General public comment from Jasmine Forkin about green space

What the county recorded

This item is not from the published agenda

It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

We have one individual pre-registered for general public comment. Okay. One Ms. Jasmina Forkin.

GreyChair

Okay. Uh just one second and we'll get to her then.

Jasmine Forkin

Hi, good afternoon.

GreyChair

Yeah, just wait one second. Let me finish and uh then I'll let you go. Um one ad uh admonition is if you have a phone, please be sure it's in the silent position so we don't interrupt anybody who is speaking and so everybody can hear. And um So if you anybody who plans to give testimony today, if you please stand and raise your right hand to be sworn. Anybody who plans to get up and speak.

Do you swear upon this money by love to God today?

Okay, if you s give us your name and address.

Jasmine Forkin

Jasmine Forkine. I live in Clearwater, [address removed]. Uh I have 10 acres in Hudson, 14191, Family Trail. I um I don't know what the agenda is, but I am trying to find out if in your plan you have designated any green spaces to be left. After you finish all your development,

especially on the roads that I take every day, Little Road and Hudson Avenue between Hicks and Hayes, it seems to me that every day I come, there's another track of woods all plowed under and being developed. Is there such a thing as percentage of green spaces designated to offset all this development? And if there is, how much? And where do I find that information?

I couldn't, I ask everybody in this building, but they send me down here. So where do I find this information?

GreyChair

Well you can find it on our county website and we have designation des designated parkland that will be is restricted from development and that is I think it's around twenty one thousand acres.

Jasmine Forkin

So

GreyChair

you're happy to take a look at that and

Jasmine Forkin

I didn't I I'm not I'm not um you know on a on a on line a lot. But I will look at that and uh can you tell me now where these um designated areas are or should I just come back later?

GreyChair

There's a big swath of property from State Road fifty four all the way to State Road fifty two and it I think it comprises three different development uh non development areas, Bexley, Sarranova, and Starkey. Yeah,

GirardiVice Chair

there's so the Pasco County Comprehensive plan has a conservation element. The Pasco County Comprehensive Plan has a conservation element which maps all of these areas.

Jasmine Forkin

I I know about the existing areas but uh considering all this new development that just started recently. I I have this land for twenty-five years and um it used to be um cow pastures on e each side of the road, but now it's totally Um

Uh it's go it's go it's being developed. Is there um plan to s to offset this big development with something green left on Hudson Avenue maybe?

GirardiVice Chair

So you're talking about when when new projects develop, what are they

Jasmine Forkin

all this new development?

GirardiVice Chair

What are they required to set aside in their project?

Jasmine Forkin

Yes, within uh within my my my road I I take every day from Clearwater to come to my

GirardiVice Chair

so that's determined at the time of site plan based on we have Neighborhood parks requirements that require them to set aside green space. That's we also have a tree ordinance that requires them to set aside green space. So that's determined at the time of site plan approval for that project. And

Connected City

the tree ordinance is a we've updated that fairly recently.

Jasmine Forkin

I know. I'm so happy. I'm so And so some of

Connected City

some of the projects you're probably thinking of are was prior to that. So some of these projects where you've seen clear cutting on Little Road, for example, that was prior to some of these protections that we've worked to put in place. So

Jasmine Forkin

I I understand about three tree ordinance. I was there and I'm so thankful for it. But Um Well If this is all going to be a residential area, where are these people or kids going to recreate? Do they have to go all the way down to Starkey or is there something within this area of Hudson Avenue?

Connected City

There's parks requirements within each development. So each development has a certain amount of space they have to allocate towards park space and green space? Depend depending on the size of the development or

Jasmine Forkin

Like forty acres next to me they just uh going to build hundred and sixteen homes. I didn't see any plans of any kind of recreational area. Uh they have some ponds for you know for the water to to collect. They'll be

Connected City

required to set aside space or otherwise mitigate for it.

Jasmine Forkin

So where do I go to find out if there is anything uh going to look

GirardiVice Chair

at their site plan. You'd have to look so thank you. Mr. Dutter, who's sitting right there, his team reviews every single site plan that comes into the county. And they have to review it for compliance with our neighborhood parks ordinance.

Okay.

They would be able to identify on every site plan and how they're complying with the neighborhood parks ordinance.

Jasmine Forkin

Thank you. I hope there's something left, you know. uh by the time it's all developed. Thank you so much.

GreyChair

Is there anybody else?

All right.
