    Mr. Chairman, following item Denise Hernandez Planning and Development. Following item is P11. It's PDD 217527 Causeway MPUD. Before you is a request to rezone a piece of property from an MPUD to an MPUD to allow for additional uses on the property, to allow a land use equivalency matrix and exchange process. And to change the project from Causeway to Causeway. M PUD on 32.66 acres.

    Again, proposed before you is to allow a maximum of 275,000 commercial retail square feet and to introduce a land use equivalency matrix. We call them looms with potential additional uses. Potential additional uses are office, medical office, health care-related uses, light industry distribution, multifamily residential, single-family attached residential.

    public institutional uses. Um regardless of any uh land use equivalency matrix conversions, the minimum square footage of commercial retail will be a hundred thousand square feet. Residential uses will only be allowed in the parcels abutting 41 if they are part of a vertically integrated mixed-use building. There's also a couple of requests. One is for variation from the Land Development Code, Section 907.1 on street parking. Should mixed-use parcels depicted on the MPUD be developed as a mixed-use trip

    reduction methods, mudram project. Then on-site parking for the multifamily apartments, retail, and office within the mixed-use product parcels request to be shared to share the parking and calculated at 1.9 spaces per multifamily apartment. This is actually, this next one is something I'm reading into record. It's not part of your agenda packet, but I do want to read that item into record, and we will include the revisions to the clerk's office. The applicant

    is also requesting a variation from the LDC section 700.8. So that the at the applicant developer's risk, a plat may be submitted and the plat process may be commenced prior to the approval of a no-improvement plat, of a preliminary development plan, andor construction plan. The procedures for that process will be approved by the county administrator or designee without requiring an amendment to the Master Plan Unit Development District. This is the proposed master plan.

    Um the uh background on this parcel, on January 8, 2008, the Board Board of County Commissioners adopted a Comp Plan amendment from Res 3, residential three-dwelling units for Gross Acre to Comm for the subject property, which became effective April 10, 2008. On December 20, 2011, the Board of County Commissioners adopted a rezoning from C2 and AC districts to an MPUD master plan unit development district. And a Complant amendment to change the land use designation from COM commercial to plan development has been concurrently submitted with the MPUD

    to allow for uses in addition to commercial retail subject to a land use equivalency matrix exchange. This project is on the west side of 41 and it's outside of the multifamily moratorium, which became effective April 1st, 2021, and it's not constrained by the moratorium restrictions. The LDC specifies the variations from the code may be reviewed and approved by the Planning Commission and the Board of County Commissioners at such time as the MPUD zoning amendment. And as stated, the applicant is seeking parking requirements variation and the variation that I read it to

    record regarding the plating process. The proposed subject request was found to be consistent with the LDC, Chapter 400, Section 402.2 zoning amendments, MPUD, and with the applicable provisions of the Pasco County Comprehensive Plan. And uh the Planning and Development Department rec recommends that the Planning Commission um uh recommend approval to the to of approval subject to the conditions as stated in your agenda packet and the variation read into record to the BCC.

    Barbara Will Hight, 6327 Grand Boulevard, New Port Richey Florida, 34655. Excuse me, three, four, six, five, two for the applicant. Um we are in agreement with staff's recommendation. We have been here before. Um this has gone through the full hearing process, three hearings on the Comp Plan amendment to plan development that was required in order to bring forward the MPUD. The comp plan, the MPD mirrors the comp plan and also adds the requirements regarding

    the reserving 100,000 square feet of commercial, making sure the frontage along 41 is only non-residential unless it's verily integrated, and making sure there's a minimum of 5.7 acres provided. Um along. forty one in any event of how the property ultimately develops. The Board of County Commissioners adopted the Comp Plan amendment and we're here for the rezoning. I have my team available. Um if you have any questions.

