Right, so we're gonna move on to item PC seven. That's PDD 247655. Clinton Avenue MPUD Master Planning Unit Development, CC Waller, Revocable Trust. It's for a rezoning from an AR agricultural residential, R2 Low Density Residential, and an R1MH single family mobile home district, to an MPUD Master Plan Unit Development District in order to allow for maximum development of three.

These will all be platted. I know that in your packet it says that there will be multifamily apartment units, and that's because they did a traffic study based on that, but that is not what they're proposing at all, nor are they proposing to loom any of that information. And it comes to you with a recommendation of approval with conditions as included in your agenda packet.

    Charles GreyChair

Alright. Is the applicant present? Anyone here to object? See another one? Okay, next.

    Denise

Following item is PC eight, PDD twenty four, seven seven six one, JI Pirana LLC. It's for a change in zoning from a C2 general commercial district to an I-1 Light Industrial Park District with a voluntarily agreed upon deed restriction that limits the uses to the I-1 Light Industrial Park District uses. Comes to you with a recommendation of approval.

    Charles GreyChair

Okay. The applicant present? No one here to object?

    See no one?

    Denise

Following item is PC nine, PDD 24, 7751. It's a zoning amendment in the names of Thomas J. Ambrose II and Jennifer Ray McNeil. It's for a change in zoning from an AR agricultural residential, R1, Rural Density Residential, and R2 Low Density Residential District, to an MF1 Multiple Family Medium Density District with deed restrictions as included in your findings. That specific has architectural features. the limit limiting

the number of units to 42 townhomes on the property, they're going to be platted, so on and so forth as included in your finding of fact number two comes to you with a recommendation of approval.

    Charles GreyChair

All right. Is the applicant present?

    Anyone here object? Okay.

    Next.

    Denise

Following item is PC 10, PDD 247757. This is a special exception. The names of Brian Post, Carrie Matthew, Townsend Road Industrial. It's for a freestanding recreational vehicle and boat storage in an I-1 Light Industrial Park District, just so happens to be enclosed. Comes to you with a recommendation of approval with conditions as included in your agenda packet.

    Charles GreyChair

All right, is the applicant present? You wanted to object. Okay.

    Denise

Following item is PC 11, PDD 240065. This is a comprehensive plan amendment. You're sitting as a local planning agency on this matter. CPA 2310, Grace and Truth E-Land. It's for a comprehensive plan amendment to the future land use map 2-15 and sheet 5 from Res 1 and AGR to CON Conservation Lands. approximately 318 acres of property located n north of 52 and between the Sun Coast

Parkway. and US 41. This is as a result of an environmental lands acquisition and management program acquisition of property. So it comes to you with that you find it consistent with the Pasco County Comprehensive Plan and recommend approval to the Board of County Commissioners.

    Charles GreyChair

All right. Is there anybody here to Comment on this.

    Okay.

    Denise

And that is the end of your consent agenda.

We have somebody that's commenting on the pull that one.

    We will pull PC eleven.

I think they have to vote on the consent agenda first and then move it car.

    Charles GreyChair

Okay. We have a motion to approve the consent agenda as a modified So moved I

    Jon Moody

know in PC seven we had a letter that came in to uh that it was in that position. I don't know if that's P C seven.

    Unidentified speakerVoice B

    Mm-hmm.

    Charles GreyChair

    Yeah,

    Jon Moody

    yeah.

    Denise

You had an oppos you had opposition on PC seven?

    Chris Williams

No, I thought I thought the letter was on twelve.

    Unidentified speaker

I think there was one on seven too. Yes there was an email that that came in.

    Unidentified speakerVoice A

Yeah it was uh it was an email I think that came in either last night or the night before. Oh, Tuesday night. So it looks like it was just to the Planning Board members. Okay.

    Jon Moody

I th I think we should hear it just so we can address the objections in the Did

    Christopher Poole

you need a copy of it, Denise,

    Jon Moody

    of the email?

    Denise

Um I would love to see that, yeah, absolutely. So that we can provide it to the clerk's office as an ex ex party communication.

    Unidentified speakerVoice A

When did it come? It came in actually came in Tuesday at nine o'clock and I I mean the person's not even here, so I don't even know What's the I don't know what the p protocol is, but

    Jon Moody

    I wondered too.

