Item P43 was published in the Tampe Times on February 5th, 2025, and affidavit of certified mailings and site postings. The item was continued from the March 25th, 2025, BCC meeting, where it was continued to the April 22nd, 2025, BCC meeting, where it was continued to today.

    MarianoVice Chair

Right. If I could, um I wanna postpone f P forty three till Commissioner Starkey. Um Then let's move to P forty four.

    Unidentified speaker

    Mr. Chairman Mariano.

    MarianoVice Chair

Okay, let's go to P forty five.

    StarkeyChair

Item P forty five was published on Tampa Bay Times on April 2nd, 2025.

    Oakley

Mr. Chairman Mariano. Um For item P forty three, the applicant as of this morning has requested or as of this afternoon has requested a continuance to the June seventeenth, twenty twenty five BCC meeting in New Port Richey. Okay.

    MarianoVice Chair

    Um

I'm okay with the continuance, but here's what I don't want to see happen, um, especially with Commissioner Yeager not here. You got some people that are probably here to speak to this item?

    Unidentified speakerVoice A

    Yes.

    MarianoVice Chair

That are probably gonna want to come back to see it after they make their comments the following. So if the board's okay with continuing it, I want the public to be able to speak to it. But I don't want to preclude them from speaking again later on depending what the changes are coming forward.

    WeightmanSecond Vice Chair

Well if that's if that's the case we might as well wait.

    Oakley

We don't need to have the We don't need to have public comment on it.

    MarianoVice Chair

Well if I got some people that really want to speak that can't make it, I don't want to preclude them or maybe maybe they're not sure if they're gonna make it. But

    Oakley

    up to the county attorney,

    Unidentified speakerVoice B

I guess. Well it was not a It was not advertised as a continuance. The rule has been that if they cannot make it back to the continuance date. that the board will take that public comment, but they can't have two bites at the apple, they can't speak twice.

    MarianoVice Chair

Well I I'll say this with this item in particular. Um I had met with the developer I told them what I wanted to see. And from what I can see it didn't happen. And I think the same complaints or concerns I had were there. And again When this comes back, I'm sure there gonna be some changes. and they may be satisfactory or not, but because of the sensitivity of this development And to what's going on with it. Um I think we should make an exception to the normal rule that we have we you can't speak

twice because I know there's gonna be some changes. And I don't want to preclude them if they can make it or can't make it, not to get their input in now. Because I think it's important we hear it now. And then we'll let the developer at that point

Come back in and do another hearing with it. But I I think it's like a unique opportun a ne a unique situation.

    Oakley

    All right.

If there's gonna be changes to it. They'll be speaking on something that might not even be in the They they would probably need to hear those changes prior to having that meeting in June.

    Unidentified speakerVoice C

    Well Commissioner

    Oakley

    Weightman.

They're they're kinda wasting their time talking about it if it's if it's not gonna come forward.

    MarianoVice Chair

And I'll say th the the reason I I differ I differ with that is because what's gonna happen is as they speak to it, there may be some things that are gonna get changed, some things not. And If if I think the developer hears it it may affect them to actually make the move on it to make it make it as good as it can be.

    Mike Carballa

Did you have your hand raised, Mike? I I I did. I I'm told the Commissioner Yeager is online. As well. Just just so you for your awareness, Mr.

    MarianoVice Chair

    Chairman. Okay.

    WeightmanSecond Vice Chair

    Well.

    We have four then.

I'd I'd be okay with them speaking, but Again, we don't know what those potential changes are. We don't know. So we're just Shooting in the wind a little bit here.

    MarianoVice Chair

Okay. So do we do we want to prevent people from speaking the second time is the question right now. Commissioner Oakley doesn't want to speak again. I do. I'm a speaking. Twice.

    WeightmanSecond Vice Chair

Uh potentially, yes. Hopefully all the questions are answered and Everybody's okay.

    MarianoVice Chair

Okay. All right. So for the public, if you want to speak to the item, you're gonna be allowed to speak and the second time back again. Um I'm gonna ask you this though, if you hear something that someone says

    Unidentified speakerVoice B

Mr. Chairman. Does that mean you're not gonna wait for Commissioner Starkey? Because originally we passed on this one to wait for Commissioner Starkey to come. Back. Because we're

    MarianoVice Chair

not gonna discuss it, I'm okay with it. Uh other otherwise I would've. But right now there's just republican input anyway.

