An ordinance amending the Pasco County Comprehensive Plan, providing for a large-scale comprehensive plan amendment to the future land use map, Map 2-15, and Sheet 7, from AGR, Agricultural Rule, to PD, Plan Development. On approximately 131.6 acres of real property located east of Lake Iola Road and south of Blanton Road. A text amendment creating sub-area policy flu 7.1.63,

North Pasco RV Resort, a map amendment to the future land use map 2-9, adding sub-area map 2-963, North Pasco RB Resort, providing for additional text amendments as necessary for internal consistency, providing for a repealer, severability, and an effective date. This shows the site location, which is in the North Market area, and also the northeast Pasco Rural area.

As you can see, it is along I-75, east of Lake Iola and south of Blanton Road.

The proposals to amend the future land use maps 215, Sheet 7, Agricultural Rule 2 PD, Plan Development. That has the approximate 132 acres to allow for the development of an RV resort with a maximum of 550 RV spaces. The location as we previously saw. The resolution to amend the future land use maps to 15 Sheet 7 create sub-area policy flu 7.1.63,

North Pasco RV Resort, and amend flu map 2-9 creating the sub-area policy. Or creating sub-area, sorry, two two dash nine sixty three North Pasco R B Resort. And there is a rezoning petition, as you've noted, for MPUD that's been submitted and will be heard after this.

And the following policies are consistent with the comprehensive plan. Flu 1.6.1 commercial development. And it comes with a recommendation for the Board of County Commissioners to find

the amendment consistent with the comprehensive plan and adopt the ordinance by roll call vote.

So I have not requested additional time because we've had extensive hearings on this, and so I'm going to run through in in the five minutes that applicants are given, and then I have my full team here for rebuttal. Joe Sibino at WRA, Steve Henry, Linkson Associates, Greg Mayfield, Southern Water, Francis Chandler Moreno, Femme by Design, Brian Nolan, Lucito Associates, Don Ferezzi is not with us, but he did a lot of our uh renderings in graphics.

These are the sub- policies are specific to this project and uh were written for this project. We we did a lot, um, listened a lot. We've been at this for a couple of years. And uh listened, had two neighborhood meetings and I've read every every uh email that's come through over time over this the two years. We provided that the property should not be subdivided. Recreational uses adjacent to Moody Lake are limited to passive only, no motorized vehicles, requirement for cutoff luminaries, landscape and tree preservation buffer

on the western northwestern boundary, a very special uh specific lands lake. AL the quarter buffer which I had gone over is actually in the conditions of approval for the MPUD. And there's language in the suburb policy to guide that. Prohibitions on chain lake fences and opaque walls on Lake Iola Road. Lake Iola Road is a scenic road. So we put special care to exceed the county's requirements for scenic roads. We met them and exceeded them. preservation of existing native vegetation along I seventy five. And we did a

A hundred foot setback for the R V spaces from the existing Lake Idola Road right away, not required by code or your scenic um ro scenic road provisions, but We proposed it and agreed to it. No mining and regulations on grading within slopes of ten percent or greater. Those are all things that are in your implementation of the Northeast Pasco rural area policies in your code that apply to residential development, we had them, took them all and applied them and exceeded them for this development.

I'm going to run through the things that we did after the first public hearing. to answer questions, address concerns, and we and I'll let you s this is over in the MPUD, but I think it's important to see the whole picture. One of the things was we heard in the comments um from from the uh public that we were just going to bait and switch And um we have added that the concept plan that we have shown Throughout. It's a binding concept plan. There is language that allows for

administrative deviations of course because we don't have it engineered yet. but we certainly wanted to have the commitment of what we propose to you is what we'll be doing. And the quality of this resort, you know, will be what we have stated it will be. The other thing is we had been asked to do a master landscape plan, a master plant schedule, and then a master, that's the whole project, and then a RV space landscape plan. All of that is above the code, not required. But it's probably because your code

doesn't have any provisions for RV resorts. So we we made all of those binding as well. That's the master landscape plan. Hard to see at the scale. plant schedule and each space has specific planting and tree requirements.

We came to you last time and talked about the six foot bike shoulder that'll be along our frontage, um starting almost all the way from our frontage to the our southport of our frontage on Lake Iola. And then up off site to Bayhead. And just had questions over time just trying to get the language clarified and to make sure that when we were going to commence that, we're going to commence that with our site work so it'll be in before or when traffic is actually going to come. Something we can't delay, we don't want to delay. My client

is excited about the biking opportunities and for this to be the resort where people come and stay and then participate in biking whether it be just recreationally or or as a part of some um race. And that's a graphic depiction of that where that shoulder is.

