All right. Hello again, Amy Heiler with Long Range Planning. Uh today you will be hearing item P6, which is a large-scale comprehensive plan amendment in the name of CPAL 2202 for G Ranch PD.

Got it. Okay. The property is located in the north market area and rural transition area being rural area two. The petitioners are requesting a large-scale comprehensive plan amendment to change the future land use designation from AG agricultural and AGR agricultural residential to PD plan development and con conservation lands to allow for the mixture of residential and non-residential uses on approximately 2,903 acres. There is also a text amendment

creating sub-area policy. Policy flu 7.1.70 in the name of 4G Ranch PD and a map amendment to the future land use map 2-9, adding sub-area map 2-970, 4G Ranch PD, as well as an amendment to the conservation element map 3-4 for the critical linkages. The 4G Ranch Map Amendment, formerly known as Fort King M Puty, is currently seeking an amendment to the future land use designation to allow for 3,800

residential units and 300,000 square feet on approximately 2,903 acres. There is 168.3 acres of wetlands on site. And the residential units of 3,800 dwelling units equates to approximately 1.31 dwelling units per acre. As stated, it is located at the State Road 52, approximately 2.25 miles east of Land

O' Lakes Boulevard, and a resolution would be to Map 2-15, Sheet 5, 6, 12, and 13, as well as a text amendment and a map amendment to 2-9 and map 3-4. There is a proposed rezoning petition to MPD that will follow alongside this comprehensive plan. Mm-hmm. These are the policies that the proposed amendment is consistent with.

Here is a location of the existing zoning.

And this is the visual for your existing future lane use being agricultural and agricultural residential. The proposed fus future land use of P D and Conn being conservation lands.

And this is the concept plan that is associated to the plan development. On the left side of our conservation lands is identified as area one. And on the east side will be area two. And with that, we recommend the LPA find the proposed amendment consistent with the comprehensive plan and uh recommend approval to the Board of County Commissioners. Mr. Chairman Mariano. Planning Commission members, Clark Hobby, Hobby and Hobby PA 109 North Brush Street, Tampa, Florida have been sworn. Uh the site we're here talking about today is property that the Phillips family owns. Um 4G Ranch, and many of you I'm sure have heard of it. The Phillips family does quite a bit for the community and hosts uh fundraisers out there quite a bit. So many people in the community been there over the years. Um the site that we're dealing with, 4G,

is located in the rural transition area, which basically runs from around 41 over to Bellamy Brothers north of 52. And was created as part of the 2006 and 2007 changes in the comp plan. And the intention at the county at the time, and I think it's still true today, was that this area would serve as a transition down from the higher densities to the south and to the west. that were generally res 6 and res 9, it

would transition down to uh up to res 1 in the northeast rural area, which is starts at just on the east side of Bellamy Brothers. So in the last couple of years, uh, as it's become known that State Road 52 is actually going to happen and be widened, we're seeing more development that basically the area north of 52 was comprised of about four ranches uh that covered everything from Bellamy

Brothers to Pasco Trail. And so now we're starting to see those come in and and get approvals. So in the last couple of years, we've seen Palmetto Ridge MPUD get approved and Faircloth MPUD, which is on Bellamy Brothers, get approved. As I said, the 52 project. The widening is now in the DOT work plan. It's my understanding that it's to commence in about two or three years. So that's radically changing

the area that really has just been more of a rural flavor two lane road. This is going to be a a major growth area for the county, both in residential and non-residential over time. As you heard from staff, we've worked with staff to set the framework for the ultimate negotiations on the eco corridor and the county's acquisition of it over time. That will be addressed concurrently with or prior to a second MPUD,

which would be in Area 2 on the east side of the conservation. area you see on the map which is the eco corridor. And what you're going to see in a couple of months is we only have one MPUD proposed at this time on Area One. And that'll be following this, like I said, by a couple of months. The family's intention is to hold area two where they have their large family compound where the fundraisers are typically held for an indefinite amount of time. We're thinking it could

be some period of time before that's dealt with. Uh sub-area policies deal with the school. and infrastructure issues that are important. Um we have a a condition that requires the dedication of the school once we have an approval for above 1500 units on area two. Um And The other thing you should know about this area, if you don't already, is that the Phillips family uh entered into the

reuse agreement with the county, I think about 10 years ago. And so this area was the hardest hit in this general area of the well field pumping. And so you're likely going to hear from some of our neighbors. Who are concerned that their water levels are much higher than they have been historically because now Tampa Bay Water has cut its pumping and the the county is injecting a significant amount of reuse water into the pond system it's built on our site. The other thing you should know about it is

we are not assuming that the water levels are gonna go down. Our whole project will be designed around the new water elevations. We're not assuming that we can use or will use the reuse ponds for our stormwater going forward. We're expecting them to stay as is and the sub area policies basically require us to stay out of the reuse system, which we're gonna do. So um the last thing to say is we have met with the Pasco Trails uh HOA several times

and we've made some um changes to our concept plan which will find its way into the MPUD conditions to do a few things design-wise to make it more palatable for them. And uh feel like we have a good relationship with those folks and uh we um plan on continuing to be good neighbors. I'm happy to answer any questions you may have and then I'll otherwise I'll just wait for the neighbors to speak and answer any questions.

