MarianoChair

Second. And all in favor say aye. Aye. Aye. Aye. Any opposed? Motion passes. Now M P seventy nine.

Starkey

Item oh I already said that. Never mind. I already gave it.

MarianoChair

Yes you did. So if you're in it from staff?

Amy Heiler

Good afternoon, Amy Toll with Planning and Development. Uh go ahead and move forward with the item before you. Uh are we looking for a presentation as well on this one?

MarianoChair

No, I just wanted to get a clarification. I believe I read in here something about getting a reduction in mobility fees. Um I talked to the applicant for they're willing to pay the normal mobility fees, so Um I'll have them come up and then I'm not sure. Talk to that, but I'm okay

with

anyone else need a presentation? Okay. No.

OakleyVice Chair

Dale web products, sir.

MarianoChair

Yeah.

Barbara Wilhite

Barbara Will High 6327 Grand Boulevard, New Port Richey for the applicant. Um the conditions that we would revise would be condition 51 and 54. Currently they was make uh the project um have to do mudderum on the west side. And so we would if it was the board's pleasure, we would revise fifty-one and fifty. Four.

To remove the requirement to do moderum.

MarianoChair

Okay. I

Barbara Wilhite

understand we understand the the district commissioner's concerns about infrastructure. Um so we understand the request.

MarianoChair

Very good. And I think if if the people in Shooting was funded, we pass this with them not paying the fees to go get the infrastructure in place, it would be a bad uh faith on our part. So Someone to speak to this? Uh is anyone here to speak to this item? P seventy nine. Anyone on WebEx?

Starkey

So there's no one on WebEx but I'll do a call out again for Daniel Sissel. Nope.

MarianoChair

Seeing no one will call public comment? Move, approve. With the noted conditions? Yes. With noted conditions. Okay. All in favor say aye. Aye. Aye. Hang on. Did you want to say something?

OakleyVice Chair

Well I uh thank you Mr. Chairman. Just just for the the sake of history and so the and for clarification The uh request to For the mobility fees is to remove the mudaram from the From the application. The reason why I'm asking is because this this project has uh already approvals on the books in which waterarm was required uh throughout the entire project and The area that Madam was applied to was uh greatly

reduced in this update here. And so uh I don't think that there would be an issue with uh removing the mobility fee incentive in order to use those mobility fees uh locally. But I just wanted a clarification that removing mudarum also means removing the design aspect of it of of that part of the land development code.

Starkey

Well what does that mean?

MarianoChair

So in and my my objective was to get full impact fee paid, uh especially when you got compromised on Mudderim anyway, but frankly this area here to get this project to come forward should pay the full mobility fees if you want to keep Mutterim, I'm I'm good with that. What's I just thought it just

OakleyVice Chair

went there anyway.

Barbara Wilhite

So mudderum is an incentified uh land use. Right. It costs money to do a mudderum project and that's why the county incentivize it by lowering the mobility fees. To say we have to do mudderum but then we don't get the lower mobility fee Wouldn't be fair. Or reasonable. So We're okay with not doing mudderum. um in developing our western development area. We're fine with doing that. Taking out the requirement to do mudderum. But to say we gotta do mudderum but then we can't have the fee incentive would be a burden on this project. What would that mean

you're taking out?

Starkey

We're taking out the requirement to do moderum. No. And what would does that mean take that you would not be doing that you would have been doing?

Barbara Wilhite

Mudderm has a whole list of things, compact development area, street block sizes. I mean, there's a whole list of things you have to do, parking requirements. I I think you better watch what you're walking into.

Weightman

Well I th I to the Chair's point, What he's doing. The recommendation is This growth needs to pay for itself. Otherwise they keep getting breaks we're gonna keep having to ask people that have lived here for a long time to pay for these new people to come in. So it's I appreciate what he's trying to do and that's that's what we're that's the objective here. So How these two are married

together. Terry. Uh We gotta clean that up, I guess. Somehow that's possible. I don't I don't know.

Unidentified speakerVoice A

This is probably a question that David is better apt to answer than I am, but this is mixed use trip reduction methodology. It would seem that if you require mudderum you will have less trips On the roads and that's what this area wants.

