    Um this following item P59 is PDD 230148. This was to be the transmittal for a large-scale comprehensive plan amendment, C PAL 2201, Odessa Town Center PD. However, the team is requesting, this is a county-initiated uh comprehensive plan amendment. The team is requesting a continuance to the March 21st, 2023. Um Board of County Commissioners meeting at one thirty in Newport Ritchie because the area is expanded. We've added

    some property. So that needs to be renoticed.

    Um so I have a question on this, Mr. Chairman. Go ahead. This is and just for a little background, this is a project that we started. And I just want to give other commissioners a heads up that they can do this too in their districts if You know, if you s find a place that you think this would benefit. Um this is Gunon fifty four where the old flea market used to be. And it's an interesting quadrant surrounded by the Cemetery uh and um a road to the south that I'm gonna think

    of the name that goes that the bus Interlake Interlaken. Interlock 'em Interlakin. Um and we were very worried that it was gonna be piecemealed into development in a and a poor planning process and that and people were swirling all around it to buy it and everyone wanted to put multifamily. And there's job great job potential there if we do it right. So we initiated a board, what do you call it?

    Yeah, co uh County initiated comprehensive plan amendment. But I and so I listened to it on the com uh and I saw that we added Mark Blanton added his piece, but why can't we go ahead and send this and then just add that? Why do we have to hold this up? 'Cause I'd I'd rather not hold it up personally, 'cause I know people are knocking on those people's doors and I wanna preserve what we can. Sure.

So it's my understanding that due to the boundary change, we needed to renotice and per statute 14 days before the public hearing, so we didn't have that enough time to renotice. It was also at the direction of our CAO to ensure that we do notice because we wanted to make sure that we sent DEO all of the accurate information. Change we don't want to send them something and then have them review and have a modified change too. So we wouldn't have to do that.

    All right. Uh good afternoon. Amy Heiler with Long Range Planning. This is the transmittal hearing for a proposed large scale comprehensive plan amendment in the name of CPAL 2201 Odessa Town Center PD. The subject property is located in the South Market area and urban service area. So the first couple slides is gonna go through a little historical background of the project and the scope of work that occurred. Um on 1014, 2021, uh the county

    initiated a comprehensive plan or or strategized working towards initiating a proposed comprehensive plan amendment that is staff initiated or county initiated. The area is located west of Governor. Highway north of Interlake and along State Road 54. This is where the old flea market is located. And so at this meeting, uh you'll see the proposed conceptual plan that was uh that was crafted by the the um by

    our develop not developers but I'm sorry, I'm losing my the time. Planning department. Not just the planning department, the the consultant. Thank you. Thank you. Thank you so much. So that was crafted by the consultant to kind of give a visual representation of what could have occurred in this area and what some of the strategies that the planning department wanted to see in this area being your mixed use, vertically integrated, and employment generating land uses. At this meet neighborhood meeting we showed this visual and

    cr ended up gathering some comments from the attendees at this meeting, um, which is represented here and it is also in your attachment as um uh to a summary of what the comments were. So With some of the comments that were captured, we were went back to the drawing board, worked with our consultant, and crafted three scenarios. So the first scenario that you see here on the left, on the upper left corner, is a scenario that is basically

    taking into consideration status quo, how the development is occurring as is, without any change. As being your multifamily development. So, this is visualizing what this area would look like with an additional multifamily development. Your second scenario here is taking into consideration the existing uses along Gun Highway and Interlakin, and integrating some of these mixed use planning efforts, being your multifamily higher density

    residential, your employment generating land uses, any commercial retail office opportunities that we would see in this area. There's also an interlacing Integrated roadway network to ensure that there is internal capture and provide that alternative relief to both Gun Highway and State Road 54. And then scenario three is just a complete overhaul. Scenario three is disregarding the existing land use and saying these are the proposed uses that we would like to

    see here in these proposed locations.

