Madam Clerk

Commissioner Yeah, someone on WebX though put P fifty one. I don't know if

Mike Carballa

they speak

to the Penny for Pasco.

Madam Clerk

Um

MarianoChair

I have a

Madam Clerk

question on fifty six.

MarianoChair

Hang on for hang up for hang for one one quick second. Is there anyone on WebEx on P fifty one?

Madam Clerk

Yeah, Paul Grebshaw.

MarianoChair

Paul, are you in opposition or support? Okay, nope.

Mike Carballa

We're trying to promote him, just one moment.

OakleyVice Chair

He needs to speak.

Liam Devine

Let's deal with P fifty one first. So P fifty one has to be pulled. It's an opposition.

MarianoChair

He's in opposition.

Unidentified speakerVoice B

Okay. Okay. Okay, and Commissioner Starkey just requested you pull fee P fifty six.

MarianoChair

All right, so I

OakleyVice Chair

thought we

already

pulled 504.

Unidentified speakerVoice B

Yeah, pretty simple.

MarianoChair

All right, so poll P fifty one is pulled, P fifty four is pulled. No, no. Well yeah, I'm sorry, that would have read was sorry. Yeah. P fifty five is pulled, P fifty six, Commissioner Starkey you want to poll? Yeah, about the parts. And P fifty seven was pulled, which leaves

Items P fifty two, P fifty three, P. That's it. That's it for consent. And so that's what the motion That'll be the motion? I move, yeah. Okay. Do we have a second?

Bradford

Okay.

MarianoChair

All in favor say aye. Aye. Any opposed? Okay. Not to the pleasure of the board. Do we want to go right to the Saddlebrook hearing?

Weightman

Mr. Chairman Mariano P fifty four, fifty-five, and fifty-seven if have your indulgence.

MarianoChair

Let's go do that. All right, so item P fifty four.

Weightman

Hey, can we add P fifty one on that too? Is that the first thing I've got to do?

MarianoChair

I'm sorry. I'm sorry, to P fifty one first. Sorry about that.

Weightman

Thank you, Chairman Mariano.

Madam Clerk

So I have Paul Grimshaw sign up in that position of P fifty one.

MarianoChair

So,

I think that's a good question. So why don't why don't we hear from the uh person on public comment first then we'll get to the applicant.

Unidentified speakerVoice B

Thank you. Mr. True, you're okay with start leaving the staff's presentation.

MarianoChair

We don't need a staff for applicant presentation.

Mike Carballa

Understood.

MarianoChair

Okay.

So public comment on P51?

Mike Carballa

And Commissioner February, um I'm told that folks are having a hard time hearing, so if we could speak into the microphones directly, that would be great. Thank you.

Madam Clerk

Paul Paul Grinshaw is um signed up to speak WebEx.

Paul Paul Grinshaw

Yes, I just uh name it uh Paul Renshaw, uh G R I S A J W, I've been sworn in. Address is uh [address removed]. Um just I'm opposed to uh to this and um it's such a large scale change of agriculture uh to Uh yeah. And also Um just. Yeah, the one.

Um obviously you can read for yourself, these are uh the immense benefits of agricultural region, um, huge financial benefits. Uh I'd like to draw your your attention just to uh you know the public service required for agriculture is not much lower than high density uh residential. Um government benefits are all are obviously huge as well. Um especially with uh um mitigating plug rates, absorbing CO2. And the other thing

is just having food security, having agriculture in our region is super important. Uh next slide.

Yeah. It's been uh promoted as uh you know the escape the urban areas and obviously uh massive rezoning um from uh from agriculture to uh you know high density residentials, uh obviously has an impact. Um next slide please. And then uh in the conference and planning there is really no uh mention of agriculture, even environmental services. So uh my fear is that this is just

Yeah. Uh yeah uh Yeah, kind of.

We're essentially recreating that congestion of of southern counties. You can see Captain County is 9.5% rural and you kind of uh as you go south you see what happens. So uh you know the intent to uh recreate this congestion and uh is there and all do we have percentage of greens mixing agricultural as he thank you.

Starkey

Um

MarianoChair

thank you. Commissioner Starkey.

Starkey

I I would just say to him as uh I I understand where you're coming from, coming from an AG family, and I think Senator Simpson or Commissioner Secretary Simpson uh has some great plans to preserve agriculture, but we can't force a landowner to stay in AG. So that's just not legally possible. But we do have a program in the county where we will buy land and preserve it if we have a willing seller. So we do all

we can and we we thank you for that Penny for Pasco.

Thank you.

Jeff Lelliott

Uh the applicant.

Unidentified speakerVoice A

Uh Mr. Chairman Clark Hobby Hobby and Hobby PA 109 North Brush Street, Tampa, Florida have been sworn. Be very brief. You all are well aware that the 4G ranch is bisected by an eco-corridor that's proposed for the area. So to the discussion points raised here, we are changing 20% of the land area today. We're proposing to change it to conservation. So in addition to any other policies we may have which may preserve open space, green spaces,

et cetera, it will be 600 acres or 20% of the property that can't be developed after the adoption of this plan amendment. So I think that addresses the issues. Happy to address any other questions.

MarianoChair

Uh I'm gonna bring up uh something you and I have talked about as well. Uh we talked about Commissioner Simpson's uh buying up of development rights to keep a a property agri agricultural. And I would like to see if the board feels the same way, that actually you you st you start that conversation before we go. We've

Unidentified speakerVoice A

already got a meeting schedule, I believe Mr Gibbons is meeting with their office uh later this week.

MarianoChair

'Cause I th I 'cause I think they could probably shorten up a lot of this growth, this this whole area and kinda take it and and just get what they really want for their own family, et cetera, and whatever else they're gonna do. But I think it'd be s you could minimize this here, but at the same time. I think with the Commissioner Simpson's program it could work very well for everybody.

Unidentified speakerVoice A

Understood, and we we want to explore that.

MarianoChair

Okay.

Unidentified speakerVoice A

Move

Starkey

to approve.

MarianoChair

Second. Any other discussion? Uh roll call vote.

Madam Clerk

District one.

MarianoChair

Is it role follow or is it consent?

Unidentified speakerVoice B

This is a transmittal, so just regular vote.

MarianoChair

Okay, regular vote. All in favor say aye. Aye. Aye. Any opposed? All right. Thank you.
