Bob present. Good afternoon. Bob Gordon, Pasco County Budget Director. Uh the item you have before you here is a TEFRA public hearing pursuant to Section 147F of the uh IRS Code. Uh basically the IRS has established procedures whereby a nonprofit organization can borrow money at tax exempt rates. So the Cliff Notes version of this process is that Pasco County facilitates the process amongst all the stakeholders. Moffitt then goes to the market to borrow the funds. The county at that point just acts as a conduit, whereas the funds flow through the county ultimately to the borrower. A couple of things that are important for our residents to understand: first is that Pasco County is not borrowing the money and Moffitt. Moffat is not borrowing the money from Pasco County, as I mentioned. Moffat is going to the market to borrow these funds. Secondly, uh Pasco County is not responsible for paying off the loan. And it sounds better as an MPD that does Res 24 because it would just stick out like a uh if it was a zoning type thing. You'd say that's like spot zoning. the intensity that this has from where it is is not compatible. for any everything that's around it. You can talk about the road coming in, you can talk about all the growth coming from down the road. Let it go closer to where Moffitt's gonna be. Let it go back toward the other side of Ridge Road where there's much better infill. And we've s we've seen burnt out buildings over on Little Road in Regis Park. that it was sitting there for years. Well maybe this traffic is gonna help get through. Let's go work on the infill where there's a big issue. What we're gonna do is if this gets approved, this is gonna transform the neighborhood in I think a very negative way. that people put a lot of money into, their lives have been there. Um And it just doesn't seem to fit. Um