Stormwater design. Very specifically wanted to make sure that we are exceeding requirements and being very clear in how we're going to do stormwater. All of our surfaces will be treated as impervious. There are some surfaces that's debatable whether pervious or impervious, but we're going to treat them all as impervious so we have the most conservative stormwater design and that's what this condition says. Splash bad recirculation. Heard that that was a concern, went out to the expert team. and wrote a specific uh requirement

requiring recirculation. Our pools recirculate as you know pools do because they have to be chlorinated. And and the like, and so will our splash pad. One of the things that was questioned was our water treatment plant. Wanted to make sure that's clear it's for our project only. We won't be oversizing it. Nobody else outside of the project will be able to hook up to it. We wrote a condition for that.

The concept of adding the ability to do equestrian oriented facilities, we have added that um somebody had it was suggested by the board, you know, a great a great thing to include, because I didn't have anything that allowed that as a permitted use, so that's been included. Accessory use has been clarified. This is this is what else can we do with along with our RV? And the concept being RVs are RVs and they're not supposed to become permanent residences. And so it's important to say that what we we can't attach

anything permanent to these to the recreational vehicles. So that's what this language is cleaned up. to put it in one condition instead of broken in two and to clean up the language instead of saying included but not n but not limited to because it doesn't really tell you what it is, we've cleaned up that language.

What's also been discussed um or asked about and discussed in the comments that I've seen from the public at all the hearings and and in all their materials was asking about the the six months and Do the RDs have to be removed after the six months? And the answer is yes, unless they go to a storage place on site. The other thing is is is, you know, how are you gonna know and the way I learned about this was uh how would you know is that when I Went to a campground in my R V They

asked for my license plate. They went outside and took a picture of my license plate on my RV and I asked them why. Curious me. And they said, That's the way we keep track of that you left or you came. And so in c instead of names, because I can just use different names between myself and my significant other, they track it by license plate. So we added that kind of clarity to the conditions that that's what's gonna be the expectation here as well. And with that I had one other thing. If you will indulge me for just a few more seconds. One of the things

that I thought about last night, I really worked hard and I know they're not gonna believe that I listened to and read everything that they wrote, other than going away, which w which we don't want to go away. We're excited about this project. One of the things I thought about last night was Could the county make a finding effect in the ordinance when they adopt this, specifically stating why they're approving this in the northeast Pasco rural area. And I had heard staff over time state why they were recommending approval and that's because of its location on the interstate. And I heard Frances Channel Marino

testify to you and I looked in her report. And she's telling you why she found it compatible with North East Pasco because it's located on the interstate. So I thought, as another thing, 'cause I know the I know the residents are worried about precedent, um that if you looked to add this language potentially to your ordinance as a finding of fact that you do here on the record, that then it'll say why you Why you support this and The precedent will be is because of where it's located, because I know they're worried about if we do it here, then somebody else can do it elsewhere in the rural area.

So I gave this language to Terry Pitos. I only thought of this last night, so I'm gonna hand it out to you um for your consideration. I think it would be good for you to do in your ordinance, totally up to you, but um I think Terry thought it was a good idea as well, so let me give it to you.

So what it says is this would be a if this is what you wanted to do in your ordinance adopting this comp point amendment. You'd add this was a finding of fact directed by the board. The board uh excuse me, the proposed commercial recreational use is compatible along a major interstate corridor, I-75, a six-lane divide of the interstate highway, that carries an average of approximately six forty-eight

thousand five hundred vehicles daily. and has access to this facility from the I-75 Blanton Road Interchange, which is located approximately one mile north of the property. So We can s come back and talk about that and your county attorney can look at it. The the fifty-nine when it is taken up is the MPUD rezoning for the same piece of property. Comprehensive plan has to be amended before you can take up the rezoning. Is that what you were looking for?