All right. So if you if you're here for P43, you want to speak to it, we are going to continue the item, I believe, but we'll give you an opportunity to speak if you want. I don't want to I want to preface, please do do not extend this if you want to have something to want to say. If someone says it before you, don't feel the need to say it again, but just I wanna get some input from you to what you're thinking with the neighborhood.

    StarkeyChair

I do have three people signed up for P forty three. I can pull their names if you'd like.

    Unidentified speakerVoice B

Let's call them up. And this is the comprehensive plan amendment, not the rezoning. Not the rezoning, just a comprehensive plan amendment.

    StarkeyChair

I have uh uh Tyler, I think it's Sander.

    Unidentified speakerVoice D

Three of spinners. Sanders. I put down P55.

    StarkeyChair

Okay, so someone under um then maybe it's Robert Jarnell. Jarel. Jarel, thank you.

    MarianoVice Chair

This is just for the land use. We're not talking about the zoning.

    Robert Jarrell

Hi. My name is Robert Jarrell. I live at [address removed]. I've been there since two thousand and seven. Just for you just so you all know I paid six hundred and seventy five thousand dollars for my house. I have horses, I have donkeys, I have goats. I live in an agricultural community. I bought the house because it's an agricultural community. The developer is proposing to put all these house all these townhouses and everything right behind right against my property, against where my animals are and where my family is. The problem I have with this, beyond the

fact that they're gonna be putting hundreds of cars coming ba back and forth in commercial. right next to all my neighbors. is that my property and the developer did not know this at the Planning Commission meeting They didn't even under understand that this was happening. My property floods. So bad that I have two hundred and fifty about two hundred yards of fence div between mine and my neighbor's property. That my fence, the bottom of my fence for two and a half feet is rotted out. My other my other neighbor fixed it. That's

how bad my property floods now. If you guys understand What this is ha what's happening here, they're gonna elevate that property and whatever they do to that property is not gonna mitigate the fact that my property is low. I've called swift mud, I have a delineation line, my property where my pasture is for my animals, my horses, and my donkeys, is considered a dry lake bed. is exactly against the um the uh south side of their property. We

are not happy about this. We have over 130 signatures against this development right now, guys. When does that happen? And that doesn't include the people that couldn't sign it in our neighborhood because we have a neighborhood chat. Everybody is against this. I implore you. Implore you. Please look at this very, very seriously as this is gonna be a detriment to my community and all my neighbors that are next to it or anywhere even close to this. This is not a good thing

for our community. It really is not. The traffic flow out on Little Road and Jasmine Boulevard, there are accidents there. You guys can you f go look at the the the studies.

I mean there's gonna be more traffic in there. It's not even a there's not even a light there where they're gonna be coming in and out of And guys, I wanna t though, I want to tell you real quick. Unfortunately, I have reached out to the owner of this property. This property has become a racetrack for off-road vehicles right now. I've asked them over and over and including the last planning meeting, told them about this. They won't even bother to put a gate up. They don't care. I talked to FWC, they have um a tortoise, uh uh engineer tortoise

um uh uh thing there on the property. The tortoises are getting killed by all these people riding around there. They don't seem to care, they're not doing anything, they won't even answer me. I've tried endlessly to you know talk to them about these a lot of these issues that are going on there. I'm going nowhere. And they just don't seem to care, guys. Thank you. I appreciate your time.

    StarkeyChair

Thank you. Um who do we have next?

    MarianoVice Chair

    Madam Chair?

    StarkeyChair

    Yeah.

    MarianoVice Chair

So we decided that there's like maybe two other speakers or one other speaker that's gonna speak. We're gonna let them speak again because it's gonna be continued coming up. They're asking for a continuance. Okay, but I did want to have this input done.

    StarkeyChair

    All

    right,

and uh thank you for indulging me. I had my dryer delivered from the hurricane. And um the door was opening the wrong way so I couldn't use it so they had to figure out how to Open it the other way. And I don't think they'd ever done that before, so it took 'em a long time.

    StarkeyChair

    Okay.

    StarkeyChair

    Um

    StarkeyChair

I have a a procedure request or question um for Mr. Seinsnyder. Did for this item did the since it's going to be continued or presented Do we still need to read the title of P forty three into the record?

    Unidentified speakerVoice B

    Would be nice.

    StarkeyChair

Okay. Yes. So Mr. Pitos, would you mind?

