Nomination and vote for chairman and vice chairman

What the county recorded

This item is not from the published agenda

It is a stretch of the recording that this archive identified as a separate matter — a call to order, a recess, or something taken up that the agenda does not list. There is no official title, no staff recommendation and no disposition, because the county never recorded one. Everything below is inferred.

Jack Mariano

Mr. Chairman Mariano.

Nikki Alvarez

Well let me um if you don't mind I'd like to um I've got the gabble.

So now I have control. All right, so I love it. I like it. An hour

Kathryn Starkey

later.

Nikki Alvarez

Okay, so at this time I will open up for nominations for chairman of the board.

Jack Mariano

Well it's a nominate Commissioner Starkey.

Nikki Alvarez

Okay. We have nomination of Commissioner Starkey. Are there any other nominations? Okay, hearing none, I'm going to close nominations. So Commissioner Starkey has been nominated as the chair, and I will take a motion.

Kathryn Starkey

Hello.

Nikki Alvarez

Okay. What do you

Kathryn Starkey

mean? Let me take a vote? Yeah.

Nikki Alvarez

Well he uh nominated her, so I'm asking For the motion, but we'll take it. Okay. So is there a second?

Kathryn Starkey

Yeah, I'll second it.

Nikki Alvarez

All right. Commissioner Starkey seconds. Um all in favor? Aye. Any opposed?

Unidentified speakerVoice A

You're you you have a um commissioner that is not present, so you're you're need gonna need to do roll call. I'm

Nikki Alvarez

gonna do double duty. Go

Unidentified speakerVoice A

ahead, get asked questions. questions.

Kathryn Starkey

Okay. If there's only one nomination, do you vote?

Christina Fitzpatrick

I would So does everyone make a nomination or

Nikki Alvarez

You can um at the time that I called the nominations, you could made a nomination. I did close a nomination though. I was wondering if it goes to a vote because that's a new vote. Yes, we're voting now. Yeah. Yes ma'am. But oh there's no more nominations. Correct. I called for any other nominations and I didn't hear any, so then I closed nominations. Sorry. Well yeah.

Kathryn Starkey

If there would

Nikki Alvarez

you like for me to reopen the yes, ma'am?

Kathryn Starkey

Um just asking if there are no other nominations, is there a Yes,

Unidentified speakerVoice A

there should

Kathryn Starkey

be a vote.

Ron Oakley

I think the problem we get is Christina didn't understand the procedures because she's new to the board. And I think that's what she's questioning right now.

Nikki Alvarez

Did you would uh I can explain. Would you like for me to explain the procedures? Yes. Okay. So um every year um there's the process of nominating a new chair of the board and at that time the current chair passes the gavel to the clerk to then um uh proceed with nominations. So called the nominations um for who would like to be the chair for the next coming year. And we had a nomination. Um, you know, Commissioner Mariano Mariano uh recommended or nominated Commissioner Starkey. Um she accepted. I called

for any other nominations, there were none, so then I closed the nominations and now we are voting on the one that was um put forth. So if there's two nominations, how does

Unidentified speakerVoice A

So if there were two,

then then the first nominee would be voted on and then the second nominee would be o voted on and the one that that got the most votes would We'd then I would then traditionally ask for a unanimous ballot for the one that got the most votes. And you still have after this the election uh the when When you vote on who the Chair is, The Chair will then conduct the election of the vice chair.

Nikki Alvarez

The new chair.

Unidentified speakerVoice A

The new chair, yes.

Nikki Alvarez

Okay. All right. I did close nominations. Did we want to open the Mac up or no?

Kathryn Starkey

So Well let's vote.

Nikki Alvarez

I was gonna nominate Oakley.

So I'll have to ask um Jeff proper protocol. I did close nominations.

Unidentified speakerVoice A

It's good. Right. If you if the board wishes to reopen nomina nominations, they can. But it the but that would be up Up to really if Commissioner Fitzgerald, uh Fitzpatrick, sorry. once once to push that i uh mean once once that to occur.

