Thank you, Mr. Chairman. Um hey, I just pulled this. I I'm fine with everybody we want to appoint um on the Planning Commission. Uh my issue is the same thing I stated last time. I don't think we should be voting all these at once. We should be pulling these separately moving forward. I mentioned that last time when we did that. I think you guys remember. I d we shouldn't put everybody in a in a in a barrel because there may be a a time in the future that we prefer not to have one person. So instead of having a discussion and saying, Okay, I'm
good with four of them and not and not one of them, I think we should be voting for all of them separate in the beginning in in the future. If you guys would agree with that, I move it.
Well, from I'm glad that you are bringing this up because I personally like the way we did it before and when we each appointed somebody.
Uh I see what you're saying.
Yeah, I would prefer to go back to that that method then
What and when we did the uh that was when we did had um DRC. No we have
to do that. No, we have that in commission. We had more people and we made it smaller, I think. But um I I prefer to appoint someone to that.
Mr. Chairman Mariano. And Commissioner Starkey, I agree a hundred percent. Commissioner Moore, I was gonna actually pull the I was pulling the agenda item too, so I'm glad you did. Um at the last time we did the uh announcement of a new Planning Commission member, I said at the same time I don't have a single person from District Five. And there's not a single person in District One either. So I think we should
not have anyone from my district either. So
I so I think we should go back.
But I think we should all be appointing at least one person, if not two.
Yeah, thank we Where's uh Charles Charles Gray, he's from what district?
He's in Commissioner Fitzpatrick's.
What about um Dot Anderson, which we just appointed?
I think he's on the He's in Fitzpatrick's.
I'm motion for Pointon. That's fine. So we so you
got
a couple on the west side here, you
got
a
couple
of the east side, that's fine. I mean I'm fine with everybody now. I I think in the future though, as we as we talk about it, we do them separately, we pull them, we do one by one. If you want to go back to those appointments, I'd be fine with that too. But I don't think we need uh we can't hold this up now though.
Well I don't want to hold that up, but I wanna suggest it be for six months while we work on redoing it.
So there'd so there'd be three districts that are not represented. So I think we need to do it quicker than six months. I'd like to see it back even two months.
You this requires a land development code amendment. Okay. So I'm not sure that you can get a land development code amendment done in in six in two months. I mean ninety days is about as fast and you've got your land develop or your uh planning and development staff doing a bunch of stuff. So uh but that would be up to the administrator. If we want to we could
bring it back in in um four months. Gives them a little extra time, maybe to
language before. I don't
discuss. But I'll also remind you that that the reason that you moved to board appointments versus commission appointments was to get away from to to move forward the the way most other jurisdictions do it and not have Hate to say this, but political appointments and having the entire board agree on everyone that is on that planning commission because it is probably
your most important board. That's that was the reason. That's why
I feel that the West Side should be represented.
And I'm not saying that there shouldn't be representation of of the districts what you got three. What I'm saying is that the individual appointments by commissioners That's why we moved away from that room. Because
it'd be more political.
Well let me ask you clearly more political. Can we say that the Planning Commission has to be made of members representing each district?
Yes.
That I don't have that I don't have a problem with. I think when
we went to last time since I just want to keep going since I pulled it, but um initially you was w you know we looked at the applications, don't forget. So there all of us here looked at the applications. There were people from each district at that moment, at that time, that I thought I don't think I had one from my district everybody was comfortable with or right.
Mr. Mariano. I'm gonna say I think the language we had before worked. It shouldn't be a hard thing to redo it. Um our MPOs, we appoint everybody from ourselves, our own districts as well. So it's not just something unique to us. This is done on the MPO as well. I wanna go I I really wanna go back to that and like to bring back the same language we had from before so it makes it easy for staff and help speed along and just go back back to the same thing we did before.
Well I will say that um even though we're talking about going back to the way it was before, we've I think the Planning Commission has been operating uh very well the way it it is now. I
I'm
just
saying I want a I
want
a representative though and I and a district one should be represented as well. My poll is three. So you get two districts represented all five commissioners and they elect us to serve and and represent and we have the authority these different committees to appoint people and I think we should fulfill that and not not be afraid to it.