    So after we went to the drawing board and received some of those conceptual plans, we had a second neighborhood meeting on 512 of 2022. These are some of the slides that were presented at that neighborhood meeting. Basically going through these proposed conceptual plans, but also engaging the community in various ways. What you see here are two separate activities. That we had, it was basically like a charrette. We had 18 by 24 inch maps printed, conceptual

    plants printed. We had trace paper on top, and we put the planning effort in the hands of the community. So we had various engagement opportunities for them to provide us with some recommendations, ask questions, and advise. On what some of the uses or where the uses they would like to see in these areas. So scenario one or activity one. Was basically a review and a collaboration of sticky notes to say what are

    some of the things that you would like to see here and what are some of the concerns that you have in this area. And then activity two was our breakout session where the community did engage in these area plans and put little dots on where they wanted to see some of these uses occur. And so here are just some visuals capturing the outcome of how many people attended. It was pretty a pretty good out turn pr pretty good turnout. Almost every landowner. And after that meeting, we ended up going back and

    uh captured some of those comments with the consultant. So this is the third round of uh quote unquote conceptual plans that we used to capture uh meetings or capture capture information from both of those neighborhood meetings. So scenario one, maintaining status quo, still that reflecting the uh multi. Multifamily units in that area. Scenario 2: As you'll see, there is a little bit of change where some of the buildings are placed along the frontages of the right-of-way.

    The red is representing more of your mixed-use commercial areas, the yellows representing your residential, purples representing your industrial, and the blue is representing your office use. So scenario two still maintains status quo, took into consideration the existing land uses. As you all are mainly aware, we do have the Lowe's project coming in as well. So Lowe's being located at the southwest corner of State Road 54 and Gun Highway. That

    was also taken into consideration when scenario two was drafted, and then scenario three. complete overhaul where you have your non-residential uses, your mixed uses of your commercial retail or commercial and residential located up along the frontage of 54, and then some of your employment generating uses located internally. And these are some of the meeting notes and concerns that we did receive as a summary from that neighborhood meeting as well. And as

    you'll note on some of these comments, basically the main one of the main concerns that we did receive from residents was the fact that they just didn't want this change or this plan to negatively impact their project or their project. I'm sorry. And so here's just some representations of the engagements that we had and some of the concerns from these overlays and that breakout session. So, with that,

    here we are. So, we are here to propose a staff-initiated comprehensive plan amendment. As you see here, the proposal is to amend the future land use from a large-scale comprehensive plan amendment to maps 2-15 and sheet 22 from Res9 and ROR to PD on approximately 81.47 acres. It is located at the southwest corner. The intersection of State Road 54 and Gun Highway, and an amend and a resolution to the proposal is to amend feature land use maps 2-15

    and sheet 22, as well as create sub-area policy 7.1.68 Odessa Town Center PD, and amend map 2-9, creating map 2-968 in the name of Odessa Town Center PD. There is an accompanying rezoning that you shall be hearing. Um within the next couple months or so, weeks or so, probably four to six weeks anticipating, and that is going to be for a portion of the overall Odessa Town Center PD. So these are

    the policies that the proposed amendment is consistent with.

    As you see the subject site is located at fifty four and gun highway, north of Interlaken. Uh the existing future land use being Res9 and R O R The existing flu being P D. And this is the accompanying conceptual plan. So within the Odessa Town Center PD, we have established this area in villages. So we have three separate villages. We have a village EG represented in

    your goldish color, goldish, ground, brownish, yellowish color. Village L I in your purple color, and village Village MU, EG is the employment generating use, or village L I is the light industry village, and MU is your mixed-use village. So I'll go into just a little bit of detail on this. So the mixed-use village is going to be where your high density residential is primarily located. This village is intended

    to act as a mixed mixed-use village with your Residential, non-residential employment generating uses. We are also imposing the requirement that or policy directive that we have been discussing for quite some time now, where any of the non-residential uses or excuse me, any of the multifamily uses located up along State Road 54 shall be vertically integrated. So the applicant or the proposed MPUD or Portion of the proposed MPD will be accommodate, accommodating

    that. However, this area is intended to be within the sub-area policy, the Odessa Town Center allows for 32 dwelling units per gross acre as a density, and it also allows for 3.0 floor area ratio as your intensity that will be implemented through a series of MPUDs over time. So the mixed use. village is where your residential components, higher density residential, is going to be primarily located. Your light industry, which is located along Gun Highway, the light industry

