- Mariano tri-county workshop and code enforcement
Jack Mariano So the way I understood this discussion was supposed to go, what's important to you, what do you want to see in your district? So my answer was I want to deal with the homeless, the homeless and panhaming. And then after that more homeless and panhaming. That's my focus. Okay. That's what I want to t take a look at. That's what we've got to go deal with, at least for my area. And I'm I'm not and I think every commissioner should be able to say, here's what I want to see happen. And if that means they're going to change their district, so be it. The way you have it all lined up.
- R-55 homeless services system of care
Jack Mariano Okay. One of the things that um The rope center we had done for them a few years back was we we built a building for them on Rhodes Road right off US nineteen. Uh it houses twenty males, twenty females, all in a bunk bed situation. Okay. So th they've got land to the side of it where they could actually build another structure like that. And this could be more catered to Ladies on their own.
- Public comment on Green Key PACE Bayley's Bluff sewer
Jack Mariano but you don't understand what's going on clearly, because we are working on buying the property. We think we're going to come to terms, so that solution is there for drainage as well as homeless for that one particular. For the rest of the homeless, I'd like to talk to David Allen, let him handle it.
- Commissioner direct payment and litigation assessment
Jack Mariano This is a uh homeless site that's over by State Road 52 with the flea market. Um this site had caught on fire back February eighth of this year. I think I showed pictures and said how we need to get that cleaned out and we had to work with getting trespass agreements in place, et cetera. And carry on the next pictures. There's a couple of pictures of how it looks looked. So there was a fire that happened there that caused a few uh people to show uh have to show up there. And then just the other day, uh this is on fifty-two, same location. a homeless person who they caught uh set fire to this whole area. So it was like one homeless person trying to like hurt the other homeless people there. And you've heard about the machetes and the other things that go on there. But look at the traffic. Look at the the smoke. There were numerous uh firefighters
- Public comments on flooding, drainage and roads
Jack Mariano There are some I think that need to be done. I mean there's so there's actually a one disaster that actually happened was some family actually drove into one of those camps, drove their car there. And they burnt the car down on the people. They had they were homeless folks. They drove into the camp and those homeless people burnt down their car. car. That's still there right now.
- R57Funding Agreement for Program Year 2020-21 – Pasco County Housing Authority – Construction of Multi-Family Rental Housing for Homeless Veterans and the Non-Elderly Disabled; United States Department of Housing and Urban Development HOME Investment Partnerships Program, CFDA No. 14.239 – $2,100,000.00
Jack Mariano site in the community center. Uh Congressman Bill Arrakis, which Premier doesn't know this yet, has reached out to me and asked if we would consider putting a commun a federally qualified health center, Premier, and expansion in there. We are looking at that. Um This is a uh big boom for our community and will really go a long way to help with combating homelessness uh as well, especially uh this is a veterans family housing community, which is one that we desperately need within this county and it will help with uh some of the homelessness along the nineteen corridor. Uh so uh Can
- R-55 homeless services system of care
Jack Mariano That's right. I'd like you to share it with the board as well. Um You know, I'm I'm l I'm I'm glad we're doing the housing first, but I'm a little concerned what's gonna happen when the money runs out. These people are in homes. What are we gonna do? in two years when there's not the carers money, there's other other money's not available, how are these people gonna be making on their on their own if you looked at all that and how do you think the success rate's gonna be?
- Trash, homeless camps, and trespass agreements enforcement
Jack Mariano from Swiftmont out there. I said, John, I says, you know, we gotta let us get this vegetation out of here. The homeless are coming in. It's destroying it. He says, Well we can't do that. It's a conservation easement. I go, wait a second. I says, look at what's here, look at what it's causing because of your conservation easement. I said, now let's go walk and we walked to the bridge. We looked on the side, down the Leisure Canal on the other side. Nothing but grass. Right? No vegetation. No homeless real dead, no big trash on that side anymore with all the fencing we did. So I get A government telling me we can't go clean up what we want to go clean up to to make it set because of the easement, even though on the other side of the same canal we can treat it differently.
- Transit homeless trash and development
Jack Mariano It's it's it's like we don't want to put our people in danger. I mean they feel they feel scared enough, frankly, at dusk working with the panhandlers when some guy maybe, as one of the code guys says, he could be high on drugs, he's fired up.
- Transit homeless trash and development
Jack Mariano Alright. Um I want to talk about the homeless population. Um I will say Kathy Catholic charity has got a great idea. We had code enforcement people out there. Um Community development services out there all looking at trying to make make some things happen and um I'm encouraged that we've got some opportunities that could be coming up to take a look at. But I do want to say when you talk about code enforcement officers, um I need them working very closely with the Sheriff's Office. I had one right now from a from a property that I know has had people in the back. I've got a development with an ALF coming in in the back. When the ALF was doing surveying work They had homeless people there with machetes threatening the survey as they left. We went back out there with code. Cleaned them out. But I'm here to tell you. From the email I got uh just today and I I put you on it, Sally. uh put Mike on it, put the sheriff on it, uh code enforcement team, sheriff's officers. So I get everybody in the loop and Kathy's gonna be included from here through, is like we need to go
- Transit homeless trash and development
Jack Mariano Okay, I'm gonna look and see. All right, so can we take a look look at at what what it it takes to serve people even in Thailand? we can bring something back to us about doing that. Because we have a whole bunch of trouble properties like this that if we did this once and for all it may may may give us a solution we need.
- R75Federal Action Plan and State Lobbyist Update
Jack Mariano today, tomorrow, and start pushing this thing forward. But I figured while I get you right here right now, it's a it's a it should be a real easy thing to get them to go do the inspection. If not Wait on the inspection, but let him house the people right now that are homeless. I mean they want to s all these programs we have for homeless and I get a chance to do it and the Fed G federal governments want to hold me down in sixty more days.
