Kathryn Starkey Thank you. Um uh Tina Russo is is uh watching us and she just reminded me and I meant to say this, so as you know, Tower Road is the Orange Belt Trail. So one of the most Important trails. I think it's gonna be in the Tampa Bay area. It's gonna be the Orange Belt Trail and that is gonna go right in front of it. So another function of this park is a trailhead for the Orange Belt Trail. And right now we don't have a even have a trailhead for the Starkey Trail. People are parking on the grass over there on Trinity Boulevard. Um And um and Tina mentions that she also did work with BMX in Hillsborough County. So um I um recall that the legislature helped fund the rowing complex. In Sarasota County. I don't know if our county attorney who lives down in that area knows anything about that, but they got a nice allocation. She was here. And so there are there
Kathryn Starkey Yeah. Um it's easy to put those on those signs and let those folks who were riding the trails uh nowhere restaurants or other services or other amenities are around you. So I hope that we get maybe this is the year we get going on some branding. And that that trail that you saw going across the county Uh it's called the Orange Belt Trail. And that f that somewhat follows the Orange Belt Railroad right away, which sadly This county did not hold on to. We have some of it. Um, but it was actually auctioned off on our courthouse steps decades ago. When I became a commissioner, I I I think I stopped it. I tried to stop it. So um we have to do some workarounds. Uh but we uh It's just another route for the coast to coast and it it has more economic opportunity in our county because it goes through some some areas. uh where the where there is opportunity where the the s current Sun Coast
Kathryn Starkey It's the Sun Trail funding. Okay. And so we have we do have that coming on the I believe it's the south side of Trinity Boulevard. It'll go all the way up and connect to the existing trail um at the your public's there at um community drive and then Parts of it are already built that goes all the way to Rangeland and that'll eventually come up here to the With Lacucci State Trail. That is the continuation of the Pinellas County Trail. It's the old Orange Belt Railroad line and that construction should be starting soon. So I don't know if you might go back to your Pinellas County um um folks and make sure they have They have they do have the right-of-way, they can continue that to East Lake. That would be good. Then we could connect that stretch to the Penales County Trail over there at where it comes to East Lake and Tarpin. And I I do believe that more and more people are gonna use those trails to get to work um on those electric bikes and scooters and we
Kathryn Starkey Because this is a little different than the maps that Clark and I have been talking about. Because if you look to the left you'll see the underpass for the Orange Belt Trail. But that corridor is not reflected on this map. So
Kathryn Starkey Do you have more questions? No, I'm good thinking and maybe I might generate some for you. Okay. Um so I wrote down things as people were talking to talk about. Um someone brought up the roundabout up south branch. Well, I think you what you just said is the reason why we're doing these roundabouts. It makes it safer for pedestrians to get across. This is a major trail for the county coming through here, the Orange Belt Trail. It's starting in Trinity, May. already started in Trinity and is going all the way across the county to the Withlacuochie State Park. And we want people to be, all those people that live on the south side, to be able to safely get to the trail. And uh and traffic, you know, traffic calming. If we don't have those roundabouts and we have that, and I'm talking now on the west side, we won't have this, I think, on the east side, but if we have this road with wilderness on one side and very few cross crossings,
Kathryn Starkey Okay. Um I I couldn't let you leave without talking about trails. And um we already had our discussion on uh the orange belt. But um Jack and Ron, you might rec Ron you might recall when I was on Tampa Bay Water. I knew and and you were talking about this new um uh line going in in southern Hillsborough County, I just wanna remind you that your corridor makes for a wonderful public purpose. If you put a trail on top of it. Whether it's paved or not paved, um, it allows for the public to go through some pretty some pretty urban suburban areas in a corridor that um We'll have a lot of investment. So I hope someone over there is working on that.