    Charles GreyChair

    Well

    Denise

if one of you would forward the email to me that would be fabulous. Thank you.

    Yeah.

I I think the Planning Commission is gonna make that determination.

    Charles GreyChair

Yeah, is it is it some kind of lengthy letter or what?

    Denise

    Yeah,

    Jon Moody

it's like What was that comment?

    Unidentified speakerVoice A

I mean that's really what it comes down to. I mean they they asked about public noticing, they asked about you know the things you just mentioned about apartments versus the right-of-way.

    Denise

that letter he may have responded to that person.

    Unidentified speakerVoice A

Yeah, unfortunately it doesn't look like any county staff was copied on it, so

    Charles GreyChair

    Okay, Mr. Uh Vermillion.

    Unidentified speakerVoice C

You want to comment? One quick question, Mr. Chairman, just for a point of clarification. He may be able to answer all these and it may be a move point anyway, but if there's no one here actually objecting to it, then I don't think feel it should come off a consent agenda even if someone sent an email. I haven't taken it off consent. Okay. Okay. I just I don't even know what's in the email. I haven't seen it.

    Jon Moody

Yeah, I just wanna make sure we address the letter was sent, that's all.

    Unidentified speakerVoice B

    Okay.

    Chris Williams

Yeah, here's the Mr. Chairman Mariano here. I think that at least one member of the board did have an opportunity to read this. I think the attorney should be given the copy so that he understands what's in your referral. We have an opportunity to look at it. So if I could as a point of order recommend that he have this copy, as it is the only copy That's available to us. But

to to at least uh address the concerns in it. I was just saying two. Two. Yeah.

    Pasco County

Well regardless you need to make a motion on what you're doing with your consent agenda. Right. So either it's either you decide if P S P seven is on there or not. And you just need to make a a

    decision.

    Unidentified speakerVoice C

Uh what I would prefer to do if you all are okay with since the person's not here and I don't even have Have a an opportunity to cross examine the person, as I'm entitled to do, is to leave it on consent. Someone provide me the email and I will work with staff to respond to the person's questions. I think that's the only proper thing to do.

    Jaimie GirardiVice Chair

Do appear all to be posed as questions, not necessarily objections. Right.

    Charles GreyChair

Yeah. In that in that case, I agree with what you just suggested. And I think that's a good suggestion. I I'd like to uh I mean my preference would be to leave it on consent. Since they're really just posing questions. And you can respond to them.

    Unidentified speakerVoice C

We're we're happy to do so. Okay. Thank you.

    Charles GreyChair

So if that's the pleasure of the board, whatever the pleasure of the board I'd like to hear a motion.

    Unidentified speakerVoice A

Is there a motion? There's not a motion on the floor.

    Charles GreyChair

There's a motion on the floor. I made a motion to approve yep. And we have a second.

    Pasco County

So the consent agenda just so we're clear is P seven, P eight, P nine, and P ten. Yes. Right. Correct. Okay.

    Unidentified speakerVoice A

    Oh second.

    Charles GreyChair

Yeah we have a motion and a second. Any further discussion on the motion? If not. All in favor signify by saying aye. Aye. Aye. Opposed, like, sign. Okay, motion carries. And we're all Putting P C eleven on the regular items.

    Okay.

    Kathryn Starkey

Well I I just had some I just want to see that layout again and I I realized I had sent something to Clark but it went to his office phone instead of his cell phone so now I know why you didn't answer me my questions on this so I apologize. I don't know how that I don't know how that's happening. Um Mm-hmm.

    Ron OakleyChair

    All right, Mr Hobby.

    Unidentified speakerVoice C

Uh Mr. Chairman, uh Clark Hobby, Hobby and Hobby PA 109 North Brush Street, Tampa, Florida, have been sworn. Staff is pulling up our concept plan that I showed to the commissioners and ex parte meetings, but did not leave with them. I'll give you a little bit of a rundown on the project because it's been a couple of months just to refresh everyone's memory. So this site is on the Waller family's property, obviously. We lost Mr. Waller recently, and um it's uh actually

directly across from where Mr. Commissioner Oakley lived for many years. Beautiful piece of property on the north side of Clinton Avenue where the four laning has now occurred. The whole area is res 6 or res 9. Most of the property directly north of the project, running all the way to 15. been annexed into Dade City. And when we filed the project 18, 24 months ago, it included a substantial multifamily component. We completely

retooled it with a lot of work from Florida Design Consultants and Brian Panico at DR Horton and the plan you see here today eliminated all of the multifamily, it's only townhouses and single-family detached. And the density is approximately 15% less than the future land use would have allowed. Other amenities that we've talked about that you know the plan shows you is a couple things. We're leaving extra property on the