Nikki Alvarez

So Commissioner Fitzpatrick, would you like uh nominations to be reopened? Okay. So

Unidentified speakerVoice A

I I would call Call the the n the motion that's on the floor and my roll

Mike Moore

call

Unidentified speakerVoice A

that.

Nikki Alvarez

All right. So I am going

Mike Moore

well I don't I'm still what just what w what just took place, no.

Unidentified speakerVoice A

So Mr. Fitzpatrick does not want to have the the floor reopened for nominations. You had the nomination on the floor.

Christina Fitzpatrick

So if I say open, then he would still need a second.

Unidentified speakerVoice B

Sorry.

Unidentified speakerVoice A

If you wish to have it reopened to nominate another commissioner You have that you have that ability. That would then

Closure would have to be reconsidered by the board, I guess. I have not gotten to the point where you have a reop reopened, but Um If that if if you're fine with the way it is, then we should we need we should proceed.

Christina Fitzpatrick

I would like to reopen and nominate. On Oakley.

Nikki Alvarez

Jeff, do I need to um call um a vote on her mo um to her reopening or is it any commissioner can reopen?

Unidentified speakerVoice A

I think any I think any commissioner can re open given given New commissioner. All right. Thank you. And so now now the the vote The way I would proceed at this point is The nomination for Commissioner Starkey. Should Should be voted on first. the the nomination for Commissioner Oakley Should be Second. It should should be called

second. Okay. And then majority majority wins.

Nikki Alvarez

Okay. So um N the Commissioner Starkey was um was nominated by Commissioner Mariano. Um Commissioner Starkey seconded. So I'm gonna go through roll call vote uh for Commissioner Starkey.

Jack Mariano

Madam Clerk, can I make a can you make a comment before we get to the vote?

Nikki Alvarez

Yes, go ahead.

Jack Mariano

I was I was gonna say Ronnie Oakley was gonna be my s my m my recommendation for vice chair. I'll just say that.

Nikki Alvarez

Mine as well. Okay. Okay. Thank you. So I'm going to go through and um do a roll call vote. District one, Commissioner Oakley.

Unidentified speakerVoice A

That would be on Commissioner Starkey.

Nikki Alvarez

So we're doing the um vote for Commissioner Starkey at this point.

Ron Oakley

No.

Nikki Alvarez

Okay. Um District Two, Commissioner Moore.

Mike Moore

No.

Nikki Alvarez

District three, Commissioner Starkey. Yes. District four, Commissioner Fitzpatrick.

Mike Moore

You

Unidentified speakerVoice A

gotta

Mike Moore

ex

Unidentified speakerVoice A

explain to her what we're voting. So

Nikki Alvarez

we're voting.

Unidentified speakerVoice A

So if you wa if you want Commissioner Starkey to be Chair, it would be yes. If you wanted Commissioner Oakley, who you've nominated to be Chair it would be nay.

Christina Fitzpatrick

Come

Unidentified speakerVoice C

boy.

Christina Fitzpatrick

No.

Nikki Alvarez

And uh District Five, Commissioner Oriano.

Okay. We have three votes. for Commissioner Starkey. I'm sorry, three votes for Commissioner Oakley, two votes for Commissioner Starkey.

Kathryn Starkey

You voted

Nikki Alvarez

on Commissioner Starkey.

Kathryn Starkey

And now I now I'd like to make a comment. Okay. So We have had a tradition in this county of rotating the chairmanships. And um I'm a little offended here today. I've been a commissioner for eight years and a school board member for six. I ran a very efficient meeting. Um I don't understand this. Slight and I I frankly I'm I don't think it's appropriate. And um I'm just disappointed. Uh

we treat our fellow board members with respect, and I think this is disrespectful, and I just feel that I need to say that. Um we have had

Chairman Oak Commissioner Oakley was chair last year.

Ron Oakley

Uh

uh.

Kathryn Starkey

No? Oh before more, yes. It went I think it went w more Wells, more Oakley, I I don't recall, but Um it we haven't had the rotation that I think is traditional in this county. And uh I think that's a dangerous precedent to set. So Um I'm gonna be voting no for Commissioner Oakley. I think you're very capable Chair, but I think I am too.

be happy to see you as vice chair and and get our rotation going back again, but I'll be voting no for those reasons. Thank you.

