Proposed as a rezoning request from an MPUD to an MPUD to allow the exchange of a maximum of two hundred thirty-eight multifamily residential unit entitlements in addition to the existing one hundred eighty-two thousand seven hundred forty-five square feet of commercial retail entitlements. And to change the name from the uh MPUD from Del Mabrie Town Center MPUD to Arlington Del Mabry MPUD.
And here is a master plan for the northern piece showing the multifamily. And there's a master plan for the entire thing with the existing retail commercial.
Currently the subject parcels are known as a Del Mabry Town Center M PUD and contain a department store and a bank totaling approximately one hundred eighty two thousand seven hundred forty five thousand square feet of Allocated used commercial retail entitlements. There is a surplus of 162,255 square feet of commercial retail entitlements. The proposed project is outside of the temporary multifamily moratorium, and the request is consistent with the PASCO LDC and the applicable
provisions of the PASCO Comprehensive Plan. And with that, the PDD recommends approval with conditions.
Okay, um I have some questions, but I think I'll hear from the applicant first.
Good afternoon. Truett Gardner four hundred North Astley Drive I have been sworn. Um I'll be brief in the interest of your time, happy to answer your questions. We have staff support, also Planning Commission. unanimously found us uh to be recommended for approval. And to clarify the existing target and the bank branch will remain. These are just entitlements on the north side of the property that have never been utilized. In fact the This site is set vacant for an excess of 15 years despite its zoning and despite the target opening
in 2008. Recently the site's become a nuisance is used for for dumping primarily. and uh there's also a lot of tractor trailers that are just stored there improperly. And so this is to clean that up, it would create a mixed use development. which is in keeping with the South Market area. And we would ask your support, but happy to answer any questions you may have.
Well I I I do want to see how you're making it mixed use.
Uh with the it w and the overall P D. the target will remain, which is commercial retail, the bank branch will remain, so this adds a retail use to the overall P D, so the P D will be mixed use.
I feel like I feel like there's a misunderst for me, maybe a misunderstanding of mixed use because to me that's a mix of uses. But I guess I always think of mixed use as vertically integrated uses. Uh am I I'm not a planner. But I know that we're we're making um Others do things a little different. We we don't wanna be Swapping out. um land that could create jobs for Um only residential
and so I'm just I I d told Terry I was gonna ask him about this. I'm trying to understand Why we're not asking for any um vertical mixed use here when we are asking that of others. If you don't mind I'm gonna ask my planning director. 'Cause no one came and talked to me about this. And I would have I would have asked this. First I've seen it too. So

You said it was your district, it's the first you've seen it. We were not detailed by I've never I was never detailed by the applicant. I was never detailed by staff. I make I would make a motion to continue this to give the opportunity to ask have these questions, so we're not debating this issue up on the dais now, and we have time to actually ingest this and have these conversations with staff. And if the applicant wants to meet with us and as well. Would you agree with that?

I'll second the motion, but I want to Yeah. You know w if you Reading it. In lieu of The hundred and sixty two thousand remaining unbuilt commercial retail entitlements. So we're taking commercial, retail, job creating That's right. Opportunities and now we're gonna go get more residential.

Now I don't know what our staff is looking at or listening to. But I'm hearing clearly in that area, as congested as it is, they don't want to see any more apartments coming in. To make it even more traffic burden. They want to see jobs. They want people commuting down to Tampa or elsewhere. They want to work right here. This commercial property that's there that could be
That could create jobs. So I d I don't think we need any more apartments. Well not in the specifically not in this particular site.
I I'm I am willing to entertain it, but I I want to be fair to all multifamily that are coming to us that front on a major Corridor. And I haven't been able Well no one had that discussion with me. So would you mind if we continued it and you'd come back and talk with the commissioners here? So We can make sure you understand the vision that we represent for the people of Pasco Kent.
and I thought of this as a mixture of uses as opposed to as you said, Chairman Starkey, uh Chairman Starkey, a a integrated mixed use project. Um this site has struggled, I will say, to fill that retail. And um and but we are more than happy to discuss this. You are correct, we're on Dumb Avery Highway. And so happy to talk to my client, talk to staff, happy to talk to any of you. about this and and happy to take the continuance and And flesh this issue out
