David Engel decision today, the recommendation is brought to the Board of County Commissioners. There's going to be a companion piece which will include not only the MPUD but an economic incentive agreement to incentivize the construction of $11 million worth of infrastructure to support the business part. The reason is is that we're we're creating a new market up here and we want to have it done in a manner that is uh compatible with the existing Northeast area. And in the event that after 20 years and we default back to having a multifamily residential component, there'll be a clawback provision that they have to pay back a proportional share of the incentive agreement. uh any incentive dollars. So that's in a nutshell. Um if you if you have any questions I'll be here and I'd like to have Will present the details of the amended application. Thank you.
Jaimie Girardi I would tell you that it it's a financial incentive, but much of the in so based on this plan, it looks like a lot of it would be office and industrial, which That has mobility fee incentives already. And there there are mixed use incentives in our mobility fee regulations for Mutterum T and D type requirements. So those incentives already exist. Those are financial incentives though. Those are not necessarily Expedite I review type incentives. I'm not sure what you're talking about.
David Engel Good morning, David Engel, Planning and Economic Development Director. It's my pleasure today to present a addendum item AR 117. This is a economic incentive request made by Moffitt Cancer and Research Center for the Spiro campus. The um the Moffitt organization is requesting. Investing a uh twenty one million dollar penny for Pasco commitment from the county to help fund a two hundred and twenty eight million dollar capital project. The the campus is located at the uh southeasterly corner of uh the Sun Coast and Ridge Road extension. And uh the pri the project is uh seeking twenty-one million dollars. Uh this uh twenty-one million dollars will be utilized as a local match support to a US EDA community development block grant, DR grant that will uh fund uh assist in funding a uh a five project scope uh consisting Of the two hundred and twenty-eight million dollars I just mentioned. The capital stack on the project is as follows.

Mike Carballa Yeah, I just want to be clear on what that is. Is it any business that comes in, you're free to have an economic type incentive deal or an arrangement based on based on the industry or business. You've always had that. And whatever those fees or whatever those monies are can go to pay down, for example, this impact fee would be an example of what that would be. So you you're not actually waiving the impact fee so much as either funding it from a different source of funds is but you have that flexibility in in how you negotiate deals all the time when it comes to economic incentives.

Joel the economic development agreement. Which is a public-private partnership to construct over 70 million, that's seven zero million dollars worth of roadway and utility infrastructure to kick off this employment center. uh my client will be front ending virtually all of that money uh and then getting future uh tax increment rebates uh for the value that they enhance. They will get a portion of that ultimately to reimburse over many years, likely 10 to 15 years. Some of that infrastructure costs. The county is coming out of pocket to help with some of the utilities for the master utility infrastructure. So it is a major economic development project, as you can tell from the magnitude of the employment entitlements. We're talking about thousands and thousands of jobs which Mr. Ingel can speak to. Ernie Monaco Here's an example of innovation of what it could look like. This is typical, it doesn't mean it's going to exactly look like this, but these are just samples of what a corporate business park looks like in a suburban setting. Typically, there are high-tech companies that come in, they need lots of RD, they need the high-tech internet fast speed service. So, in addition to blending the entitlements allowed by the pre-existing flu classification, The PD Plan amendment creates substantial additional employment generating opportunities through the creation of a large scale corporate business park. Let's talk about a few little quickly examples of some of the policies for economic development, the highlighting some of them. Uh the PDED policy ED 2.2 encouraging public-private partnerships. We've done that with Metro and Connected City. We're like to do it again to have more public-private partnerships. ED 2.3 is promoting new primary and target industries. We want the jobs, and we are targeting them particularly. Policy ED 2.4 promoting diversified economies. Economy, which helps us going through recessions, which happen on a regular basis.
