Mike Carballa Thank you, Matt. Thank you. So yeah, so as as Amy alluded, today you're voting on the ordinance. This will add the operations portions of the park budget to your MSTU. Currently, as you pointed out, the MSTU is for maintenance only and it is set at zero mills. In June, we will have the discussion, we will need to have the discussion more in depth. We'll have taxable assessed values. It'll be a lot easier to have a more realistic discussion on what you were going to set that millage at, and if you want a reduction in your general operating millage, what that needs to be. It's important we have that conversation because to be you have to unanimously approve. Based on the current interpretation of rules here, that you have to be unanimous in setting that millage. If you are not unanimous, it goes away. So it's very important both for our staff as they push forward in planning the budget. Um and and we we march towards September when we have public input that there is alignment on that. So we will be having that conversation more in depth in probably more detail than you care to have, but
Mike Carballa that rate is set. So uh and then of course then the board directed uh us to reduce the general fund millage uh as recommended to seven point four two nine two according to the next slide.
Mike Carballa Yes, sir. The the the target, the the board policy target that we we discussed in January was uh sixteen point seven percent, which is sixty days out of three hundred and sixty case. We're still coming.
Mike Carballa No, no, you've you've adopted a flat a flat operating uh millage. Um but if if there is a reduction or a hold at this it it only requires three votes of of the the five that are here today. With regards to the MSTU, the MSTU is um is handled a little differently. So the current millage, I'm gonna you I'm gonna round here because I don't have the exact numbers in front of me. The the current millage is approximately one point eight. In order to adopt that millage, it requires or 110% of that number, which is approximately 1.84, it requires four votes of this membership body. Anything above one point eight four will require unanimous consent of the membership of this body.
Mike Carballa And then you can also at that yes, sir, we would go through the same same discussion on the general operating millage and if the board wanted to adopt that the vote thresholds are different, of course, for the general operating millage. But Nevertheless that would be a discussion that the board would have.
Mike Carballa My my recommendation would be you hold the millage level and then we come to where it is and then we would come back to you with with the proposed number at the adoption based on this on this guidance. Okay. All right. Understand that.
Mike Carballa So the proposed millage of 2.3 would have resulted in an average cost on on the whole to the homeowner of $230 per year. Now that is a $150,000 taxable assessed value home. Doesn't mean that's that's what the taxes are. So with a homestead exemption that would be a hundred thousand dollars. That is your is actually your your your median or average taxable value.
Mike Carballa If if the board elects you know the current example of 0.01 mils roughly half a million dollars I would seek to cut that from recurring spending and if it's this board's desire to because of the condition of the parks budget to leave that off limits I certainly will not touch that.
