56:08Yeah, this is a P Vest um When if it's the PVAS number 3449, it's one street, it's counted maintained. The estimated cost is approximately $275,000. The maximum cost per ERU is $2,047.35. The discounted amount is $11,991.74. The maximum cost per ERU after the discount is $1,785.51. Yeah. Uh there were 389 possible votes, 161

56:40or 41% responded to the petition, 83%, sorry, 83 or 52% were in favor, 78 or 48% were against the project. It's um repa repay repayable over a 10-year period at 3.25% interest. Staff is recommended approved. This is a local map and here's a photo of the existing condition of Buena Vista.

57:03Yeah. Uh I'd say it's one of our worst paved roads that I've seen. At least I think it's the worst paved road in my district. I But maybe there's worse, but this is a really bad one. And I drive this one all the time because there's I mo I monitor some places in this neighborhood. Uh Uh is there anyone here who wishes to speak to this PVAS? I do have one. In opposition.

57:54I am Tim McCarty. Other than [address removed]. I ain't used to all this, but I'm opposed. I wanna know who's getting charged for this and your letter states it's a county road. Why am I getting charged when I'm paying taxes every year? That's all I have to say. Thank you very much.

58:29Hello, my name is Kate Pickett, [address removed]. I'm a resident near Buonavista, and my family must utilize Buenavista on a daily basis to get access to our property. I also speak on behalf of all residents residing on or near Buonavista, including Ms. Alexandria Pappas Gold, who could not attend today due to illness.

58:52Get this road repaved on almost for almost three years now. As a newer resident to this area, I couldn't imagine having to drive this road as long as some of the other residents have been driving it. Your fellow commission members have stated that this is one of the worst roads in the county, if not the worst road, and there should be absolutely no question about the approval of this repaving. The residents should not have to endure the wear and tear on their vehicles that causes this causes them on a regular basis. They should not have to endure the increase in gas costs to drive blocks past their home to avoid

59:23going down the road that they physically live on. Most residents drive past their homes on Buena Vista to Bonita and back down adjoining roads to avoid the awful landmines of potholes and layers of unevenly poured asphalt. Not only is this an inconvenience, but it's also an increase in safety concerns as this pushes additional traffic on Bonita, increasing risk to the excessive pedestrians that walk on Bonita on a daily basis. This includes children who walk to their bus stop down these narrow roads every day. Yeah. This repaving will not only reduce the risk to pedestrians

59:54on and near Bonita, but it will also eliminate the safety issues and increase of accidents on US 19. The drainage issues currently force motorists to stop in the middle of US 19 due to excessive water backup and create a bottleneck in the southbound lane, leading to potential and unnecessary accidents and injury. The residents of this area have voted majority yes for this repaving. There are even residents in the audience who wanted to vote yes but didn't get the chance to because the Postal Service would not forward their mail. We urge you to please vote

1:00:24yes in approving this project. The residents in this area deserve to see their tax dollars finally put to use on something that's blatantly an issue in our area. This area has become rough enough for us to live in with the increase in the homeless, the increase in drug addicts somebody on the street, and the increase in overall code violations and trash that's been brought into this area, including the burnt down trailer, we've been waiting for a year to be demolished. The least you can do is give us a smooth ride home. We appreciate all that you started to do in our area to make Buena Vista and its surrounding roads a welcoming

1:00:54and safe place again. This repaving will er be a huge step in the right direction for making positive improvements in our area. And the residents of this area welcome support and will partner with you and any efforts you bring forth to continue making this area we call home better.

1:01:17Um I attended the uh meeting the other night on on this paving assessment and um Alex Pappas who got this really rolling. Um she was there and I'm sorry, I know she wanted to be here today, so I'm sorry she's not feeling well. Um it's an interesting road because at the b at the front you have commercial. Um you have um some restaurants and bars and you know, commercial buildings. and right at the intersection of Buena

1:01:48Vista and nineteen You have this dip. And so when they re redid US nineteen, they They um poured The asphalt or do they use asphalt on nineteen? Yeah. So uh the the way it ended up, there's there's a uh a dip at And it is full of these potholes. I fallen into it in my car it's can be terrifying if it's uh very wet. And and so what she's referring to is you

1:02:18don't wanna stop in that di that wet ditch. uh i when it's really wet so people pull out further into nineteen. Very dangerous situation. So Um the first thing that our staff's gonna do is fix that drainage issue at the very beginning of Buena Vista. And um to the gentleman who spoke about this and also Just to make sure everyone knows, we don't collect any tax money um with your ad valorem taxes to pay for this

1:02:48kind of road maintenance. Um we do collect our second five cent sales tax, which goes towards Pothole fixes. But that's just kind of money out the window, down the drain, down the street, 'cause the minute it rains, it pops right out. So um we do have a program, Ainsley, if you could speak to it real quickly for people uh of certain incomes and could you s because this gentleman wasn't at the meeting, could you just quickly and anyone else who may be listening Uh

1:03:19talk about that and then we'll call for the vote.

1:03:21In each letter we uh include information about the SHIP SHIP program, the state house initiative program, and that was included in the packet. If you didn't get that information, I can give you a copy.