    Oakley

Item P43 is PDE 2500054. This is an ordinance amending the Pasco County Comprehensive Plan, providing for a comprehensive plan amendment to the future land use map, Map 2-15 and Sheet 10, from Res One, residential one dwelling unit per gross acre, to PD plan development on approximately 7.83 acres of real property located north of the intersection of Little Road and Jasmine Boulevard, and a text amendment creating. Sub-area policy uh flu seven one eighty two, Little Road P D, and a map amendment

to the future land use map two dash nine, adding sub-area map two dash nine eighty two, uh Little Road M P U D, and providing for additional text amendments as necessary for internal consistency providing for repealers, so resilience, and effective.

    StarkeyChair

Thank you. I can call up the next um public comment is Tammy White.

    Unidentified speakerVoice D

Can I go back? I I should my comment for P fifty five.

    Unidentified speakerVoice B

Um just a minute please he he was he signed up for the rezoning he should he should be entitled to speak on a compliment amendment.

    StarkeyChair

But that's fine. That's fine. Um I'll you can come up first. Um it is Tyler Sanders, correct? Yeah. Okay. If you don't mind stating your name and address for the record and then you can't

    Unidentified speakerVoice D

    do it.

    StarkeyChair

    Tyler

    Unidentified speakerVoice D

Sanders, uh I live at [address removed]. My property is immediately on the backside. of this development. It currently floods on the back right corner. So I too am concerned, just like Robert mentioned, with the flooding that this is going to create for on the on the back side of my property. But I'm also concerned about having two story buildings right off my my fence line. My property sits up the house and it slopes down as it sits right now. This

row of houses, these um these dwellings will have a direct view right into the to my backyard in my pool. My issue, and I brought this up with a developer, was you know, we all bought into this community because it was zone ER, estate residential. uh with the understanding that it's this is you know you have w a minimum of one acre lot. Um I mentioned to the developer at the meeting that um Um if you were gonna take the 7.83 acres and put seven houses back there, nothing we could do. I mean it's

that's what it's zoned for. Um obviously they want to maximize their profit at our expense. Um I argue with the developer that Even though he said it's going to be these will be upscale condos or townhomes, I said it's still going to decrease our property value. You're putting 23 twenty-four, twenty-five houses back there where we all have to have one house per acre. And I said there's no way that's not going to impact our property values. Um and their response

was, Well, we could put hud Hudhouses back there and I said, Well, I mean a as a threat to us, like well what is that supposed to mean? That you you can um you know really really stick it to the homeowners who are living there and put something back there that's not gonna be as appealing. Um it's gone back and forth on the size of the fence that they're gonna put up to block out the the view bit e no matter what, it's right on my back property line, my two hundred feet Will be now a a row of houses. So

that's my objection is to our property values are going to be impacted as well as to the um flooding that is inevitable is gonna occur. Even though they've they say they're gonna mitigate that, we all know that um, you know, twenty, ten, fifteen years down the road, next storm comes through here. Um No. How is my property going to flood less than it did this last August during the last storm? No, it's gonna there's no way it's gonna flood less. There's a whole lot more houses and development and roads, asphalt uh now right behind

my property. So that's all I have to say, but thank you. Thank you for um l allowing us to speak today.

    StarkeyChair

Thank you. I have next up I have uh Tammy White.

    Unidentified speakerVoice E

Hi, I'm Tammy White. I live at [address removed]. I've lived in my home for thirty-four years. I have seen horrific changes in our community in these thirty-four years. And most recently it just seems like um Golden Acres is under attack. This is gonna put more traffic into our neighborhoods right now All of us that live on the main roads, Hilltop Drive, Osceola,

Lakeview, People come through there and take out our fences. In the last two years I've had my fence and gate taken out twice. One woman took out sixty feet of my fence, her truck was wedged in between two oak trees. It took three wreckers to get her vehicle out of my property And she got away with it.

I'm a widow living there now by myself and I have to take care of what other people do to our properties. It was mentioned at the last meeting that there is a swath of land that goes from that property to Hilltop Drive, and we couldn't talk about it because they said to us, we can't talk about something that may or may not happen in the future. eventually that property is gonna be used for them to go to Hilltop Drive, just like the Greek

church does. And every event the Greek Church has their people that go to these events exit on Hilltop Drive. They end up going into neighbors' properties because they don't understand that it's not an entrance to The church. We have to clean up our roads every single day in front of our house and it's getting worse and worse. I just We

live there for a reason. We want our quality of life and we want it to stay that way. And w we're fighting for it now. And not at not with just this. So you know, please consider that. If you lived in our neighborhood and you were under attack like this. That's just what it feels like. Thank you.