I want to start off by saying that I'm a resident of the rural area and I'm affected by this development. It will greatly impact my life and the life of those in our community. This project is incompatible with our community and it will dramatically change our way of life. Uh I gave you quite a bit of information. I'm just going to quickly summarize. I hope you'll read my written commentary. for you um because it's very detailed. And it would be hours if I went through all of it. So We've made a good faith effort

not only in 2019 but most recently with the assistance of Commissioner Fitzpatrick to sit down with the developer. uh and his attorney to find potential compromise. At both times the developer and Ms. Wilhide have chosen not to meet with us or consider our input other than what has been just sort of put into the public record. We didn't reach out directly because, frankly, we didn't trust having a meeting without one of you there and present. Instead, uh we have the developer's attorney writing a a

new ordinance for a large scale amendment to the comprehensive plan to Map 215, Sheet 7. But the developer, his attorney, and their planning consultant, I don't think have met the legal requirements, all of the legal requirements is defined in the Land Development Code to make such changes. I'm providing you in the written comments that The language from our own future land use policy as well as the Florida statutes that demonstrate for you that this is a major comprehensive plan amendment that is not compatible nor consistent. It

is required that all of the conditions be met. And in fact, there's a good chance in passing that you're doing something that is not compliant. You've received emails over the last two months Because we received them too at no Saint Joe RVpark dot com. Um and I brought them with me. You already have them, so I'm not going to submit them into the record. These are the ones in the last three days. These are both sides of the page from the last month and a half. We've actually been writing to you for three years.

As well you have the testimony and appearance here today from multiple residents. And I would be happy to supply Ms. Snyder with the transcript of people that signed petitions at our stores and meetings. I hope you'll take the time to read my comments. It's important that you see the will of the community. This amendment will not benefit the rural area economically, culturally, or in any other way. It will endanger our visitors, our wildlife, our water supply, our property values, and our community lifestyle. You're forcing

longtime residents out who came here for a rural life, all to please an out-of-town developer who won't be sticking around, doesn't work in the community, doesn't care about the rural area, he only cares about one thing, and that's his investment and his money. So we built a community. I ask that you don't let him tear it down. I urge you to deny this comprehensive plan amendment change. Thank you. Thank you.

right through the middle of the plan we're gonna have high density because you get an interstate. Nobody told us that. So the only place that should be is the E C, the employment center. Up here you have a map, and that's the map of the Interstate Blanton Exit and Lake Iola Road and uh I n I know they're doing this shouldered down in front of the place, but this is extremely dangerous. Two people have already died cyclists because this is the area where the cyclists go through. And they're they go down Lake Iola Road and they go down Blanton Road. So you're gonna have

these RVs come out the exit of 75. They're gonna be looking at their GPS, they're gonna try to be finding where they're front where they're going. And you're gonna have cyclists going through there at the same time. They're there every week. Uh one other issue is for some reason there's a building that's fifty-five foot height on this plan. Your regular comp plan says that it should be uh thirty-five. When we were doing the

uh Um near at for commercial. We had looked at buildings in the northeast rural area plan said they could only be two feet unless they had a steeple or something along that line. So I would ask you to amend that building Down to something that would fit in the Northeast Rural area plan. Thank you all very much.

The number of the R Vs is way too high for the area. There is this is a rural area. The Interstate 75 exit where the RVs will have to travel north and south is substandard and

is one of the most Dangerous on the entire Florida interstate system. On the interstate. With a speed limit of 70 miles per hour, which is normally slow. You're if you're driving sl 70 miles an hour, you're the slowest person on the interstate. It's impossible to exit. The interstate itself You have to decrease your vehicle speed to sift sixty miles an hour on the interstate. to be able to make this exit. And once you get on the exit,

you have to go down to forty miles an hour And until you get to Blanton Road. And this is a hundred and eighty degree curve. So I if you have a car and a vehicle on it You don't have that much of a room to get your R V in your vehicle and then you have to stop on Blanton Road and it has to come to a complete stop before you can make a left turn.

The height of the center complex of the RB Park Park would exceed all northeast Pasco rural protection.

The height of the center complex of the RV park would exclude would exclude all of Northeast Pasco Rural Protection Area Heights. The present city of Dade City doesn't have heights of more than two stories. So you want to have a fifty five foot Center. Where Bay City itself doesn't have but thirty five feet. The R V the number of the five hundred and fifty should be cut in half. And not approved

until the interstate system is approved and is already in place before the RB park should start to be built, and it should be cut in half.