    was crafted to maintain status quo if you look at the existing excuse me. Oh I don't have the zoning in here. Okay, well, if you look at the existing zoning land use, it is C2 currently with ROR. We wanted to maintain that. So those those residents are not negatively impacted by this. They are maintaining status quo, still have that opportunity for your employment-generating land uses as well as your retail office commercial uses along the corridor. Internally, however, that is where

    one of the major major changes are occurring. That's going to be your village. EG. That is where your employment generating target industry village or target industry uses are going to be prioritized internally within this area. As you see, there are also roadway segments delineated in this conceptual plan. This is going to be treated as your local internal capture roadway to ensure that there is capacity alleviated from State Road 54 and internal capture as well. And then within

    the sub-area policy, just to ensure everybody's aware, we do have a language in the sub-area policy that if a property owner does not want to opt in to the Odessa Town Center PD, they still have the right to use the prop property as is to the full extent. So they would not negatively be impacted by any of these changes. Mm-hmm. So with that, we would like to uh recommend or authori ask you to authorize transmittal of the proposed amendment

    to DEO and the other reviewing agencies. And I'd be happy to answer any questions that you may have.

    Yeah, this was a really interesting um educational experience. You know, we we held these meetings at the Starkey TLC. invited all the landowners. The only one I think that didn't come maybe was Eric Swajnan just 'cause I I don't know why we just didn't have his contact information. But he's in. And we would have had this before, but we had another landowner say, Wait, wait, I want my property to be in this as well. Correct. So so we had to wait and readvertise.

    And And he had a big piece and so he has joined here. I only wish We had started this before the Lowe's came in. Because We would have made it. fit better I think. Um But there's a trail system going. We're we're not getting into any of that with the trail or

    little bit. Sure. Yeah. So uh you will and this will be you'll see more of a visual when the MPD comes in that will implement this a little bit stronger. But yes, um along State Road 54, there is a trail. Um it is going to be connected, and I believe that this is going to connect. In the future to the Orange Belt. Correct. And so there is a trail proposed along the western boundary where your mixed use is from State Road 54 to Interlaken. There's also a

    trail within the m the center of the project being located along Blissfield. So in what you'll see is you'll have a trail along the western, the trail will connect through Blissfield. Up gun and then through or up old gun and then through the Lowe's project to Gun Highway, and that will provide a level of connectivity from the school to the old gun highway, and in the end it will connect to the old Orange Belt Trail System.

    And right near here, there will be a mid-block crossing for that orange belt to get across the street to Starkey. And that trail going down between um the on the left edge or the western edge of this to interlock in, that that goes to a couple of schools and a church that are back there. And it a and it activates the community that's down there, Trinity East and others, um to be able to go to the restaurants that will be along fifty-four uh on the first floor of the building that

    will be along fifty four. Um without having to you know, they can do it they can come in a golf cart, they can come on a bike, they can walk the stroller. And so it acts it's really activates this as pedestrian center. So pretty excited about it.

    Well I was hoping you could get the pictures I could go with them and explain to you as I Um Uh I would like to mention the one thing about you uh you were saying earlier about we'd have choices to sell or not. Well, unfortunately I have one of the smallest pieces of property, so it's you have very little minimum of what you can do with it. And you've decided to make my property a park. Uh I have no problem. I think what you're doing is uh uh gonna be a wonderful when it's finished it's

    gonna be something really wonderful. Uh but I will not have a choice on selling or not because on one site well first let's go since you have the pro uh pictures. Uh when you turn uh off of Monmouth Road, that that that's Blitzfield Road, it says number one on it at the top. This is uh Blitzfield Road. And uh that's if you see at one time I had b uh beautiful trees and people living there and that's been taken away from

    me. Now I have all as a as a white fence. Uh when I turned left into my property in picture number two, uh that's that is the house I live in. And if you look, that's the driveway that I turn in for off of Blitzfield. Picture thicker three is if you're on my front porch, which I have a beautiful big southern back uh front porch that you can stay on. If you look in the that's what my front porch is. All it is is construction now in front

    of me. Uh if you look Uh a picture number four it shows some of the equipment that they're bringing in to work in now, what they're doing now to Yeah.