Mike Moore

One one comment, if I could too. And I and I could appreciate I appreciate that too. I look at you look at other counties and not every county, you know, does a rotation. I I look at Hillsborough County and and uh their chair was the same for many years actually um obviously that commission felt that chairperson did a good job of running a meeting and basically what you're doing as chairs is running a meeting. You know we don't have a mayoral system here in Pasco County by any means. I mean um the job as a chair basically is just to

run in efficient meeting and that's what it in signed paperwork and that's what it comes down to. So I don't you know, I understand. I don't want everybody to think it's any type of slight because You know, I think that's a good idea Everybody's a great job and a great job in the community and and such as well. But this is just about running a meeting is really what it comes down to. Running in a in efficient meeting and everybody's obviously capable and uh of doing that, just Some t you know, it's not a good thing. Sometimes

it's just uh You know, but uh Some people feel that. Some run very official meetings. And again that's the same thing I I I use, you know, the Hillsborough County example and they've they've felt that chair. They just keep bringing the same chair back, back and back and everybody's fine with it there. Oh.

Nikki Alvarez

Any other comments? Right, I'm going to call um for a Commissioner Oakley's vote. We had the nomination by Commissioner Fitzpatrick. Do I have a second?

Mike Moore

One second.

Nikki Alvarez

All right, second by Commissioner Moore. I'm going to call roll call vote, District One, Commissioner Oakley.

Ron Oakley

Aye.

Nikki Alvarez

District two, Commissioner Moore.

Kathryn Starkey

Aye.

Nikki Alvarez

District three, Commissioner Starkey?

Kathryn Starkey

No.

Nikki Alvarez

District four, Commissioner Fitzpatrick. Aye. District five, Commissioner Mariano.

I'm sorry I didn't catch that. Thank you. So we have a vote of three in favor and four against on the vote. The uh motion carries

Unidentified speakerVoice A

three ahead. Three in favor, two against the.

Nikki Alvarez

I'm sorry, it meant that opposite. Three in favor, two against the vote. Um Commissioner Oakley is the new chair. Thank you.

Mike Moore

Okay. All right.

Wait, hold on. You need to keep the best.

You got this?

Christina Fitzpatrick

Please.

Mike Moore

Well you're quick to move that, weren't you?

Kathryn Starkey

If

County Administrator

you're already on the move and I will make the same.

Kathryn Starkey

Do I don't have to move, do I? Uh sometimes I have to go over there.

Mike Moore

Which one?

About the same. We'll get new ones. That might be mine. I don't know which one's mine.

Ron Oakley

All right. We'll get another one.

You're safe.

Yeah.

Thank you for the board's confidence. I think ever like I say, I think everybody's Very If you're good at running meetings. Um At this time we're gonna Uh open a floor for Nominations for vice chair.

Unidentified speakerVoice D

One. Well nominate Commissioner Starkey.

Christina Fitzpatrick

I'll second.

Ron Oakley

Have a nomination, Commissioner Starkey, Vice Chairman, and I got a second by Commissioner Fitzpatrick. Any other nominations?

Unidentified speakerVoice E

Nope, we're good.

Ron Oakley

Bash? So we only have the one nomination vice chair? And We s probably still need to have root call, but we're not going to be able to We have to have a roll call vote.

Nikki Alvarez

District One, Commissioner Oakley.

Ron Oakley

Aye.

Nikki Alvarez

District two, Commissioner Moore.

Kathryn Starkey

Aye.

Nikki Alvarez

District three, Commissioner Starkey. Aye. District four, Commissioner Fitzpatrick. Aye. District five, Commissioner Mariano.

Ron Oakley

Hi. Thank you. Votes unanimous for Mr. Starkey, the vice chairman.

It's okay.

Mike Moore

I don't know what you give this chair, Commissioner Oakley or Chairman Mariano.

Ron Oakley

You got a problem with the chair or

You got enough room over there? Right.

Okay.

So that takes care of the reorganization.

What comes next here?

Public comment. Other comments. Okay.