Good afternoon. I'm Margaret Woods. I live at [address removed]. I'd like to preface my objection to the RV park with a fundamental issue first, and that is that Mr. Oakley has not recused himself even though there appears to be a conflict of interest on his part with regard to this property and with the project itself. Property was owned and sold by his sister. He's been actively involved in promoting this RV park from the very beginning. Even at the neighborhood

meeting he was there promoting the RV park. So in the appearance of impartiality, ethics, and transparency, I believe that mister Oakley should recuse himself from both discussion and voting on this matter. My second objection is that no one seems to be able to come up with whether this is residential or commercial. If residential, it doesn't fit into the ordinances that were set for NERPA. If it's commercial, there are no final ordinances because unfortunately NIRAC was disbanded

basically because it wasn't fulfilling maybe what Mr. Oakley hoped it would. And at those NIRAC meetings in the public comments, no one was allowed to even bring up the R V park even though it was considered a commercial venture. We were told in the public comments, but we're not going to talk about that right now. My next thing is the applicant must meet the standards of F L U A1 for a comprehensive plan amendment. That section details the standards of review and specifically when it

comes to increasing density um in the defined and protected rural area. Under that statement in the code, it says that the applicant must demonstrate need and compatibility. under the demonstration of need, the applicant should be able to demonstrate that The additional lands are required to accommodate the population, housing, and employment needs of the county over the horizon of the comprehensive plan. Well I don't see that an R V park fits that specific uh d demonstration

of need. And under compatibility Um an applicant shall demonstrate that the proposed amendment shall create and or provide an appropriate transition of land use adjacent to existing rural residential development within either the Northeast Pasco County Rural Area or the Rural Character Area. An applicant shall demonstrate how the proposed amendment shall protect existing rural neighborhoods consistent with FLU 2.1.7 or FLU 2.3.3

as applicable. An applicant shall perform a soil suitability analysis and shall demonstrate that the soils can support the proposed amendment. And under the third thing, under This is contiguity to existing urban development patterns. An applicant shall demonstrate that the proposed development is contiguous to existing urban patterns of development. and one should note that the interstate does not qualify as urban development. It is an

interstate that runs through the rural area and other areas like the Everglades and areas preserved and protected by local, county, and state entities. The protected rural area is no different. Thank you very much. Can I turn this in to them since I didn't mail my letter in?

this magnitude Where we are located at It's just absolutely i it's it's gonna be a fatality. Uh they don't have bike lanes as it is out there. So now we wanna we wanna flood the area with more R Ds and as the previous speaker spoke When you get off that interstate, it is a very very treacherous curve as you're going around. I myself witnessed Two accidents on when

was it on April 22nd we watched two accidents Um within a three hour period of range and on the last one they uh the air airbags deployed on on 'em. It's just a it's a very, very sharp curve there. It's all rural and residential out there. It no one I'm not saying it wasn't a good idea. It's just not a good idea for Lake Iowa. And for the general area and for everyone that's lived out there. You know, it's I

came from the city. So when I came here, it was a drastic adjustment for me. It was quiet and there was nothing. And I wasn't used to that. I was used to, you know, motion kids, this, that. So when I came it was it was shocking to me. And now that I've lived it for the last ten years? I couldn't imagine it being any other way than what it is today. Thank you.

And on when Commissioner Oakley took over Ted Schrader's seat, I thought, well no use coming to the meetings anymore because they're gonna undo everything Ted did. And I don't want to hurt

your feelings any, but I don't want to hurt Ted's either, but Ted Ted is selling his orange growths too to developers. But the difference is Schrader's growths are on the south side of Highway 52. They don't qualify as part of that comprehensive plan, Northeast Pasco protection uh area. So the area you're speaking of to redo

Hello Commissioners and I'm Jimmy Lyons. I live inside of the Northeast Regional Uh Pasco area and uh I just wanted to thank you for allowing me to and reaffirm our First Amendment free speech rights. I want to give preface why I came up here from Tampa. It's very much like where I grew up in Mobile, Alabama. There's an area called Spring Hill College. It's very hilly. And this area is a similar way. And Dr. Martin Luther King wrote a very important paper called Letter from the Birmingham Jail. He talked about Spring Hill and how he wanted everyone, every

kind of person to be represented in government and to be no discrimination. So when I came here That's what I loved about here. Now, in saying that, I don't want to steal his thunder, but in my dream county, I've had dreams about this. Public officials must recuse from any zoning change involving their immediate family, kids, sisters, parents, or recruit any future buyers and assure them that they will get their specific zoning once it's approved by the board. Public officials cannot meet

with developers regarding their private land. And I'm saying in my Dream County, I'm not accusing anyone of anything right now. But they can't promise them as owning, sell it, and then claim hands off because they no longer own the land. That's in my dream county. Public officials cannot have perfunctory meetings in my Dream County with nearby residents, dismiss it as a as dismiss it and just as of the proposed development, just dismiss them and intimate it is a done deal. The public must be served.