Okay. Just a curious question, Mr. Hobby. If if Tampa Bay Waters cut back, where where do they get the water from now?

Well the the settlement with Tampa Bay Water all required them to find alternative sources. So the D Sau plant, the other the reservoir and all the alternative sources, that was really the big part of the settlement when we created Tampa Bay Water, when we forced the creation of it. Yes.

Well I don't know. Uh I I I just want to address the uh I understand that the developer has made some concessions since we had the

uh meet with them on their property. Uh A month ago, I think it was. or thereabouts. Uh so I appreciate that. Yeah, also understand and and that uh development in this area is uh bound to happen and uh

We can't expect to be isolated as we are for an indefinite period of time. However, seeing as how our property immediately borders the uh the project on two sides of our property. One side is approximately two hundred feet, the other side is approximately uh six hundred feet. Uh and there's there's quite a nice border there.

at the present time at least along the six hundred feet border of oak trees and pine trees that uh we are mostly concerned with uh that they not be completely destroyed. We understand that there will be some retention ponds put along the property, but we would uh we're very concerned that we have a buffer of leave leave some of those trees, a 50-foot buffer along

along the side of our property, the the 600-foot length. The back part is uh is also is is now desolate of trees. There's a road access road there. But along the 600 feet uh length of our property, the the the beautiful trees uh if if they can be spared in a fif in a fifty foot buffer, uh, would really be our desire and much appreciated. I don't know if you have something

We're trying to, Mr. Chairman. So, first of all, after the meeting, I'll try to meet with Mrs. Brown or Ms. Brown. I I have not met with her before, and so we're happy to chat with her about the issues she may have about the buffers. With the Quaddies, um, they live along an area that the input we got from the um HOA was that they would prefer to see open space. And either meaning stuff in the situation

that it is now or ponds. And so a lot of our work and our conceptual planning has been to move ponds over into that area to create larger setbacks from any of our neighbors. But I'll be happy to chat with Aquadis and see how they feel about that versus you know what we're doing with the other neighbors, but that's really more of an M P U D issue than a complaint for

or the timing of that. Um I just want to make sure that you're gonna address their concerns.

Sure. We've been working hard with the neighbors to make sure one of the things we've done, and it's probably gonna be a considerable expense to us, is the folks within Pasco Trails, was try to make sure everywhere we could that we weren't having any lots up next to their lots. It's really gonna be all ponds and open space is what we're trying to design too. But we expect to have conditions about that in the MPUD.

Um Clark, I don't know if this is for you or staff, but there's a statement in the agenda memo from planning saying that the site's gonna have a positive economic impact because of the three hundred thousand square feet of retail and office. But then later on in the memo it says The econom Office of Economic Growth said it's not gonna have any economic impact. So

Afternoon. Hi. My name is Sean Rourke. I'm the president of Pasco Trails Homeowners Association. I live at [address removed]. Um I don't really have any concerns or complaints. Um I just wanted to Offer some words that we we've met multiple times with 4G Ranch. And they've been very gracious and open to our input and they've made changes. I met with them yesterday afternoon. And

um as far as each individual landowner within Pasco Trails obviously. has their own view of what they would like. But I can only speak to the majority of owners and the association itself. And the overwhelming uh input I got from our homeowners was that we would like a buffer which Between our properties and where the homes would be. And that and 4G has worked by changing. their their master

plan, which I know isn't in place, you know, for this meeting, but um they worked with us to accommodate our desires and they didn't have to. So I just want to uh state that Um Every every individual homeowner may have different views, but we as you know as one um We like the fact of having the pond buffers for multiple reasons. One for helping drainage flow northward where it needs to go, two for

a site buffer. And three, uh, to keep our rural nature and keep people from just crossing over from those um multi you know, not multifamily homes, but smaller homes into our neighborhood. So that that's my thoughts on the matter. So you'll make 'em swim across to get you. Yes. If they want to trespass they can swim. Thank you.