Whether or not they're paying a lower fee. The idea is to get the is not to impact them as much. So I would think you would want the Mudderim project to stay in. But David is really the expert in the

Unidentified speakerVoice B

So you've gen you've generally stated it correctly, yes. If they're doing Mudarim they're putting less trips they're capturing more trips internally. through and they're taking more more trips or traveling through walking, biking, etcetera. It's less cars on the road if you're doing Motorone.

MarianoChair

Let's let's talk to you know what I think we need a

An engineer can tell you it's gonna be less trips, but will it really be?

Weightman

We currently have enough in there now and you're adding something, so it's kind of a conundrum.

Unidentified speakerVoice B

The project is generating more trips. There's no question that the project is generating trips. That's why we assess mobility fees to the project. But if you're comparing a standard non Mudderum project to a Mudderum project The mudarum is generally going to generate less vehicle miles on the road. because it's gonna have have more walkability. more ability to have commercial uses next to the residential so you can walk to the grocery store as opposed to getting in your car and driving

to the grocery store. It's mixed use trip reduction measures for a reason. It's

Starkey

We should have that anyway.

Unidentified speakerVoice B

It's reducing trips on the external network.

Starkey

But not discount.

Unidentified speakerVoice B

I'm not saying the board has to have that. You could have standard development.

No.

And it's gonna generate More trips.

MarianoChair

Okay. And again back to the reason I wanted to talk this through and I'm glad we're having it and Terry you can talk about the things uh that they're not doing that's moderam related. Um so we'll have to have more presentation, what things will be taken out. Because literally With all that's going on in the up in this area. Between residential, commercial, even the apartments are not gonna come in for three years down the road until the sidewalks built to Conline Road. This infrastructure is an issue out there. It's a great thing that's happening. We're creating a lot of jobs out there, a lot of

opportunities, but at the same time, we need to have the money in for infrastructure. So Terry, if you could talk about the reductions that have already been made for Mutterham?

OakleyVice Chair

We'll just wait a second for the presentation to come up.

MarianoChair

So Barbara, I'll give I'll give you a chance to come back up, but I wanted to hear what what reductions from Mutterim has already been done.

OakleyVice Chair

Okay, so I won't run through the whole presentation. Um In short, the purpose is to allow For mixed use development of 171 townhomes, 304 multifamily apartments, 730 age restricted single family detached and attached units. And 21,600 square feet of office with 160,000 square feet of industrial and 32,000 square feet of commercial retail. That's where it's located in the county. Um this is the general aerial of the area. With the

zoning and the future land use, which was on earlier on the agenda, which cleaned all that up to P D. Uh and so in this map we're going to reorient ourselves and look to the left as being north. Um So I'm gonna turn the presentation over really quick to Amy to illustrate What was previously, what's currently in the comprehensive plan, or what was previously in the comprehensive plan in terms of development and where Mutterham

was targeted previously and how that's been reduced.

Amy Heiler

Mm. Good afternoon, Amy Toll, Planning and Development. So just for perspective, and the actual approved Mutram Plan is going to be in the Comprehensive Plan PowerPoint. But however, there's actually an approved Mutram plan on this entire site that was approved in 2015. And so it's still fairly new given the environment that we're in. So what you'll see Here is is the mushroom component, which would present, it

would be like mushroom is around this area, this area, this area, and this area. So what's being proposed now is just maintaining that mushroom component in this pink area. So that's where we went through the levels of negotiation to ensure that we still kind of retain that uh trip reduction generation methodology, ensure that we can maintain the capacity on Shady Hills Road and still allow for the proposed type of

development to occur as well. So

MarianoChair

Specifically what's different.

Amy Heiler

Different is so the pink area is what's being proposed now. The Mutterum was if we can go to the actual.

Yes

MarianoChair

will happen with Mutterum as opposed to not happening without Mudder.

Amy Heiler

Gotcha. So in the actual we don't have like though that level of detail in the comprehensive or in the conditions of approval as is. The conditions of approval just say the much room shall be located in this general area as depicted. However, there is already an approved Mutroom plan. So there's a level of of capacity.

