    Kathryn Starkey Jack, um I had a meeting yesterday with the sheriff and his team. and um mentioned to him that our code of enforcement officers will not be enforcing or going into homeless camps anymore without deputies present.

    Kathryn Starkey Um I am curious if the homeless camp By Green Key is gone because we have had people come in here many times talk about that one. And We had that homeless camp on US nineteen in my district right there on US 19 entering Pasco County. Tens of thousands of people passing it every day. And Our staff couldn't do anything because the garbage only went up to the sidewalk and the tents were on private property. And we had to subpoena. someone in Texas before we could go on there and evict 'em and clean 'em up. But It took us almost a year to clean up that homeless camp that didn't have there was no trees hiding these people. They were right there living there. Um but we did get it cleaned up and we we le we we forced that gentleman to sell. and someone else bought it and there's a fence around that property now we don't have that homeless problem there anymore. So

    Kathryn Starkey I gave you this protocol for citizens reports of homeless encampments. So And you know, my office gets a lot of calls. I think Jack's does too. Maybe the other the rest of you don't get as many. But every time uh we get one our response is a little different. So we had the sheriff in there the sheriff's office represented all the different agencies in the county that would need to be their code and uh attorney. Um we had the brigade from Metropolitan Ministries and we had the Um Coalition, I Kathy was online. And um we came up with this Procedure. of how to f what to do if you get a citizen call on an in homeless encampment for now. I mean things may change following this legisl legislation, but We want to make sure that every office got this. I think all your staff should have been emailed this procedure.     Kathryn Starkey letter from Pasco Hope here I wanna read to you. That is our Homeless shelter in my district. I hope you guys can get one in yours. Um his name is Mark. Well maybe I shouldn't say his name. I won't read his name. But he said to staff of Pasco Hope, as I prepare to leave Pasco Hope and move into my own apartment, and want to express my sincere gratitude for the kindness and stability You provided during one of the most difficult seasons of my life. After losing my housing, I found myself living in my car at sixty seven years old. doing everything I could to find work and rebuild. It was a humbling experience, but when Pasco Hope opened its doors to me You gave me something I needed more than anything else, a safe place where I could rest, care for my health, organize my life, and begin moving forward again. What you gave me was more than shelter. You gave me the opportunity to restore my independence and my confidence.     Kathryn Starkey And their capacity is about a million and a half a year. And so they're not keeping up with with it and um there's a national home shortage and we had this discussion in my committee about Um you know, homeless and it's happening the challenges that we have are everywhere. Um although uh one of the gentlemen actually someone that moved here recently said that Denver is now the San Francisco of the Rocky Mountains as far as homeless people living in their downtown area. So pretty sad. Um

    Kathryn Starkey Yeah. It's on Grand Boulevard. Yeah. Um And Uh you know, so I I'm hopeful that we're gonna get one uh over here on the east side. Um we know that homeless people over here do not want to go all the way over there. and um they want to stay by their community and their family, so Um we talked about having a big meeting uh in in in and in my um talk I'll talk more about that, but I I just wanted to say no no issues from anyone in my constituency.     Kathryn Starkey Um so there is another camp then just to the east of that. 'Cause I've s I'm seeing them going in and out of the woods. I don't know whose property that is. Um But we're we're trying to buy that Walmart property. Or and they've got a sign out there that it's for sale. Um It's just been just a pain. Uh so when you when you go into the woods like this, because I don't think this is the Walmart property. This is I think I mean what happens to all that trash on the ground? I see I see a garbage can there? The garbage can is empty and everything's on the ground. They're walking around. That gentleman's barefoot. This cannot be I mean this is This is obviously a very unhealthy situation.

I would I would very much like to see A boys and girls club type um family shelter on your side. I think that would be great if we could look for can your money be used for something like that over there?

    Kathryn Starkey speed in the on the last morning they take the it was bigger th this year than last year. They had every agency there. um massive amounts of um people to help counties navigate or find out information about different things. So that was That was excellent.

    Kathryn Starkey Okay, so there's that one. Uh Um there's the metal fences, move on from that. I already talked to you about Coban grasses, we already decided that. Um so we've got a prob problem with semis parking on po on our county right away. And this is on Trinity Boulevard. And actually our our code went out and gave him a warning. and the the one left and then another one came in. So Um You know, I'm working on a a procedure page with staff and the sheriff's office and all affected parties on what to do when a homeless person when someone calls in and reports a homeless person or homeless camp because we we're all over the place on how we deal with these. Um It's really I mean, who's who is supposed to be Ticketing these people. Is it our code? Is it the Sheriff's Office? Is it the highway patrol? Um, we also have it I don't know if I have pictures any more pictures, but they're they're doing it on