    Uh I was told at one of the meetings that uh the w this probably wasn't exempted uh at the at the time. But some of this stuff would not be done until we were bought out or a developer come in. Because uh this construction it wakes me up sometimes in the mornings when the the the noise it makes, the these machines hitting the ground and stuff. Uh if you look at picture number uh five, it shows uh from the front uh

    that there's where that tree stump and stuff is. They're putting in a a road so that they can build that uh on in picture number six where you can see uh mission self-storage. That's what's coin in the front of me.

    And then the last picture is a picture of uh if you look at the top of my house, it's a the it's a large house. It's it's it's a it's it's a big house. And on the right side of the picture is a long part. If if you if you look at the paperwork that I give you with that. uh mainly stuff in the yellow Uh if you look at uh my house is in the big yellow all yellow spot, that's where the park will be. That's where the house sits. And if you look Um

    That you if you put a road through there like it might be planned it someday, my house will be tore up right there. Uh if you look at the front of it, uh on the map too. Blitzfield will be w uh widened so it takes the front of the property a lot of it. If you look at the back of it, it says that that's where one of your trails are going to come through, which is a good idea for a park to have a trail next to it. I agree. What you're doing is a wonderful thing. But I am going to have

    to leave. Uh I'm seventy years old. If this takes five years to do, and I'm seventy five, I I've already been in the hospital uh last year once. Uh I've got another hernia that I have to go to the surgeon next Weak. to find out when I can have this fixed. I've had so many uh you know, at the age I'm getting, the moving is gonna be very, very hard on me. And I feel an urgency to come to you guys and try to get this done so

    that you can either buy my house or get me moved. Because w if I get to be eighty, I'm not going to be able I I can't move. And this stuff has to be done. So I am the one piece of property out of all the land that you're talking about. I'm not trying to stop you from doing any of this. I commend what it's gonna look like when it's done. It's gonna be beautiful. Uh it's sad for me because I have it if you if you look at the lat the second piece of paper. Uh in nineteen ninety

    four. Uh and two thousand uh yeah, two thousand four, I bought this piece of property and I saved this piece. I paid ninety-two thousand dollars for this house uh nineteen years ago. So when I sell it and I have to move, of course I'm gonna have to, it's just time. Uh my property tax is gonna go up wherever I go. Uh I'll no longer have a well receptive so I'll start having to p my uh all my bills are gonna go up. Everything And

    I understand that and I'm willing to take the responsibility. But I'm asking uh for an urgency to you guys to help me 'cause I feel like that if you guys don't, that I'm gonna have to go to some kind of uh commercial real estate people and try to get help. 'Cause I I ha I I'm gonna have I I don't wanna be stuck and the county just run over me. And I would like some input from you guys because I'm really uh you know, the older

    you get the more you worry about, you know, am I gonna have to live my remaining ten, fifteen years in a trailer in some trailer lot? Is that what you guys are gonna put me in?

Got road frontage on my north side is Blissfield Road, east side is Old Gun Highway. I got a r right away going out to Inter Lake on the South. And let's see, Pasco County School Bus Garage is on my uh rear side, uh west side, and then Lynn's Abel, which is sitting back there, has ten acres on my west side. And I feel like

    I got a big target on me. With that big piece of ground sitting right where I believe somebody wants to put a town center. When we started all this about two years ago we had a Bef before I had I tell you, my wife was with me uh when we started this two years ago. Two weeks ago my wife passed away at hospice at Gulfside. So I'm doing this alone now. Anyway, uh Two years ago. There's a fellow showed up named Michael Seltzer. Seltzer Sakehouses

    sound familiar? Same guy from Montreal. Said his client was Sovereign Company. which and they s give a plan and the plan is right up there. And so now two years later we're working on the plan. And a couple of the problems is there's two roads I'm gonna put in. If I'm not living there, that's fine. But if I'm living there the it looks like it's gonna go through my house. The other problem was Everybody because we got that twelve acres at that corner