In my Dream County, developers are not allowed to offer people free landscaping or any type of remuneration for their approval. That can't be done. In a free county, it cannot be done to get their approval or extract their desired zoning. That should be a crime. In my Dream County, public officials are not allowed to show up at an unveiling of a new subdivision before it is even approved and act as a cheerleader. That should not be allowed in my dream county. County business owners are not threatened by

goons that show up, threaten their business, and do not even want them to sell business that certain people are selling in competition. In my Dream County, public notices of board meetings are put on the homepage of the county website. It's almost impossible to find where it's at. I've gone through this, it's ridiculous. No commissioner can say no one cares about a zoning. And I heard this from different counties that when they don't show up for these meetings at 1:15 in the morning, I mean in the afternoon, they might as well put them at 1:15

in the morning because if they have them in the early evening, people will show up. People are showing up for this specific thing. So in my Dream County, public officials should respectfully listen to all citizens, exactly the same way that they listen to developers and people that come up here, the attorneys, etc. My dream is the county has a public charter in which commissioners are voted on only by their constituents in their specific count counties with no R and D on their name, because that's not democracy. And so the only other thing I would say

is in my dream county, citizens have the right to uh To talk to their commissioners. Is that it? I guess I'm cut off.

He was describing government that existed for the benefit of the governed. I

am left wondering what has happened to Mr. Lincoln's ideals. I, like many others here, purchased property and made my home in East Pasco because of an implied promise in the East Pasco overlay. East Pasco has not been trashed by over development, nor covered with pavement. There isn't a fast food outlet, a bank, or a pharmacy on every corner because previous county commissioners recognized the wants and needs of the people who lived in the area.

We are not here today to witness governmental actions for the people. We are here because the greed of a few has been given precedence over the desires of the many. Whatever happened to true representative government Too many people are under the impression that it is mostly corrupt and largely influenced by backroom promises and deals. With all due respect, Shame on any elected politician who puts personal and family

interests over the wishes of the people that politician supposedly represents.

And I, and the vast majority of those in the audience living in f in and familiar with the area, know that the water resources, the roads, and the exits off the highway are not suitable for this type of a development

and the added pollution it will bring. and I, in the same majority in the audience, as well as

probably every elected member of the County Commission about to vote to approve this change, We've just spoken. We out here suspect that we wouldn't even be here. Uh today if one of you lived out in that area. So I guess the question is this. Does the County Commission stand for government of the people, by the people, for the people, or does it stand for government of special interests? Um by

the special interests and most importantly for the special interests and for the record. Please understand that I am a resident of the rural area and I am affected by this development. It will greatly impact my life in this community. The project is compatible with our community and will dramatically change our way of life. And if I have offended anybody up there, I apologize, but I was speaking my mind.

what the situation is with that lake. And uh I asked him how much you can invest to fix the lake. He said four thousand dollars. I said what? I said, oh I'll invest four thousand dollars to fix that lake. That will be in your benefit. I contact the company to to come to uh give me our number for fixing that lake is forty thousand. Uh if this uh developer wants to make

this kind of benefit to us, we're against him. More than that, we we uh think that uh the area is not prepared for Uh I mean four hundred or some so h how many places of R V? Uh Because of that I think that's no benefit there. I propose him another idea. uh to share shares with everybody around. and everybody will have some benefits from

there. uh because you know everybody's looking for his uh good, for his profit. Uh nobody uh will have any benefits from there. I mean people that lives around there and I propose him to come. I I'm a businessman too. And I said, Why why you don't uh, you know, share your shares? Or at least uh he said he will have a restaurant there. What or at least, you know, Uh give the the opportunity to people that lives there

around to use your restaurant Uh he said yes, but I said no no no d don't don't don't be so fast. For free. Well he said, Oh no, that's too much. Uh if you are looking for your benefits, you have to look around because your your goods or your benefits stops there or is bad for somebody else. I if s for somebody else it's bad then you have to stop there. If you have conscience, if you are a

good man. If not, then go home. Thank you.