    Okay, is there anyone online?

    StarkeyChair

Um I have two more signed up and I possibly have another. All right, Alan Rose.

    Alan Rose

I have a presentation for the board.

    Oakley

    Move approval to accept.

    StarkeyChair

All all all in favor? Aye.

    Oakley

    Aye. Thank you.

    StarkeyChair

And why are we continuing this one?

    Unidentified speakerVoice B

    Developer's request. Okay.

    Alan Rose

Can we wait till you all get a copy or is this gonna be

    MarianoVice Chair

P please try not to repeat.

    Alan Rose

Okay, here we go. She's hanging it up. Um There are 30 homesteads surrounding this property, all designated as state residential, 15 in Elceola Heights, 15 in Golden Acres. And

What this is gonna do is gonna impugn the neighborhood. It's gonna dramatically affect, as you've heard, our property values. and what w the the what we're used to.

Anyway. I listed all the properties that are surrounding it and every property is on one acre or more. We have residential and uh equestrian Animals and whatnot. The next item that we have is, as you've heard, the traffic. We're a little road bypass coming through our neighborhood. And that's why the traffic summaries that you've seen, the traffic reports you've seen are all inaccurate. If you put those uh speed bumps that we once had back

on our roads, you'll put the traffic back on Little Road and you watch what happens to the traffic on Little Road. We suffer this every day, from four in the morning till nine in the morning, and then every evening, from starting at three in the afternoon till eight at night, the dramatic traffic that we get for the Little Road bypass coming through our neighborhood. They come through. Hilltop they come through.

Because of this. So the traffic summary that they've submitted is totally inaccurate because they don't take that into account. Then there's the flooding. It floods two ways. It floods north and it floods south. To the north you're gonna go down into the Bear Creek Basin, which is an impaired water basin. and to the south it goes over Jasmine and down into are uh wetlands and that wetlands goes throughout golden acres Goes over to Crane's Roost. Floods out. I've listed on this you'll

see where it floods up every year. The two overpasses and this will just increase the flooding we have, the repetitive flooding. And that's gonna it's just it's just gonna be dramatic. And but the traffic is really gonna be horrendous. That's what I have to say. I have 130 signatures of people that are opposing this. all residents of the area, and we all do not want to see this development happen. Thank you.

    StarkeyChair

Thank you. I have um Jeff Hill.

    Unidentified speakerVoice F

Jeffrey Hill, [address removed]. My whole property touches this. So I have one acre, it's like narrow. So where I am now, there's woods, there's a field, and then the church where my son goes to school. When they develop this every inch of my property when I go outside, I'm gonna look, I'm gonna see. People in their houses. Not only that, I'm gonna see the back of a strip mall because they're putting two Strip malls in. What's

gonna happen to my property value? It's gonna tank, right? And I can't sell it now. 'Cause then I'll get sued. Right. It's it's gonna be absolutely miserable. When they were remodeling the church, I was okay with it because it was turning to a school. My walls rattled. What's gonna happen when they build this right here? It's gonna tank my whole property. Everything. My son goes to that school. When school lets out The traffic is from the school. to the next intersection. They're gonna have one

way in, one way out, not gonna happen. They're gonna put a road in, go on the hilltop, and that's gonna go right on top of my fence. It's just I I completely oppose it. It's gonna destroy golden acres. It's gonna destroy my property and my value. Thank you.

    StarkeyChair

I have someone signed up but they didn't put an agenda item. I just want to make sure they're not here for this item right now, Shirley.

    MarianoVice Chair

    I'm left.

    StarkeyChair

Okay. Do you know which item you were for?

    MarianoVice Chair

    That's right.

    Unidentified speakerVoice B

    Yeah, it's actually but

    Unidentified speakerVoice G

    it's actually no secret. Okay.

    Mike Carballa

That public hearing is at five PM.

    StarkeyChair

thank you, 'cause Mike, I didn't see that on the agenda. Um Madam

On the d on the forums. I don't know if any and there's no one on WebEx, but I don't know if there's anyone else.