    We got probably about a hundred different people coming after the property And you oughta see the letters of intent, the most fraudulent pieces of Not very nice stuff anyway. Well if a Pasco County could really get in there and get a legitimate Developer uh I'll move. You know, give me the money, I'll move. Money talks, you know how it goes. But uh just get some legitimate people in there and do the development. Not somebody sneaking in the back door of the courthouse trying to, hey, we'll get this old guy outta here. You know what I

    m understand what I mean, any of you or It's When you got that big a property, I'm sitting on the corner And if we don't sell it That sort of ties up everybody else's property too. So okay. But I've been there for fifty one years and it's paid for, my house is paid for. And uh I d I don't wanna move, but now that I've lost my wife it's really Change my thinking.

For at least an extra year as we went through this process, but um we had a willing seller. that was willing to wait and you know this this company that's coming is very well funded So everyone could hang on uh um because it took a long time to get this plan through and you know we want to make sure we met with the community and they they understood and you know this is

    not an area Th this is this is an area where people have lived for a long time and they're not developers and they're not builders and they're not planners. So it um I really appreciate them coming along with us. We haven't had anyone sell. uh since we went through this though y they are circling, circling around, as you heard. Um but it would have been uh a kind of community that no one would have really liked, you know, if we were letting it go without this kind of plan. And they can

    still do that. But our hope is that we we end up with a really good community. um plan here. That's to everyone's advantage and by us take by the county taking on the cost of upzoning, because that's kind of what we did here. Um we increased we believe we increased the value of their property. Uh I thought I thought we were gonna have a land use attorney here to help explain this, so I I guess I'm not a land use attorney, but we did we we took the guesswork out of the zoning. For

    Uh or is it zoning or comp plan change? What's the right word?

    We took the uncertainty out of a comp plan change for anyone for developers and we and and the residents did not have to pay for it. So w one thing for the board to know and for the community to know is that The way we designed this uh sub area plan and policy was to maximize the flexibility of the existing landowners such that if they want to sell, they it's their choice. And if they want to stay, again it's their choice. And their existing current uses may remain there until such

    time that they choose to sell and when they do sell the new developer or the new property owner that comes along will then have to comply with whatever zoning changes they want to make that are consistent with the comprehensive plan that is proposed before you today.

    All right, good afternoon. Amy Toll with Planning and Development. The item before you today is the adoption hearing for the c uh small or large-scale comprehensive plan amendment in the name of Odessa Town Center.

    moved. No more case. Okay. Sorry about that. Um so the proposal is a uh comprehensive plan amendment in the name of Odessa Town Center. The uh comprehensive plan amendment is amending the future land use, which is existing currently as uh Res9, residential nine dwelling units per gross acre, and ROR Retail Office Residential to PD Plan Development. There's also an associated sub-area policy included in this plan amendment that establishes

    a series of three villages within this area, as well as guiding design principles to ensure connectivity, land use placement, and open space criteria involved within this plan development. The subject site is located generally at the southwest corner of State Road 54 and Gun Highway. And the property is located in the South Market area. Here is your visual for the aerial showing where it is located at the

    southwest corner of Gun Highway and Interlakin. And the future LAN use currently is ROR and Res9. And the existing uh or the proposed future land use is P D. So, as you most of you are aware, uh this is a approximately a two-year venture. Uh, we had a series of neighborhood meetings over the last couple years to gather input and and information from the community to plan this area, uh, to align with

    the intent of you know what we wanted to establish here being a uh uh village core j prioritizing. I'm sorry, prioritizing employment generating uses. However, we did take into consideration the existing residents and kind of brought them involved into the planning aspect to see what they would like to see and how we can incorporate that into the plan development. So this is that was just a couple images of the neighborhood meetings that occurred as a result. Thank

    you. We had um Three we had a consultant draft up three scenarios in relation to the comments that were received from the community. So scenario one was retaining status quo, meaning simply putting in multifamily, that is your normal type of development pattern. Scenario two was taking into consideration your existing usage. And existing infrastructure and kind of retrofitting in a mixed-use

    type development. And scenario three was a complete overhaul, disregarding what the existing land uses were, and then completely overhauling that area. So with this plan and after taking into consideration the community's wants and needs, we went with scenario two.

