road in five years?

33:08Yes. Or eight years.

33:10Or eight years. And that will be under the new program. And if my understanding, the way I understood that new program, everyone in the county is gonna pay something. And the county's gonna pay for all the road maintenance.

33:22So so the board is not obviously has not decided on that. There are options on it. There are there are options and and some of those, you know, go from County wide to Something very similar to what is currently under the current PVAS program. So those will will have to depend on what uh what the board decides when when we make that formal presentation.

33:41So so we're we're being asked in air cita to pay twelve hundred dollars for something that will last five years. And what was the cost before that lasted twenty something years? I

33:55it's close to eleven thousand. A house.

33:59It was eight now that I think it was over two. No, there was a mistake on the first go round. Because they were adding some homes that only had one house had like four ERUs. It was kind of messed up the first time around. I just don't know if the residents realize this is a five year fix on a road that's fallen apart, but Com um I guess I would ask Commissioner Weightman's his district if he's met with the residents.

34:26We've met with the HOA at this point, it's been going on three years. So I mean we met with the HOA several times. Um They're aware that's the direction and they you know the other way failed. Um This is the way they wanted to do it, which is a little unique, but um That's what the board decided and I assume the board communicates to your residents. Um

34:50Actually and that home is in my name, so I

34:52But this is gonna this is gonna go back through public comment. We're gonna have a neighborhood meeting. So we've got time to all we're doing today is to say move it forward. So So

35:03basically what you're doing is giving is you're moving forward with the process of sending out the notices, and then it has to kind of go to the public hearing, right? Yes, sir.
