Good afternoon. I'm Jeffrey Jenkins with Planning and Development. Item PC nine is an ordinance by the Pasco County Board of County Commissioners, amending ordinance number 21-08 to expand the moratorium area, providing for authority, legislative findings of fact, moratorium area temporary, moratorium imposed, and severability.
On May 4th, 2021, the Board of County Commissioners uh adopted a moratorium. Um for the acceptance, submission of applications for conditional uses, rezoning, and comprehensive plan. amendments proposed to increase uh multifamily entitlements within the moratorium area. Uh Commissioner Moore had requested that the board direct PDD staff to expand the multifamily moratorium to include additional
areas within Wesley Chapel. and Land O' Lakes. On December 7th, 2021, the board voted to direct staff to bring an ordinance forward amending ordinance number 2108. to expand the boundary.
This expansion
Is several addition additional areas along the state road. Uh 5456 corridor. The expansion area can generally be defined as state road 54 to Collier Parkway. to County Line Road, south to Mansfield Boulevard. to State Road 56. Which Is primarily the area on the south of the map you see. And
state road 54 due north to interstate seventy-five. Two overpass road. and west to the existing moratorium boundary.
So this um Takes into consideration the redistrict redistricting of the commission districts.
I would like to note that the King Ranch um Area. uh has been uh omitted from the moratorium because there is a an existing sub-area for that that par property.
The ordinance amendment. is consistent with Florida State Statute and the 2025 Pasco County Comprehensive Plan. And staff is recommending that the local planning agency uh Recommend approval to the Board of County Commissioners.

Mr. Chairman Mariano. So Mr. Jenkins is the Adoption ordinance for the expansion the same as it was for the original. I mean, is it is it is it the Morton covered the same types of multifamily or not?
I I don't think there's any um difference in the in the two. It's just the expansion of the the boundaries.
Did the first one exclude townhomes?

I think it's important because it's if that was the intention in the original ordinance. And I think you said that There was
no difference between the two? I believe the intent was to make it consistent with the previous ordinance. That this was an expansion of the boundaries. So
We can add that before it goes to the board.
Could direct that the exclusion for townhomes be added if it was excluded in the original moratorium. Okay.
Mr. Chair, I've got I've got one question on it. So the um Mr. Jenkins, the proposal to do the additional study in that expanded area, that doesn't extend the moratorium timeline. It's the the intention is for staff to complete the study in that area by then, what is it, April 1st?

Which may have included townhomes, they're gonna verify that it did. But the the concept would be to make them consistent.

Before before we vote, uh is there any update on the status of that study? I mean, is there a chance does it looking like we're gonna extend this thing again or is it to work?
I I I know that they've been working with some data that we just supplied them with last month. So they're still working on it and we're hoping to get uh possibly a a draft uh within maybe the next 30 days. But uh I think that um all depends on the the data and whether or not they're getting the data that they need and if they need more.
