The reason I'm excited is my business partners And I have a passion for not only helping the homeless, the transitional folks, but also the folks we can educate back into society and home ownership. We believe that issue at hand is bigger than just homeless and unsheltered. It's about education and giving people a hand up, not a handout. We're currently working with municipalities to eradicate this issue globally. And we believe this is more than just building two rapid response shelters. We believe by building a community fully equipped with a uh a community center and three-based housing that in ten years when we are done things will look very different than they

Kathy Julian of our country and the transnational narco-terrorist criminal organization activity and protect our communities from imminent danger. I hear from people every day how scared they are about what's going on. And you know you read on social media everybody talks about the homeless people. They're not homeless people like we used to call bums. These are scary homeless people. And um we need to do something about it. And this is um an a attempt to get all the counties to speak up and speak in unison so possibly something can be done. I do have five copies, one for each of the commissioners.

Several speakers Hi. This is Jennifer Watts from the Coalition for the Homeless of Pasco County. Thank you for the opportunity to speak this afternoon on this issue. I will say that um on the last several years to the point in time count, most specifically this year, we are seeing hundreds of single adults out on the streets, unsheltered, unhoused. We've all seen this as a growing need in our community. I will say even going back to Youth Lane that was originally aimed to be a single shelter because we all have recognized it as a need and then we put it to a family shelter. So we can all recognize the need in our community and I think finding a location that we all agree on is going to be very difficult and I think this is a great start.

Starkey I gave you this protocol for citizens reports of homeless encampments. So And you know, my office gets a lot of calls. I think Jack's does too. Maybe the other the rest of you don't get as many. But every time uh we get one our response is a little different. So we had the sheriff in there the sheriff's office represented all the different agencies in the county that would need to be their code and uh attorney. Um we had the brigade from Metropolitan Ministries and we had the Um Coalition, I Kathy was online. And um we came up with this Procedure. of how to f what to do if you get a citizen call on an in homeless encampment for now. I mean things may change following this legisl legislation, but We want to make sure that every office got this. I think all your staff should have been emailed this procedure. Mariano This is a uh homeless site that's over by State Road 52 with the flea market. Um this site had caught on fire back February eighth of this year. I think I showed pictures and said how we need to get that cleaned out and we had to work with getting trespass agreements in place, et cetera. And carry on the next pictures. There's a couple of pictures of how it looks looked. So there was a fire that happened there that caused a few uh people to show uh have to show up there. And then just the other day, uh this is on fifty-two, same location. a homeless person who they caught uh set fire to this whole area. So it was like one homeless person trying to like hurt the other homeless people there. And you've heard about the machetes and the other things that go on there. But look at the traffic. Look at the the smoke. There were numerous uh firefighters