    StarkeyChair

Okay. Um So is there anyone else here that wishes to speak to this? Okay. I didn't see what you did. Is this just open door for anyone to speak, Jack, at both hearings? Why are we doing that? We have never ever done that before.

    MarianoVice Chair

Well we had a long discussion while you weren't here. What? We had a long discussion about it while you weren't here.

    StarkeyChair

    Okay.

All right, come on down. This is just unusual. We usually don't let people speak here. You won't be able to do it. It's

    Unidentified speakerVoice C

unusual for me to be here.

John Hall, [address removed]. My property is on the north side of uh backs up to the north side of uh what's being proposed here. As they've already spoke to, you know, the flooding issues. I've even worked with Jack in uh years past the church that's north of this property has a massive Flooding issue. That swamp head that's behind there is what my house backs up to. That swamp head has a channel that runs on the north side of the school, uh, that is that floods continuously. The county pumps water from there over to get the drainage over to Little Road to

the thing. There is no manhole for that water to go to. So what happens is the swamp head gets too high and then it floods, which is what most of the properties around there are dealing with. I've been there twenty years this uh this year. Uh I have two hundred and fifty feet along there. Uh Uh flooding issues, like we said, that's that's a massive problem. Property values, uh traffic issues, like you said, already have people coming through constantly down my street every single afternoon. Every evening for at least three or four hours. Um we've got 130 sign thirty

signatures already, which is is gaining. Um The the visual of these buildings too, there's like they're saying, a backing up to their lots, staring right into their bathrooms. I mean who we've been there twenty years living in an acreage. It's called Golden Acres for a reason, right? Golden Acres, that's where we live. So you everybody has at least an acre or more. Uh The uh The uh everyone surrounding us is gonna lose value. We're all gonna be infected in neck in negatively ways and The flooding issue is a

known issue there. It's known. I mean I the county pumps water over Little Road to get rid of it from the swamp pit. And my house is immediately affected. It comes to b right to the back door. Every single time I have a storm. So That's my piece. Completely object. Thank you.

    StarkeyChair

Um okay, so since we're doing something unusual today Are we letting the applicants be to any of this or are we just gonna skip all of that too?

    MarianoVice Chair

The applicant wanted to continue, so we're just gonna

    StarkeyChair

I know, but you opened the door. So

    MarianoVice Chair

    we we

    StarkeyChair

to take all this comment. I think

    Unidentified speakerVoice B

    you you take applicant rebuttal.

    StarkeyChair

    Yeah.

    Unidentified speakerVoice B

    Sure.

    StarkeyChair

I mean I don't wanna be sued. Hello. Good afternoon. Good afternoon.

    Michael Hoffman

I'll make these comments with the understanding that we're going to continue. Yes. Yes, and

    StarkeyChair

you can have your opportunity again, just like

    Michael Hoffman

    very good.

    StarkeyChair

    Yeah.

    Michael Hoffman

    This is uh Mr. Chad

Pardon me. Mr. Chad Davis, uh legal counsel for the uh developer, and Ms. Ava Russo, um one of my engineering staff members. I guess for the record, I guess my name is Michael Hoffman, Advanced Engineering Consultants. Property address ten thousand nine. Gallant Lane, Tampa, Florida. Uh three three six two five Um I don't think I want to go through what we had planned for next Just to address some of the key possibly

myths or concerns. One of the reasons we're continuing this is to have more staff conversation. uh with uh utilities and and storm stormwater management. About a possible existing uh pump out at that location. But I wanna emphasize one key thing here. If you look at the topography of this site On the south, mid portion of the property, there's it's basically like a small hill.

Okay? And that water sheds to the north and sheds to the south. If you leave the same

    StarkeyChair

    there's a ridge, kind of a ridge?

    Michael Hoffman

It's actually like a little hill.

    StarkeyChair

    Okay.