Clinton extension. It's an additional right-of-way for the county to bring its trail there. And as you can see, I think it's shown on the plan and it's on the MPUD master plan. We have a 12 uh foot wide path of our own that's coming down there multi-use path. Yeah. that will join in with the counties uh extension that obviously is more regional in nature. And then there's a combination of on-site trails running around the big lake that you see there

and the central feature and a lot of on street parking and we have significantly more parks than the code requires on our plan. So I'm really proud of the plan. I think it's a great plan. Um and happy to answer any questions you may have about it.

    Kathryn Starkey

    So Clark, you have um

These blocks are eight town ho eight townhomes in a row.

    Unidentified speakerVoice C

    Um Um

    max their eight.

    Kathryn Starkey

    And they're all front loaded?

    Unidentified speakerVoice C

    Yes.

    Kathryn Starkey

Is all the product in here front loaded?

    Unidentified speakerVoice C

I believe so. That's that correct. That's correct. We're front loaded. We do just for the commission's benefit, we didn't have to comply with the newer memo with regard to the new architectural and and green space and stuff because the project's been in so long, but we voluntarily agreed to comply with that. So we're meeting all those requirements, Commissioner, that you wanted last last year.

    Ron OakleyChair

    Lot sizes?

    Unidentified speakerVoice C

We meet everything. We well the only thing no townhouse. That's right. Yeah.

    Unidentified speakerVoice E

It looks like they've got the are the dark orange is forty by a hundred and ten and

    Unidentified speakerVoice C

    the

    Unidentified speakerVoice E

yellow is fifty by a hundred and ten.

    Unidentified speakerVoice C

Right. So we meet that's right. Forties and fifties in towns. That's right. But we did again, we met all of the new memo even though we didn't have to for everything but the side yard setbacks. So we met everything else voluntarily. Okay, check. Again, I think it's a great project. It's we uh Commissioner, we discussed before, beautiful view sheds with the parks we created from the entryway. A lot of thought has gone into that with D. R. Horton and Brian Panico and Rob

Rosner at F D C to create a very special place and have a So

    Kathryn Starkey

the backyards of the town homes are gonna be fronting Clinton Avenue?

    Unidentified speakerVoice C

There's a big buffer in between and there'll be a wall.

    Ron OakleyChair

See that that's a stormwater ditch

    Kathryn Starkey

road, the backyards of those houses are gonna be facing Roberts Road.

    Unidentified speakerVoice C

Mm-hmm. Yeah. This would be the back yeah, on the on the north side, yes. That's right. That's a that's a dirt road, just so you know. Yeah. They were all dirt, dirt red.

    Kathryn Starkey

I gotta figure out a way to

    Unidentified speakerVoice C

This is a great project, Commissioner. I mean we've made a

    Kathryn Starkey

I am not a fan of front loaded town homes.

    Unidentified speakerVoice C

    I know.

    Kathryn Starkey

    I think they are

    Unidentified speakerVoice C

    that's that's why

    Kathryn Starkey

not good for the future of our community.

    Unidentified speakerVoice C

But that's why we came up with a memo last year to improve on stuff. Yeah. That's why we're following it. Okay. Thank you.

    Kathryn Starkey

    Thanks, Clark. Yep.

    Ron OakleyChair

    Thank you.

Anyone else uh to speak to this project?

    See no one. Pleasure board.

What X? There's no running WebEx, no. No answer. Move approval? No. I got a motion.

    Kathryn Starkey

There's two other commissioners that can second.

    Ron OakleyChair

Okay. Mr. Weightman second. All those in favor by all those in favor by uh roll call vote.

    Unidentified speakerVoice D

District two, Commissioner Weightman. Aye. District three, Commissioner Starkey. Aye. District four, Commissioner Bradford.

    Commissioner Bradford?

    Unidentified speaker

    Hi.

    Unidentified speakerVoice D

District five, Commissioner Mariano. District one, Chairman Oakley.

    Ron OakleyChair

Aye. Motion pass five zero. Move on to P forty eight.