Kathryn Starkey Well, I enjoyed my time on Tampa Bay Water. Um, and uh it's great to see you here today, Chuck. And I um I know we were all a little frustrated how long it took to get that South Hillsboro County deal going. Um but that's underway and you're under great leadership with our commissioner over here who I know is very excited to be chairing Tampa Bay Water. So um um I did wanna give well Uh off the record when we're not on camera, I'm gonna I'm gonna give you an office. You need to go call them uh and tell them to fix their toilets. Need to get on the the low flow toilets. Uh but I won't embarrass them online TV. Um but welcome and uh thanks for all the good work you do. And thank you very much as well for working with us as we um go to put in our Um Orange Belt Trail across the county, which we think will be an amazing trail for the community. I know it's g uh going a little bit through the
Kathryn Starkey Okay, now I want to show you um she hasn't got it up there yet, the coastal encloped trail. Um which is over by uh Strabour Memorial. And um this so we have a penny for Pasco. And um some of that money goes to build the trails. And this was um built with the penny money because when the Starkey gap got funded by the state. when they rolled out the uh money for the Coast to coast, we were able to pivot that funding and build this trail. So Here it is um can you zoom out a little bit? It goes through some land that the county owns, it connects a high school, Um but if you Can you go so you can see Enclot Boulevard? Keep going. Keep going. So there's Anclo Boulevard and and that trail it comes down Anclote. It goes into Pinellas County. Can you move it? Well you can see yeah. And it goes across the river And it connects into Tarpon Springs to the Pinellas Trail. So it's our it's our second connection to the Pinellas Trail. Um which your your trail goes up to Penales County and to the Penales Trail. But we would love for you to consider this part of your Um
Kathryn Starkey Charles, when you're at the meeting tomorrow, um something that We're kinda a little late to the game here in the county, but something that we're asking DOT to do is consider uh when they're widening a state road is to put an underpass because they're so much cheaper and safer than an overpass. Right. And we're trying to get one on fifty-two in this last section that we're widening it. Well we have critter crossings and they would just go, you know, four inches higher. it would legally let us go through on a bike. And that's another thing we have to discuss with the state and I'd love TPL to help. And that is um We could go under the Sun Coast, uh, you know, which divides our county east and west, uh over here on the west side. Those who are living on the w just east of it cannot safely access the trail. Um and there are critter crossings going underneath it and when we were developing Bexley, I tried and tried and tried with the state. Uh and they and the developers willing to pay for the spur that would go under the Sun Coast and connect to the trail that's on the west side
Kathryn Starkey Um it's gonna be um behind one one Pasco Center to the north. Right. But that trail follows the abandoned railroad line corridor that goes down to Trinity and connects with the um um Penales Trail. Okay. And so we want to make sure that we're keeping that in mind. And Well I have an engineer sitting over there. Um for some reason I haven't been able to be successful to move our multi use paths away from Being swished up against the road? So they're really more glorified sidewalks than a ve a nice trail. So I just want to remind everybody Because a a land use attorney brought it up to me. Not the one sitting here. But another one that He said, Well you're you require two feet and I said, No no that's the minimum. The minimum.
Kathryn Starkey of it. And it was seven foot six. And they wouldn't let us do it. Um and I can tell you around the country there are many trails that go under a road, state road. That are under eight feet.
Kathryn Starkey Yeah. I and it's uh that when it goes over the river there it's an old railroad corridor. Um I we have to check where the city of Tarpa Springs and Penellas County is because they had to do some showing up of some of the footers of the bridge going over the river, but Um Uh so I served three governors on the State Greenwoods of Trials Council and Ralph over there, Ralph Lair How long were you on? Eight years? When Weatherford came out, I think he pointed Weatherf did did Will point you? Yeah. So Ralph just came off of the Greenways and Tales Council, but Um It's it seems like it's a good addition for that trail and uh we you know, we don't I don't know if we have one sign in the county that identifies any of our trails being part of the coast to coast because every county is responsible for the signage in their county. There was a time when we had some money set aside for branding. and for wayfinding, but it went to uh the w actually went to the Wiregrass sports complex for tables and chairs because they needed it.
