COPCN certification process and EMS advisory board

1:12:51Um I did um Ha uh was contacted by one of my constituents who um Help. ha has an issue with our uh C O P C N process and I've been talking with Eric about this and I have some questions about our process because um Uh I'm not sure we're doing it the most efficient way and um So this is based on need. And uh and apparently

1:13:22we just had two companies who applied for um I guess certification, I don't know what the word is, to come into the county And and they were their um The approvals were forwarded to the um board that oversees it, our voluntary board Who um unanimously denied it. And uh I've heard the administrator say that we're losing money because there aren't many transports, so I'm I'm wondering why we're even

1:13:52going through that process. And um so I have that question to um So when I talked with Eric he said that that um Well all recommendations are forwarded to the board as if they um are recommended for approval, but it's up to it's up to the applicant to prove there is a need and they have to prove that to the board. But uh But when I circled back to um my constituent, they said that when Um Medfleet

1:14:22applied, they were recommended denial and then they had to they had to really go through a lot of hoops to prove that they're they could show that there was a need. So I'm a little concerned about our process over there and also wondering why we have to do this every two y every year. Apparently we're doing it every year. So, um questions.

1:14:42So the C O P C M process Those that get approved is a two year process. But somebody can submit an application any year. So we got some new ones this year. The medical board Yeah, I don't know the exact name for it. The EMS advisory.

1:15:03And so our team reviews for adequacy and can they deliver what they're promising to deliver and then presents that material to the board.

1:15:13And in what form do they present it? Do they s recommend approval or do they just say here's information?

1:15:19I I think it is I might have to go back and validate because I don't sit on those board meetings and and I haven't seen the price. Ultimately this board gets to decide. you know, so they're they're an advisory board that makes a recommendation to you and then you get to decide whether to approve or disapprove. regardless of their recommendation. So Uh but the when somebody's approved it's a two year license and and then every two years we reevaluate to make sure that A the need exists and B they can still meet and deliver

1:15:49the service. So that's that's the process.

1:15:53I you know I I guess I w I want it to be consistent and I I want there to be a clear understanding of What that recommendation is coming from staff, whether um so is it really is it a recommendation or is it just here's some information? I think we have to be careful with that because I've heard that we've got we may have some discrepancy and I and like I that this is what I'm hearing from people who've been through the process and have minutes from the meeting. So um also I think Eric was gonna

1:16:23check to see is is it our choice to do it every two years or is that a state statute or Uh so we don't have that answer yet.