Hi, my name is Mary McKnight, [address removed]. Um I just want to say one thing that I know y'all your comprehensive plan is coming up to be written. And I know what a task that is. uh when it was written many years ago uh the stakeholders took a lot of time and effort to figure out what they wanted to Pasco County to look like, what it envisioned it to be. In the future. And they set a

limited. for this property and all the properties. And Many years ago their vision was that this should be a rural Uh parcel, uh agriculture or whatever it is. Um And so I just it seems strange to me that they Developers come and expect you to change your plan. the work plan you worked so hard for to meet their needs. I mean I understand that people can

sell their own property. I think they have a right to people have a right to build whatever they uh want to build within the uh designations of zoning and future land use at time of purchase. But I want you to give careful consideration to the overall vision and the comprehensive plan that they worked so hard to design many years ago. Thank you.

Barbara Wilheit, uh, for the applicant, um, before Francis Channel Marino comes up here and and addresses some of the Northeast Pasco rural area. Um and and reminds you that we're this is a density. We do not have any dwelling units, we are prohibited from having any dwelling units on this property. And so a lot of the things you heard deal with density and policies about density. But um Francis Chemon Reno can go over that. The whole fifty five foot high building. The intent was to make sure we could have a building two stories.

So if it's less confusing to say our maximum building height will be two stories. We're happy to make that change, which is really an M P U D issue, but I just wanted to bring that up that w It's just when we ask engineers w what's that supposed to be, maximum two stories, they say, put in fifty five feet so I Put down fifty five feet. So but we're happy to make that maximum two stories. Um With regard to the Lake Iola Blanton intersection, uh that was evaluated by your staff, Venkat from your traff from traffic operations, and I think he's either here or on

the line. So you may wanna if you wanna talk more about that. Um the county did that a analysis of that intersection actually at the request of Commissioner Oakley. So Um but let me have Francis come up and then we'll come back and see what's left to to talk about. Thanks.

A couple of things that I want to address relate to my finding particularly was that the application as it was submitted was consistent with the comprehensive plan that's been adopted today. And the reason

The reason that I made that determination gets to the heart of what constitute rural, not in our minds, but under the comprehensive plan. And the comprehensive plan was very clear about it how it crafted the idea of what the county would accept. and look at in the rural area. As we might remember, our focus back in the middle of the 2000s was on limiting suburban sprawl.

and particularly in limiting residential density in an increased way. So this idea of commercial uses was not dealt with as maybe clearly as we would have liked it to be in the plan. And that's certainly something that you can do if you're going to amend the plan. But what I have now to look at is the plan as it's crafted. And as it's crafted, there's some very clear things about this. Number one, the comprehensive plan does define in the definition

section in the glossary that RV parks are to be considered commercial. They are not to be considered residential uses and therefore there is no density attached to this use.

The second thing is that the policy 2.1.8 that speaks to commercial design standards is a standard who is applicable to the county. not to a developer or an applicant. And that policy requires the county to amend its land development code to include some standards for commercial design.

Go ahead, Francis. The the policy that related to the commercial design standards, its obligation fell on the county to execute, not onto an applicant or a developer. And there's nothing in that policy that provides any limitation on commercial uses or their design in the absence of the county amending land development code. So the county would have to amend the land development code and then an applicant would have to comply with that. So that did not factor into the can uh a consistency determination. In

the alternative, this applicant actually applied the very restrictive residential standards, which normally a commercial standards would not be as restrictive as those. So in an in an effort to um meet the standards and the obligations of um addressing topography and lighting and other things, they actually met the residential standards in the Land Development Code, which were very restrictive, and they exceeded them in some cases. And finally, the notion that an RV park

is an urban use. We talked about this last time. It is not an urban use. It is an outdoor commercial recreation use, and often found in rural areas, particularly next to parks, state parks, other kinds of parks. So that would be a typical use for it. The use itself is definitely compatible. in a rural area based on my findings. The question that I had was relative to the number of units that were going to be allowed, the number of

RVs that would be allowed to be parked there. And that's where the factor of The amount of cars, the 48,500 cars that were traveling past it every day and its proximity to the interchange helped me make the determination about the number of uses being compatible. So the use itself, it's a rural use. The question about compatibility had to do with intensity in this case, which is the number of units, and that intensity determination was based on its location. and proximity to the interchange.