    Michael Hoffman

    Okay. Um if

If you Leave the property the way it is right now. Yes, you will continue to plug. if you develop this property in accordance with stormwater management principles of attenuation Treatment drawdown. We're actually going to improve the amount of water that leaves this site. We're gonna reduce it. Or pre Uh development water. Our post development water has to be less than our pre-development water. because of

the stormwater retention. Underground chambers. The county will not allow us to to put more water in the adjacent properties. It's actually going to diminish. We're going to manage it. So there's concern about us flooding the adjacent people. is actually going to improve. It's a very key point that people are not really understanding. The second thing, the privacy issue. My client is willing to put up an eight foot tall Masonry

fence all the way around his property. If they stay with the current development They're gonna actually have less privacy because there'd be maybe a fence, no fence, two stories. People looking into their backyards, that's still gonna happen. If you also look at that location, the proximity of our uh uh buildings For most of them are several hundred feet to the next structure. There's only one structure to the south, which is only about eighty

feet. But he's gonna have a a beautiful wall, like Mr. Trump says, a beautiful wall. eight foot tall and he won't he won't H his privacy will not be compromised. So you

    StarkeyChair

can't you can't speak up back there, sorry.

    Michael Hoffman

So those are some of the key points. Um Also uh

Oh yes, the concern about the the sliver of land that runs from our property or the developer's property to the east. The developer is willing to donate that land to those adjacent owners. Upon a successful outcome of this to mitigate any concern about people thinking that there's gonna be a road in their backyard. So all these arguments you've heard, very emotional arguments, I get it. But honestly it's

a little bit of a hyperbole. Okay. And uh with that said, Ava, is there anything else I should add?

    StarkeyChair

Um. He's looking like he wants to say something or

    Michael Hoffman

something. So I I think I hit upon the the key points. Um Oh and in regards to property values? This is going to be a new classy development, okay? I would argue we're in matter-of-fact going to improve the property values in the area. Due to the amenities that we're providing and the um next in the next meeting we'll show you the depiction of what it's gonna look like, it's gonna actually improve the property value in the areas. So I think that's what I have for now.

    Unidentified speakerVoice H

Uh good afternoon, Commissioner again. Charles Davis. I'll be very brief. I just wanted to clarify uh the nature of the continuance. Um we also have a companion item, P55. So I just wanted to make sure if we're doing if we're granted this continuance that we're in fact continuing both items.

    Unidentified speakerVoice B

    It'll

    Unidentified speakerVoice H

    have

    Unidentified speakerVoice B

    to be continued at

    Unidentified speakerVoice H

    Okay, understood.

    Michael Hoffman

Okay. Thank you. Um David, do you have anything covered? I think we covered it. Okay. Any other comments or questions?

    StarkeyChair

    I don't think we're going to engage. We're

    Michael Hoffman

just giving you the opportunity to Okay. Thank you for your time. Thank you.

    StarkeyChair

    Okay, thank you.

    StarkeyChair

    Uh

    StarkeyChair

Madam Chair, I have a another procedural question. Okay. You asking

    StarkeyChair

    me or you ask you.

    StarkeyChair

Mr. Steinsny. Um my understanding is that the county staff received some emails. Do we want to put that on the record as well as our procedure?

    Unidentified speakerVoice B

No. If this is a continue this is let's Save it for the full hearing.

    StarkeyChair

All right. Thank you. Madam Clerk.

    MarianoVice Chair

So I move to continue, but I'm not sure if we do a time certain. Terry?

    Mm-hmm.

    Oakley

Uh to the June 17, 2025 Board of County Commissioners meeting at New Porichi, one thirty PM.

    MarianoVice Chair

You sure that's gonna be enough time? Because that engineering is gonna take some time.

    Oakley

That's the date that the applicant has requested. In terms of the analysis that's been Conducted thus far, we have a good head start. The next board meeting in Nuporichi is in August. August nineteenth, I believe, something like that.

    StarkeyChair

So but the applicant said they'd be ready by June 17th? Or who's I didn't hear it?

    Oakley

Yeah, the applicant is requesting June 17th.

    StarkeyChair

    The uh far along?

    MarianoVice Chair

Move to continue June seventeenth. Second.

    StarkeyChair

    All in favor?

    MarianoVice Chair

    Aye.

    Unidentified speakerVoice B

    StarkeyChair

    I think she can vote.

    StarkeyChair

I tried to get online. I

    StarkeyChair

And we will begin with Our public hearing, starting with P fifty three.

    Unidentified speakerVoice J

Yes ma'am. We have a proof of publication

of this matter previously in the February fifth edition of the Tampa Bay Times for the March twenty fifth, twenty twenty five Board meeting where it was Continued to April twenty-second, where it was continued to May twentieth, where it was continued to June seventeenth, where it was continued to today.

