Moody I'll just comment my personal feeling. about this is Providing a government subsidy for housing didn't make housing affordable. It just provided a subsidy. I said it before and I will say it again. If we want to make housing affordable It requires innovation. Changes to our land development code and changes to the building code. That being said, that's not an issue in this case. In the last case, and I made the same statement. there was a special privilege being requested by the applicant and that I get this density if it's market rate. And a higher density if it's affordable. Which I'll call subsidized. But that's not my job as a planning commissioner here. I'm to look at compatibility surrounding land uses and the like and I don't find this incompatible and I think they've made the case

Moody They they say it's affordable if The renter is not paying more than thirty percent of their income. So for a single person household, thirty percent of seventy-three thousand dollars is what the rent is for

Moody Not quite sure whether I'm gonna support the motion or not. I'm just gonna say one, I'm idol ideologically opposed to this type of development to begin with. Because I don't believe affordable Housing housing is not made affordable by redistribution of the wealth. Housing is made affordable by innovation. And a real tough look at our 1500 plus page land development code. Every one of those things imposes a cost. And I will tell you in being in this business That the biggest effect On the cost Of living or the cost of a home is called the Florida Building Code. And I think the legislature needs to go back and take a big, strong, hard look at the Florida Building Code and how it impacts cost.
- PC ten cultural and historic resources code amendments
Moody There's been we've had two cases today with dealing with affordability of housing. and I listened to the board's workshop. on housing affordability. And you know what I was shocked? not to hear when I listen to all of those discussions. No one's ever asked why is housing not affordable? No one's ever asked that question or attempted to ask that, answer that question. And here's an opportunity to reduce the cost. Uh you know, the cost that goes into a development. There's already a state process to deal with this. Why duplicate that and add to the cost? We want to solve our affordable housing problem. Let's let's start looking at the costs. of the housing. You know, and every time we pass another regulation There's another cost. And that's why in October Starting in October, then if you want to pass a regulation, you're going to have to provide an analysis

Moody With all due respect, we've had Lots of affordable housing developers in here that are building nice new complex with recreation facilities and swimming pools and neighborhood parks. This is taking an old motel and turning it into a bunch of efficiency apartments. I'm not sure I call that affordable housing, and I think your application was filed long before there were any hurricanes. So I was

Moody Yeah, but the I think the question is, and I don't know that you can answer that. What's the mechanism to enforce that. Once the once the Buildings are built and they are occupied. Doesn't matter what it says in the comp plan. Now your use is there. Your grandfather didn't N And Nobody can do it. Right now the penalty for not providing fifty percent of Not affordable workforce, housing. is that your your maximum development entitlement is twelve dwelling units to the acre. So I think the question is what stops you from coming in saying, yep, I'm making fifty percent of these units affordable. I'm gonna develop them at twenty-four units to the acre. And then you no longer keep them workforce housing. Well we can't come make you tear down half the units.

Moody I do too. I th 'cause I think it's confusing. Yeah. And when I I was surprised when I asked Denise about the numbers because in the staff report it talks about well This is a located next to transit stops and then talks about the benefit of the trail and that That the people that will live here necessarily can't afford transportation and that'll make their housing more affordable and I'm trying to figure out how someone who makes seventy three thousand dollars in a single person household doesn't have a car. 'Cause I'm d they probably don't make seventy three thousand dollars without that car, but
- Senate Bill 102 Live Local Act affordable housing zoning
Moody I think it's the number seven million seven million bootings that they're incentives that they're going to pass out to try to in a hurry Affordable housing. We'll have to see how that goes. Sometimes and I can think about that with a couple of years ago the solution on roofs and they allocated a bunch of money that never actually got distributed. So we'll see how that actually plays out.
- PDE-25-78-18 HCM Hospitality MF1 rezoning
Moody respect now to make this a multifamily development. Like I said, if you were promising me a brand new shiny brand new multifamily development that was deed restricted for the next thirty years for affordable housing, I might look at that different. But there's no guarantee here you come up and you make that claim today and there's no guarantee that when you leave here tomorrow that that's what we'll actually get. Is it really what's affordable or what we can what we can get out of the people?
- Senate Bill 102 Live Local Act affordable housing zoning
Moody Ironically. I don't know. Fortunately or unfortunately, creating new commercial under our comprehensive plan is not easy either. So it's not like we're gonna go out and entitle a bunch of sites that they can use for this.
- PEG 24-7777 Little Road MPUD Habitat for Humanity 23 homes
Moody So Maybe I don't know maybe you can answer this question or not. I mean past experience with Habitat for Humanity is they get the homes at little to no cost. They have to work to help build the things, but This is not the typical this doesn't sound like the typical Habitat for Humanity project here. income restricting these homes. It I I'd I'd It sounds like they don't necessarily have to do what we know as a Habitat for Humanity project. They could just sell these lots to people and build houses and as long as they make less than eighty percent AMI. sell them as an affordable housing project, not what we typically know as habitat. And I'm not saying that's n a reason to deny it or approve it or one way or just curious.
