    Yeager Okay. I First of all, I trust our sheriff. I trust our sheriff's office. That stuff is going on in other counties, not in Pasco County. Those cameras are everywhere. They're at Lowe's, they're at the outlets, they're everywhere. So that the the cameras that the sheriff's office has control of, I trust the sheriff. And also you cannot see people's faces in those cameras. You see the license plate. That's it. And I'm not a big camera person, trust me. I lived in downtown New Port Richey. I called Brad. I'm like, I got another freaking camera speeding ticket. But they're not using it, they're not using it for speeding tickets. It has to have a case number. You're only looking at the license plate. And I I trust the sheriff. I don't trust other counties, but I trust Pasco County Sheriff's Office.

    Yeager support? Uh would you support us keeping our agreement with the Sheriff's Office on the on the license plate readers that Pasco does things differently than other counties and people can pull up on YouTube and all these other things, but they they're not it's not Pasco County. It's not what we're doing. We're not keeping the data. It hasn't been hacked into and it's helping the Sheriff's Office.

    Adam Brusselback Hello, my name is Adam Brusselback. I live at [address removed]. I'm a software engineer and a small business owner. I'm asking you not to approve more license plate cameras, and I don't think the ones that are already up should be there. One camera reading one plate tells you nothing about a wider pattern of life. Neither does a hundred separate readings sitting in a hundred separate places. But put them together in a database and the pattern bec appears that nobody intentionally collected and nobody approved. which neighborhood a car sleeps in, where it goes on weekday mornings, where which church, which doctor, which meetings, and who else's car was parked there. That pattern isn't a single record. It comes out of assembling them. And once the system exists, assembling them takes a few seconds. There's a reason the Fourth Amendment exists. Before

    Chase Daniels a car there in that far right lane ahead of the the vehicle. Um but as you can see we we don't see any any details on that. Um next slide, please. And so then I I do think it's important to also make sure that that the board and the public understand what like License plate reader cameras do not do. So there is no facial recognition. It cannot identify a person by their face, and there is no ability to search for images of people. There is no audio. I know that is something that we've heard. There are some cameras that do collect audio. So it's something that you guys may have heard called ShotSpotter, for instance. Like the Jacksonville Police Department, I believe the Tampa Police Department have. Shot spotter, what that does is it listens for sounds of gunshots and then it can trigger law enforcement. They just picked up a sound of gunshots. That is not something we have. We have no intention to have that. So our cameras record no audio. And they also record no video. As I mentioned, they're still shot in a in a point of time. So they actually offer uh in some instances less information than uh than a standard DOT traffic camera. Um

    Adam Brusselback The cameras just feed it. With Action, the integration is the product, plate readers, body cameras, in-car video, drones, and a mapping platform wired into the state and national databases. All of which from or all of it comes from the same vendor under one contract. Every piece added makes the pattern sharper. None of it comes back to this board for a vote. It shows up as a feature. So don't approve these and take down the ones that are already up. Thank you.

    Chase Daniels Uh so so first of all, I I think it'd be important to address what an automated license plate reader is. Uh and so what you'll see there on the right side uh is actually one of our sheriff's office vehicles. Uh for the purposes of this presentation, uh all the vehicles you're gonna see except for for one uh are sheriff's office vehicles. I do have a real life example, uh but we we blacked out the the pertinent information uh in that. Um but so what a what a license vehicle is. License plate reader is it is a still image of the vehicle. So it's a snapshot, it's a snapshot at a single point in time, and it's the same view that any deputy or any citizen uh in the public right-of-way could could lawfully see. Um and as I mentioned earlier, they're installed uh with permission, they're placed in the public right-of-way uh either under permit through the Florida Department of Transportation if it's a state road, or with our agreement with with Pasco County if it is a county road. Um, so the one thing I do want to point out in the in the actual capture, um, as as you will see, uh it is a very narrowly tailored picture. Um so you know, for instance, you know, there appears to be a car traveling the other way, um,

    Chase Daniels but with the positioning of the camera, we are not able to capture any details on that camera. And also there are no details about who is driving that car. So, for instance, you cannot see into the passenger seat or the driver's seat, but in said it it largely captures the back of that vehicle and uh and its license plate. Um next slide please. So, this is what a search looks like. Um, and again, so this is specific to Pasco County. Uh I just want to be clear that I cannot speak to other counties or other states. Um, but this is what a search looks like for the Pasco Sheriff's Office. Uh so we search by a plate, and so what that requires is first first of all, not every deputy or every member of the Pasco Sheriff's Office has access to our license plate reader. We require them to go through a training and then an annual refraction. Pressure training, and their access is reviewed based on their position. So if someone who is uh certified transfers

    Mariano that's constitutionally that fourth amendment, I think, is something you've got to be real careful to, and I don't think we need to do it. And for all the down the side it could be. Matter of fact, even today, I was just at lunch. I'm gonna read to you something. Didn't happen here. It was on Fox News at Lunch for just across the street.

    Chase Daniels to another position, we review that new position to see if they still need access, and if they don't, we restrict the access. Um at this point we have approximately 400 people, uh largely uh detectives, and some of our patrol that has access to this out of our 1300 members. Um And then whenever you do search, like I said, it is a a read, not a not a recorded video feed. So each result is a still image, and that comes with the camera location and the timestamp. We then also require that the that it be tied to a case and logged. So what that means is every time someone runs a license plate reader scan, it is required to be tied to either a case number or an active call number. We know who made the search and they are also required to type in a robust narrative regarding why they are doing the search. Our policies do not allow it just to say something like search or bolo. Instead, it requires a witness told me that the suspect left this location driving a vehicle with license plate ABC One Two Three. We we require that level of detail and and that again protects the public but