I don't have any feeling of not being represented on that plan in the Commission Board of
County Commissioners.
They're all our citizens, I mean, really. So we all you know, they all represent all of us.
But when when we look at situations, Mr. Chairman, you know, as as a as a in the districts, there's a reason we're all represented from districts elected countywide. So we look at everything in our district, we should have that expertise. But countywide as well, we need to make the best vote we can for the best of overall county. When we put a representative on there, we can be assured 'cause I don't want to talk to my Planning Commission representative. Once they're appointed, they're appointed, I don't I don't talk to 'em. They they're down, they're gonna do their thing. And that's the way it should be. They do their thing. If we don't like what they've done, we could go pull them back. But I
don't know whether anyone's ever pulled one back in recent times. Right. So I mean once they're put on, they we make the decision we want on there, they're representing our district, but still looking at everything countywide.
How many appointed representatives on the plan?
Yeah, six plus the school board. Plus, I believe it is today. So seven total.
So we could do one each and then the administration does them.
Or we'll just have an at large and we all agree on it.
Yeah.
Yeah.
Yeah. I'm okay with that. We'll bring this back. Four months? Oh good. Let's bring it back.
And I may not find someone in my district, but at least I still find someone who understands my district.
Yeah. Well this may let me just jump in one more time. I'm and listen, I'm not I'm not against this what you guys want to do. I wanna have cohesiveness or whatever. Um might wanna wait until we actually get do our redistricting though first, because the districts are about to change. change.
Well
if we do six months, we'll we'll cover it.
Well you said four, so
Okay, you know what? That's a that's a great idea, Commissioner Oakley.
But let's get the paperwork ready now.
Oh I didn't make a motion yet, no. But um well so we're n now we're gonna make a w well right now the motion is just for these folks. And then I I guess you'll need a we need another motion to bring that back. We just give a staff recommendation or
you need to you need to amend uh well. If you want to shorten these terms, we need to amend the amit the initial motion that was made. I mean if you if you if you wanna if you want to appoint these people for their full term, that's fine. But if but I heard some discussion about only appointing them for
Well, I'll let the two commissioners that are looking at making the changes go ahead and make the motion.
Um well I make the motion to uh approve the names listed here for uh six months.
I have a question. So wait
what I commit on my motion. Okay. You can do it under discussion for Robert Fools.
We'll make your motion.
So um I make the motion to approve the names um here and uh for six months where and then after we did District Dream, we will look at doing one per commission member and one at large.
Okay. I got a motion. School board number two.
Plus the school board.
Yeah. I think
that's statute.
Second second. Now discussion.
And so what happens to the ones that are already appointed and there's multiple for multiple districts, they're just gonna get kicked off.
Their term their term lasts for six months and the board then has to then has to decide about reappointment or not reappointment based on based on the
And they
still represent
Okay. I would still like to see who's from which district. Before and
Yeah, we have six months.
And I discussion, just one final thing. We did um was it a month ago, two months ago, reappoint Other Planning Commission members. So now we're making a motion on these, but we previously appointed the other commissioners to long terms. So now you so you have that you have to deal with separately from this.
So I guess you could do that when you bring it back. I don't know.
And in my own motion, I mean uh well under discussion, I y I want it to be that they don't have to live in the commissioner district because I may not find anyone who qualifies in my district, um, but it would be my point.
You're looking at me like give me the equal No, I'm not Well, I'm I'm
First we want to
give you if that's direction to administration, that's fine. I don't want you to expect the county attorney to be drafting this. This is a land development amendment.
So looking up looking at you. Just because there may not be anyone who's qualified. or wants to. Okay. In Call of Wesley.
They spent a lot of time on that job.
Call the question, Mr. Chairman.
Okay. All those in favor, I got a motion and a second. All those in favor say aye. Aye aye. Aye. Aye. Aye. All opposed like aye? No? Motion passed unanimously.
Little
did you know.
Okay, move on to.
