And for a little history on this trail, some of my staff people have heard this, but this is Um a trail alignment that I put on the state opportunity map when I represented Governor Bush. on the Greenways and Trails Council or I don't know, Bush, Scott or Chris? Um And it is the old Orange Belt Railroad line that the Pinellas Trail is built on today. Some of the portions of this trail, this uh abandoned railroad quarter were auctioned off on our courthouse steps, sadly. Commissioner Schrader owns the little piece over here, um, just south of what we're talking about today. Um but this is one of the most important trails, if not the most important trail in the county. It starts at at Frank in Trinity. And it it goes up tower, which we're gonna call Range Dance, gonna go over the Sun Coast. When I got elected Um my first MPO meeting was a meeting with DOT

Barbara Wilhite So we talked to staff about um I talked to staff, not we, I talked to staff and staff needs to to talk about that. One thing that we learned and in the meeting subsequent to yours with one of the other commissioners um was that the orange boat Orange Belt Trail when it comes up to Bell and me is gonna take a jog to the north, so the This may be an offshoot of the Orange Belt Trail. Um Coming down our way. but would not be the Orange Book Belt Trail 'cause it's going to jog to the north at Bellamy and we are at Old Pasco. So that's kind of a change. So In Once we learn that and talking to Terry Pitos with the existing sidewalk infrastructure that's already in place. They um didn't think the spend for additional uh using mobility fees to put more uh pavement for pedestrians and bikes in this location, especially because to

Starkey I just have a quick comment on this one myself. Yes. Um and I've met with the applicant. There is a major trail in the county coming up behind this development. It's the um Orange Belt Trail. And it would be very advantageous and I think a very good idea if there's some access that the community, this community would have to that trail that's gonna go up right behind it. So And I hope I hope when these come in with our planning staff they they look at the where the trails are going and they make those notes because Um That's That's important to have access to that too.

But Um The way uh We think it's gonna go, right, Sam? Is that we're gonna uh jump onto this Swift Mud Road going in Crot that's uh Cypress Creek, is that right? And it comes up And uh comes up and it comes and you see where it um I don't have a pointer but You can see where it touches, yeah, right up there. And that's where we reconnect with the Orange Belt Trail. And head east. So um that's gonna be a beautiful ride through that through that park. So Well

Starkey No. And you know, when I first saw it, I thought it was the other one. So it's it's my mistake. But it it it it would right, but Uh it would be good if somehow there is some kind of quarter that's so that people can one day get to the trail that's gonna be right behind it. Um you see where those lines are? That's the Orange Belt Trail. And that is a major trail for the county. So with that, if anyone wants to make a motion.

Planning and Development staff This is a graphic depiction of that Orange Belt Trail. It's pretty hard to tell from here, but there's a hatched area that indicates the easement. And then you have the overall red area which would include the thirty feet north that the county has an option to purchase. The proposed request is consistent with the Pasco County LDC Chapter 400 Subsection 402.2 Zoning Amendment MPUD Master Plan Unit Development and applicable provisions of the Pasco County Comprehensive Plan. The Planning and Development Department recommends Approval with conditions. The Planning Commission voted three one for denial.

Planning and Development staff that is directly abutting equal to to the east. You'll notice that the map is a little bit more. on top the red Shifts to all purple below, and it's because of this non substantial modification moving those support commercial entitlements to Eagle Two. The County is prepared to purchase Orange Belt Trail right-of-way along the southern portion of both Eagle One and Eagle Two as set forth in the conditions of approval or has the option to use an existing easement. If the if agreement is reached with the beneficiary. And that's a thirty foot easement. And Pasco County would buy thirty feet north of that to make a total of sixty feet.

Starkey Uh well, see where it says hideout trail. On that picture? The the trail most likely, I mean we're we're in a route study, uh that is part of the Orange Belt corridor. that's um and that's I think that's Swift Mud property there. And um that that's I think where we hope to have it. But the issue is and I'm Glad you're asking this 'cause I and I don't know what happens in our staff meetings, but Sometimes we ask to reserve right of way for roads. But Some I think we need to be a little bit more than a little bit. asking maybe if we could get s some uh easement or right away so that we can connect. large populations to the major trails. So I I'm not pulling up my map in the area right now and I I get that the orange belt is under its route study, but I'm hoping our planning department's looking at the big picture and And protecting the public's ability to access the

Starkey Yes. We don't know which way the orange belt's gonna go if it's gonna continue down Old Pasco. I mean uh down the route to Old Pasco. And then it's gonna be an offshoot going north. That is undetermined. Okay. But it will be connecting to Old Pasco Road. And then heading south because there's there's a there are a lot of schools down on the South of this. And um but I d I believe that the trail is on the west side of this road already.