OakleyVice Chair

The mudarm plan itself is going to be developed at the site plan uh stage of review. And what it's going to include is specific types of block sizes, a mix of uses. It's going to um influence the placement of buildings and the frequency of those buildings in the urban design of the area that uh that's going to be built. Um Not having mudroom would mean your more typical suburban layout with With buildings

that are sort of set back typically away from the street, parking between the building and the street, um, uh less frequency of the buildings, longer block lengths, uh if a block can can be managed uh within those settings. Um Um

Unidentified speakerVoice C

Here's the connectivity.

Starkey

Yeah, I think this

Unidentified speakerVoice C

is important. You know. Yeah, uh one of the main factors of Mudderum is is the overall design is intended to put a lot of different uses within a short distance to encourage people to walk and use other means to get there or drive internally without going out onto County Road.

All of that put together, there's a number, there's an entire code section that deals with that and how you achieve that. And the the plan that was approved was based on that code section that that uh I believe the the trip generation that Steve can can speak to talks to that a little bit and how that internal capture occurs. Uh but it it's essentially uh creating an environment that encourages other means of travel or shorter means of travel without going out onto those other roads, which theoretically reduces trips on those roads and achieves

the same purpose that we were talking about. Can I

Unidentified speakerVoice B

have discount Dave the discount we give to Mutterham is about a twenty five percent discount to standard fees? I will point out that it pales in comparison to what we give to light industrial. Light industrial discount that we're giving to this project is A hundred percent discount.

MarianoChair

So it's a twenty-five percent discount.

Unidentified speakerVoice B

Moderam is a twenty-five percent discount. Two standard fees. So I don't think you're gonna be recouping a lot of money. By eliminating the butter of discount.

Starkey

But but but I think you're on to something and I think we should require this anyway. But that's something we have to discuss and changes.

Unidentified speakerVoice A

That wouldn't be a project. It's not something we could do here.

Exactly. Exactly.

MarianoChair

All right, let's put let's bring it back to the board. I think with the twenty five percent deduct reduction I can I can deal with the improvements that we'll get in here. here. I thought it was in a higher number, so What's I'm okay to approve it as submitted by staff. I'll make that motion. Get a motion at a second? Yes.

Unidentified speakerVoice A

So the the approval is for staff recommendation. Staff recommendation.

MarianoChair

Yeah.

Unidentified speakerVoice A

Thank you. All in favor say

MarianoChair

aye. Aye. Aye. Any opposed? Okay. And and thank you to the applicant for listening.

2/2Taken up again at Afternoon session, 2:21:01

MarianoChair

All in favor say aye. Aye. Aye. Any opposed? Motion passes. We'll go back to our consent agenda. Mr.

Unidentified speakerVoice A

Chairman Mariano Clerk's Office has raised an a concern um

That you double voted seventy nine. Yes. My recollection was a little bit more. No.

Um so my recollection was the chair tried to stop the vote when Mr. Pitos approached the podium. and then you had much dialogue and then voted for staff recommendation.

Unidentified speakerVoice D

Correct.

Unidentified speakerVoice A

I believe I confirmed that that was what that motion was. I don't just so the just

You can see that. Reconsider your first motion would be the appropriate would be the appropriate vote.

Weightman

Who made the motion? Uh

Unidentified speakerVoice A

anybody anybody on the prevailing sale sign? It would be just to reconsider the first vote on on 79.

Starkey

Commissioner Oakley's motion was the first one.

MarianoChair

Okay. So do you want to make a motion to reconsider? Yes, I'll make a motion to reconsider. Second. Second. All in favor say aye. Aye.

OakleyVice Chair

Aye. Now can we call for the From another motion. And we have to have a motion. You

Unidentified speakerVoice A

you normally would, but you now have a motion that has been adopted for that item, and I think we just leave we just leave it there.

Starkey

I agree.

Unidentified speakerVoice A

And it was for

Starkey

clarification for the record, so I appreciate it.

MarianoChair

Thank you.
