Several speakers are squeezing their incomes to try to afford housing. I also wanted to take a brief look at who are the people earning these 80% AMI or lower wages. And so you can see that these are people, not just unskilled laborers, but also teachers and bank tellers and building inspectors. You know, I've often seen people talk about affordable housing as something undesirable, and the people who live in affordable housing. are stigmatized, but all of us every day not only are uh encountering people but are dependent on people who are at these income levels. And so I think it's important to make sure that they are included in any plans we have for housing in the county. And so this uh slide is a snapshot of on average what it costs to buy or rent today and who can afford it. Now, again, if you've lived in your residence for a longer period of time, you probably have much more affordable housing. Your rent is lower, you

Oakley Forty percent of the citizens of Pasco County and forty percent of our workers uh need affordable housing. And what they c some people call affordable housing right now in Pasco is not affordable housing. People cannot live in the places because they're but I know it costs too much.

Several speakers that if you are paying more than 30% of your gross income for your housing costs, your housing is not affordable. You are considered cost-burdened if you're paying over 30%. And so on this slide, you can see what affordable housing looks like based on different household incomes. Now, let me just clarify that to make this sort of a simple overview, I'm just doing averages of median income. So Marcy will provide a table that sort of breaks this down more by family size, but just on average, you can see what different income levels are, what you can afford to pay at that 30%. Affordability threshold and so what income what what rent you could afford or housing costs you could afford based on that income. And what you'll see as we go along is that there's a disconnect between what people at 50 or 80 percent of AMI can pay and what people uh what what rents and housing costs actually are in the county. And the next two slides further explore. This concept

Several speakers So our next item is on the committee that uh Commissioner Starkey. It was on the Affordable Housing Advisory Committee and this is our report uh to the Board of County Commissioners. And these are the uh incentives. So on the next slide, uh it talks about the responsibilities of the Affordable Housing Advisory Committee, and that's the AHAC. And their responsibility is to uh present a report to you and the Florida Housing Finance Corporation that includes recommendations on listed affordable housing incentives. That are in the Florida statutes. And we review the county's plans, policies, and procedures, ordinances, regulations, statutes, and comprehensive plan, among other documents applicable to affordable housing for the evaluation of their impacts on affordable housing projects. So they met this year in the spring, and on the next slide. They looked at the following incentive strategies. And again, these are all by law. And I will go through each of them and say whether or not it's in place or whether or not we're recommending it. So expedited permitting for affordable housing is already in place. The modification of impact fee, you all waived mobility fees last year. or affordable housing, so that's in place. The allowance of flexibility in densities

Oakley I think you find out in in Pasco. Most of the houses, new homes being built, are way over three hundred thousand dollars. I mean they're four hundred thousand, five hundred thousand and not affordable for most people. I mean it takes two red winners working in a in a home bringing in good pay to be able to afford one of those houses. Absolutely. We uh We need a lot of housing that is affordable for our workers that are coming in for jobs we're bringing in. uh all over the county. We don't have the housing for them yet, but we have to be and that's why we're having this meeting, 'cause we know we need workforce housing. So

Sheriff Well the the issue and a good point, Mr uh Commissioner Oakley, is that we have to it's a federal thing, but we have to raise the um salaries for affordable housing because I can imagine the majority of your workers and a majority of members for us cannot go into affordable housing because the numbers are so slow. But however, they're in a conundrum because they can't afford regular house.

Several speakers I view affordable housing like any other piece of infrastructure. I mean it's like parks and libraries and roads and fire stations. It's a It's a needed piece of infrastructure and so It's not to say the development committee is going to fully solve the problem, but they should be part of the solution. In other words, use what we do with this, combine that with some of the money that Marcy's talking about. I think we can come up with a comprehensive plan that actually addresses our affordable housing needs. But there there's no one silver bullet when it comes to affordable housing. That's why we're giving you multiple strategies so that we're not putting the burden on any one particular group and