So I I obviously did some of my as I always do, some of my own research and due diligence on this matter. Um Full disclosure, I I have a motorhome. I have an R B. I know a lot of people out here do. My family and I um Like to travel to state parks, national parks and That'll be Gone pretty far in the past in it, you know, north and up the um

eastern seaboard a little bit. So when I think about rural areas, I think about our state parks, I think about our national parks, I think about our county parks as well. In this in the state park system, in this doing my research, national I'm sorry, I won't talk about state parks now. The National Park Service, there's 130 separate campgrounds. Some of those camp, there might be multiple campgrounds. There are multiple campgrounds in places, say, like Yellowstone

National Park, for example. There's multiple campgrounds within that. So we're talking about the most rural, some of the most environmentally sensitive areas In the world. And you can't dispute that 'cause they are some of the most environmentally sensitive places in the world. Um locally Rainbow Springs State Park, Alifaya River State Park, Hillsborough River State Park, Um Lake Manatee State Park, Lake Kissimmee State Park, we also have some county parks. Turtle

Beach for example which is in uh Sarasota County Attorney County Park that has a campground actually that abuts the beach. Um so when I think a rule To me personally. Campgrounds are rule. RV parks tend to be in rural areas. So I guess maybe my question for you is doing your research and doing your own due diligence on this matter, um, typically In let's use national parks, for example. You may not be able to answer this. I may have you on the hook a

little bit here. But um in a national park, for example, a large national park like a Yosemite or a a a Yellowstone National Park, Everglades National Park has some campgrounds as well. Um typically do do you know how many units are within those campgrounds as a whole?

Well it that varies. I mean I per you're asking me this question. Yeah, it's just curious. I mean I we go to different ones and I've gone to different ones throughout the years. For example, I I I'll use Stock Island in the Keys, for example. That's not a national park though. I mean it's obviously in a binary sensitive area 'cause the keys are very sensitive. Um, you know, you have campgrounds that are lily uh on the water. Um the only coral reef we have in obviously the f when the United States is and the keys, so there's always environmental concerns there from from the runoff from campgrounds.

Um people in Stock Island I know they they definitely um I would say it's probably six months is their max there. Um 'cause what I notice is that lots of times in these campgrounds they'll have people that's I'll use a KOA too a as an example too. I used to stay at a lot in in in uh and um just right outside QS, a little bit north of there. Um People would come for you know four or five six months, and they would uh stay at that cramped ground and they end up going one up north. um

during the summer. So they'd be they spend their winters down there and they go up north there. But you also have a lot of folks like myself that I would go for sometimes three nights, sometimes we go for seven nights. And the the national parks and the state parks um Depending on they all have different rules. Each one has different rules. Some might be there six months, some might be there there might be a max of thirty days at some of them too. So everybody has different rules. Each campground has different rules. State park systems have different rules at specific campgrounds and the national park system has different rules on the lengths of stays. So again,

what sometimes we stop one night, you know. We might be traveling, we'll stop at a campground for one night in our RV somewhere just to get to the next box. We need to sleep and rest. But I've noticed, what I've noticed, um, is that D's personal opinion is that one of the great things I like about it, my family likes about it. is that and we have what I would consider, you know, middle to lower end Um RV. It's not uh it's not a prevost or

anything like that. And we go to these places and there'll be a traveler trail a travel trailer that only sleeps one or two people in it, next to one that's that's a forty footer and costs two million dollars. It's such a variety. But everybody gets along. Everybody has a great time together. Nobody cares how much money each other has. Everybody's just there enjoying the outdoors and enjoying life. And that's one of the things personally that I love about that lifestyle, I guess you could say. I mean heck, my wife and I talked about personally that when we retire we'll probably end up in a mobile home

and cruise the nation and go back and forth and see our kids. But I mean I I li I think the lifestyle is great and I I think it fits a rural area personally.

I would add one little thing of perspective. about the numbers of our spaces 'cause I think it just might be helpful. It's kind of not really answering Commissioner Moore's question 'cause I don't know the state part and national park. But I did we did look at what

uh how your s RVs are s how many spaces per acre in the county. And there's a resort. Uh RV Park on I seventy five just south of us outside the rural area. And it has nine Point four one. spaces per acre. We designed ours. With forty six percent open space. I said approximately fifty percent at the last hearing and then um Ms. Moretti questioned staff about that and so I made my folks go back

and so it's forty percent open s forty six percent open space, not including the spa open space on our R V. Spaces because we have landscaping areas, but Our RV spaces per acre are four point six six, that's half. So what you see We are being sensitive to where we're at. It's half of what the the re the park has to the south of us outside the rural area. So I just wanna give that little bit of perspective on the numbers, because everybody throws the numbers out but they don't relate to anything, so

bad taxes? Steve Henry, Linkson Associates, uh and I have been sworn. Uh we did do an analysis of the intersection from a capacity standpoint. And from our standpoint the the intersection operates at acceptable level of service today and with the project. Now what your staff has done is looked at different alternatives for the the intersection because there are some safety concerns at the intersection. It's not a capacity issue, it's a safety concern. And I think Vantec may be on the phone, he may be a better person to be able to address that because we looked

at some different options, they looked at some different options, and they came up with an option that they think is best that they plan to implement whether this project goes forward or not. So I'd rather defer to him to be able to address that for you.