    So, this is going to be your conceptual plan that runs alongside the planned development. The conceptual plan establishes the different land use categories being villages. The three villages that you see here are villages EG, which is employment generating, village LI, which is light industry, and village MU being mixed use. The mixed-use village is going to be your primary residentially led village. That allows for multifamily, no single family will be incorporated in this area. So multifamily attached

    with commercial retail components as well. The EG area being your middle portion or the yellow-goldish color. That's going to be your employment generating. That is target industry led, employment generating led. No residential uses are permitted within this. Area and then the I L or L I excuse me light industry along Gun Highway and Interlakin. That area is prioritized to retain what's already existing, being your ROR future land use and your

    C2 zoning. So it kind of kind of retained what was already existing, being commercial light industry led, with the opportunity to allow for residential to occur only if vertically integrated.

    So the proposed comprehensive plan amendments are consistent with the following policies. As you can note, policy flu 8.1.2 being your south market area, policy flu 1.4.3, transitional land uses, policy flu 1.4.7, limits on industrial uses, policy flu 1.6.7, hierarchy of access, policy ED 1.4.4, limitations of conversions of implementation. Important employment locations, policy flu 9.1.7, urban service area, and policy

    flu 1.8.7 and 1.8.70, which uh preserves the economic development of the area. It's important to note policy ED 1.4.4 and policy flu 1.8.7 and 1.8.10, as those policies. Are set in place in the comprehensive plan to ensure that employment generating uses are prioritized in this area or prioritized just in general. So with the Odessa Town Center, we ensured that the

    existing employment generating capacity within the ROR future land use was not diminished and it was actually enhanced, as well as the creation of the employment generated. Village and the light industry village both retained the existing employment generating capacity along Gun Highway as well as increased the employment generating capacity within this corridor itself. Oops, sorry. I think it worked. It like worked, but it doesn't work. Okay. Um so with that, the recommendation is to find the proposed amendment

    consistent with the comprehensive plan and adopt by roll call vote. And I'd be happy to answer any questions that you may have.

    So far every project that's come in with commercial, mixed use or industrial Since Live Local Act was adopted, they voluntarily have agreed to this condition. So

What I was concerned about on One of these maps at uh Conceptual Plans is showing two roads they wanted to put in. And if they put 'em in they're both going through my land. Now if I'm still there Is that I mean it's gonna be a problem. What I'm trying to say is are they gonna wait and do this after the land is developed or sold or That's one of the problems. I've had a

    Quite a few people contact me, naturally, having that corner, and they think this dumb old guy doesn't know any difference and that uh what's going on in the neighborhood But uh anyway, uh how how am I gonna figure out? Does Pasco County want to help find a good developer and put in there? But I g you won't believe I bet you I've got a hundred letters, phone calls. People contacted me. Matter of fact I've had to block some of them. One guy called me eight times in one day and his wife parked

    his her Mercedes over there on Old Gun Highway and she would get out and walk up and down the road taking pictures. This went on for about three months until I blocked their phones and I guess they decided I didn't want to sell. But anyway this is some of the questions I uh Own on that corner I guess I'm sorta tying everything up in the Odessa town center. Yeah I wanna know is I would sell As you all know, I lost my wife March uh sixth and uh and I'm doing this alone now. And I know you all know

    me and uh I just wanna know uh are you gonna run me out of there or

They're running construction trucks. All the construction trade goes in and out. And I talked to uh Mark Lanton. uh about it and he says, Well where's Pasco County says we're

    gonna have to fix that road up to where they have the fence tore down. And there was some survey stakes up, but nobody's done a thing.

    usual. What's going on there is you is you know that we put in this rule that if you're putting in a storage facility you have to have the retail in front. And and they did that, there's I don't know if it's a Dunkin' Donuts or something up in the front in a cookie store. And then now the storage facility is going in in the back. But um they put the fence in incorrectly and this is something that we're I'm gonna talk about in commissioners items. And they put it on the property line so there was no landscaping that and they have to buffer. um that fence from the residential all around it.

    And so um hopefully we will get someone to make sure they're doing that because I thought we did in Key. So we'll follow up.