    Good afternoon, Tammy Snyder, Planning and Development. P94 is the Causeway in PED, PDD 217527. Here's a location map. It is just on the southwest of Lendo Lakes Boulevard and Roaches Run and Causeway Extension is on the south side. Proposed as a rezoning request from an MPUD to an MPUD to allow a maximum of 275,000 commercial retail square feet and introduce a land use equivalency matrix with potential additional uses. Those

    uses are office, medical office, healthcare related, light industry distribution, multifamily residential, single-family attached residential, senior retirement assisted.

    The applicant also proposes to change the name of the MPUD from Causeway Center Commercial MPUD to just Causeway MPUD to better reflect what the potential uses would be. And variation requests from the LDC are 907.1 on-site parking. Um In the event the mixed-use parcels depicted on the master plan are developed as mixed-use trip reproduction measures projects, Mutterum. Then the on-site parking for the multifamily apartments retail and office within the mixed use

    parcels would like to be shared and calculated at 1.9 spaces per multifamily apartment unit. Also sec s section seven hundred point eight, Platting. The applicant requests the option to be able to submit for Plat and begin the Plat process prior to approval of a no improvement plan, the Plat N I. preliminary development plan and or construction plan as applicable. Regardless of any proposed loom conversions, the commercial retail square footage shall be a minimum of one hundred

    thousand square feet. And residential uses will only be allowed on the parcels of budding US 41 if they're part of a vertically mixed-use integrated building. Here's their master plan.

    And then on January eighth, two thousand eight, the BCC adopted a Comp Plan amendment amending the flu from res three to com. On December 20th, 2011, the BCC adopted a rezoning request from C2 and AC to MPED. And then a Comp Plan amendment to change the land use designation from COM to PD has been concurrently submitted with this MPUD to allow for uses in addition to the commercial and retail, subject to the Loom exchange, to ensure that any such exchange is trip neutral. As

    this project is on the west side of Highway 41, it is outside of the multifamily moratorium. The LDC specifies that variations from this code may be reviewed and approved by the PC and BCC and the applicant is seeking the parking requirement and platting variations as noted previously. The PC heard the item at the July twenty-second meeting and unanimo unanimously voted to recommend approval. And the proposed request is consistent with the LDC and the applicable provisions of the Pasco County Count

    Plan.

    With that, P D recommends approval. With conditions.

    Yes, hi. Brad tip in planning and development. I just wanted to uh mention also to point out a piece in here that one of the things that we're doing, the uh development services branch and public infrastructure branch are working together to try and reduce the overall timelines to market for some of these types of projects. Uh so one of the things we've done in here is we've included uh a deviation from our standard plating process. We only are doing that in this particular project and we can only do it based on your approval of this particular set of conditions that would actually allow us to do that.

    We're gonna give it a trial run, see how it works. Uh some other jurisdictions are doing something similar, uh but we're gonna use this as an option to to try and take a first step, see how it works out, and if it's a way to improve our timeline, uh that's what we're hoping for. So that's that's what one of those that planning uh condition is actually about. Right.

Unanimous recommendation of Planning Commission. I would echo what Brad Tippen had to say. We worked very hard with Mike Kravala and Brad Tippen's group. to work on this platter plan issue between your two different departments. And I'm really happy that they want to work with us as like they do and collaborate. And

    I think we'll come up with something that'll bring these some of these projects to market quicker. I have a presentation again um but I'm happy to answer questions. I have my team here as well. Okay.

    Causeway is ultimately gonna be realigned by a D. R. Horton project. Um we'll do our improvements to Roach's run. This is might be what you're looking for.

    Yeah, so there's a road on the southern part of this project that um I I don't know if that map does it justice there. Um I think that's the best we have.

    Okay. Well, I think we have an opportunity to have a really nice trail come down to connect to the Orange Belt from the southern part of this project, which is gonna be down here. Um South of here, by Wisteria Loop and a little lower. Um th there may be a road that we don't need anymore when they realign causeway. So I just wanna look at that and see if um We can do something something better with that that boulevard. So I'll get with you, Terry, on that one, I guess. Okay. Thank