We said if you if you have what you Whatever you have under the comp plan now as far as density you uh you could keep and I'm not I'm not a planner or a land use attorney, so I may get this all wrong. Um but that if you wanted to increase your density you would have to do a conservation subdivision, like Lake Jovida. Um So

but we did not address the commercial And that was for a future date and You know, I hope that's in the works. This is commercial, not residential, even though I know that sounds funky, but that's where it falls. And when I look at Dave City And I've been sitting here looking at it and first of all I you know, I think it's the right place against the interstate. I wouldn't want this out in the country more and have Um, which it

could be, um where you drive more along the roads. This has a pretty short access to the interstate. Um And then I look over at three oh one And I Tried I don't have the Dade City boundary memorized so I tried to transpose it here. And I see all kinds of R V parks right along three oh one. Out outside of Dade City. um just north of the Dade City line. Um not nearly as nice as

this one's gonna be. So I'm The what what did concern me um was the um tree canopy. And and that there be a uh a substantial tree canopy here because no one wants you know, we love our county and I think it looks beautiful for the most part from the interstate and if if you know me I've worked hard to ban billboards and add landscaping uh all over the place in the county. And um I just thought it was

really important that the view of the campers be softened by a tree canopy. And I think and I think they've committed to well I'll let you speak to what you committed to but that that was important to me that there be a lot of landscaping and that the pads have a lot of oh that's gonna be in the next one. Okay, sorry I see I'm mixing these up. So um we'll go over the landscaping the next one but For me, For what we are dealing with right now, this is commercial.

Um the I think a campground in a rural area. Um is right against seventy five. I see other ones in the area on three oh one and So I I'm I'm For those reasons I'll I'll be supporting the right-of-way.

So if you look at if you look at this R V part, the way it is, the way it's set up on the land the landscape and the way the topo topo is The fact of it is you may see that up near the road a little bit, but it drops away from the road down toward the lake. Yes, Madam Chair, I was wondering if the R V air parks that you were talking about were within or w outside the Northeast Rural Area Protection. And then Commissioner Oakley, I know you said the fifteen hundred spaces. Are do you know are those within or outside the Northeast Rural Protection Plan?

Okay. Um I was concerned with how will this affect the public safety and the services out there. With all the additional residents or visitors coming to the park that may need public safety services.

So if I may answer that, um We don't see any extra need or extra burden on public safety, but I did We did calculate what's the estimated to be ad valorem taxation that we're going to pay and And a similar resort um of the quality down in Manatee, about a twenty-two million dollar assessed value, their their uh tax bill is About three hundred and fifty thousand a year in ad valorem. Our mo our tourism tax, which

obviously doesn't go to to that type of infrastructure, is now that's five percent, is estimated to be about five hundred and fifty thousand a year. So it's a significant amount that the resorts pay on top of mobility fees and building permit fees and all those things. But it's a s significant amount because it's gonna be a significant investment um in the resort. So they will be paying the bed tax fee? Yes. Yes, about five hundred fifty thousand now that it's five percent, half million dollars a year.

Uh Madam Chairman Mariano, yeah, that's uh RV parks pay bed tax. Um excuse me. as well as obviously B R B O's are supposed to. So as we're talking about the comprehensive plan and amending it, the plan development uh when we craft a plan development, we make sure that the plan development itself is consistent with the remainder of the Comprehensive Plan, including the various policies of uh that are in the that are in it related to northeast rural and rural protection areas. So we've taken that into consideration when developing the P D in this case and then also Later on. When we are developing when we develop the the zoning as well.

That was um part of This previous fall, in the fall of 2021, we worked with the Northeast Rural Advisory Committee for a few months and then we've taken the project and are wrapping finishing up the initial drafts of that ordinance coming up now in April, I believe. Um so that should be coming f before the board in in you know A few months from now. I

won't say May, but coming up this summer.