    Amy Heiler

Thank you. Good afternoon, Amy Toll with Planning Development and Economic Growth. Item P58 is an ordinance amending the Pasco County Comprehensive Plan. Or P53, excuse me. Sorry, P53. An ordinance amending the Pasco County Comprehensive Plan, providing for a comprehensive plan amendment to the future land use map, map 2-15 and sheet 10 from Res 1, Residential One Dwelling Unit Providation. Per gross acre to PD plan development on approximately 7.83 acres of real property located

north of the intersection of Little Road and Jasmine Boulevard, and a text amendment creating sub-area policy flu 7.1.82 Little Road PD and a map amendment to the future land use map, 2-9 amending sub-area map 2-982. Or adding, I'm sorry, adding sub-way map two-982 Little Road PD. This is a continuance request to the September 16th uh public hearing in Newport Ritchie. I'll take a motion.

    MarianoVice Chair

Madam Chairman Mariano discussion. Um and I appreciate getting the continuance because When this was looked at, uh it's uh again a close based on a special concern, I asked them to do the engineering. They first they could do it thirty days, then sixty days. We're on a third continuance from that point from back in May. I would like to see this continued uh time uncertain. And once they come back with the stormwater plan, how it's gonna be handled, then let them have a town hall meeting, figure out what they can do in the property, and then have it before the residents, and

then go to the Planning Commission, then bring it back to us. These continuances are just not fair to the people to be continued over and over and over again. Some of 'em don't even know that this was being continued and some couldn't even make it today. So I think it's time to start this thing over again because clearly When I told them of the concern of the flooding that was in the area, Uh

And the the I just I don't see where where another thirty days are gonna get done either.

    WeightmanSecond Vice Chair

    Well um Chairman

I mean that's kinda setting precedent for other projects.

    StarkeyChair

Well I want to hear um that with from staff who's been working with the applicant. Where where are where is the applicant?

    Amy Heiler

Sure. So stormwater was submitted, that engineering was submitted, and our stormwater team uh did take a look at it and they confirmed that it's sufficient.

    StarkeyChair

    Okay.

    MarianoVice Chair

Then I'd like a meeting with staff. Move to continue. September sixteenth.

    StarkeyChair

Second. Um all in favor? Aye. Aye.

    Okay.

    Amanda Hill

Item P76 is an ordinance amending the Pasco County Comprehensive Plan, providing for a comprehensive plan amendment to the future land use map, Map 2-15 and Sheet 10 from Res 1, residential one dwelling unit per gross acre. To PD planned development on approximately 7.83 acres of real property located north of the intersection of Little Road and Jasmine Boulevard, and a text amendment creating sub-area policy flu 7.1.82 Little Road

PD, and a map amendment to the future land use map 2.2-9, excuse me. Adding sub-area map 2-982, litterode PD, and providing for additional text amendments as necessary for internal consistency, providing for a repealer, severability, and an effective date. This item comes to you with a recommendation to continue to the October 21st, 2025 Board of County Commissioners meeting in Newport Ritchie at 1.30 p.m. Madam Chair.

    MarianoVice Chair

Yeah. So this item I think came to us in May. And I Toke spoke and I had said that there's no way this is a b g ba basin of special uh closed basin of special concern. This is one Alan Ray's in in his neighborhood. I said then they would have to do a big study to make this done. Our team is actually looking at this as well because the neighborhoods right now have water all the way through them. Staff is actually looking at it and it took them time to get with Swift Mud because we're not in an emergency situation to go forward. But just the rain we've had, these

    people have water everywhere.

    StarkeyChair

Yeah, I heard the engineering has to be redone.

    MarianoVice Chair

It has to be redone. There's no way they're gonna do this in October again. I don't think it's right for the people to have to like wait every thirty days to see when it's gonna go. It's gonna take at least sixty more days to get this done. And I don't know If we've talked to them about what time they

    need,

    is replicant here?

    Amanda Hill

    I don't believe so.

    StarkeyChair

Well, I don't know what what's do we Move it without them being here? I d I don't know.

    Unidentified speakerVoice B

You could continue it to a time uncertain and make them readvertise when they're ready to come back to you.

    Amanda Hill

    I'd also like to mention that uh there's a companion, M P U D P A T, that's on today's agenda for for this.

    MarianoVice Chair

So if we're able to go time uncertain, I'm gonna make a motion to continue time uncertain. Second.

    StarkeyChair

All in favor? Aye. Aye. you. P seventy eight. Uh seventy seven.
