P fifty five.

OakleyChair

Please. Fix five, excuse me.

StarkeyVice Chair

P fifty five was published in the Tampa Bay Times on March third, twenty twenty one.

Unidentified speakerVoice A

Good afternoon, Commissioner. It's ain's a call with public works. Um this is is uh PW21-0020 Aristida, PVAS number 3439. This is a microsurfacing um project and it's board initiated. Can I?

Moore

Where are all these at? Fifty of them. Um

Unidentified speakerVoice A

Okay. Went too far, so Okay, um there are seven roads in this project. Uh they're counter maintained and paved. There's a hundred and twenty-three lots. Um 120.76 ERUs. The estimated project cost, and as I said before, this is microsurfacing, is 167,000, approximately 168,000. Maximum cost per ERU. is uh $1,390. The discounted amount is eleven thousand

five hundred and ten dollars and the maximum cost per ERU after the discount is um one thousand two hundred and ninety-two

What about dude? I'm sorry, I'm sorry. Okay. Um the repayment is over ten year period at 3.25% interest. This is a location map and um

Here is a couple of photographs of what the road is like. And I think

Fitzpatrick

I was gonna ask to a motion to continue to a date unknown. Yeah. Or use that too early.

Unidentified speakerVoice B

So Ansley, it it it may be help helpful to the commissioner to and to the rest of the board. So there has been some discussion on this project about discontinuing the microsurfacing and going to full depth reclamation.

Unidentified speakerVoice A

Yes, uh yes. And I was hoping the commissioner would mention that.

Unidentified speakerVoice B

I believe that's why the commissioner uh wishes to continue the item because she she doesn't want to move forward with The microsurfacing uh Is it a little bit? Has a decision been well, I it's up to the board, but is has a decision been made Which the appropriate method of proceeding is. Is has has microsurfacing really been abandoned because of its temporary nature or is that decision still up

in the air with the neighbors?

Unidentified speakerVoice A

There was some discussion in terms of repayment period in terms of the effectiveness of, you know, the um the microsurfacing. Um my understanding is that you were thinking of discontinuing the microsurfacing project and have a board initiated FDR project. If that is the case we'll have to um readvertise. But it's

OakleyChair

For you to say. And you don't have those numbers either, do you?

Mike Carballa

No, no, no.

OakleyChair

Right, okay.

Mike Carballa

And if I could add too, I think there was some discussion about drainage concerns, I think too, amongst the uh the citizens. So I think that would need to be considered.

Moore

Yeah. All right, I seconded the motion.

StarkeyVice Chair

Um Mr. Steinsneider, do I need to abstain? Um I own a home in there, I'm one of a hundred and twenty homes.

OakleyChair

Yeah, well Not today.

Unidentified speakerVoice B

To continue the item, I don't think you need my general advice has been you don't need to don't need to abstain. To abandon the project or to us or to approve the project, I think you will have to abstain on either of those of those votes. All right.

OakleyChair

Second to uh

Fitzpatrick

Continue to a date unknown.

OakleyChair

Council this and bring it back as a uh regular P VAS,

Unidentified speakerVoice A

right? So we're discontinuing this microsurfacing and the board is telling us to move forward um FDR. Is that correct?

OakleyChair

So we're

Unidentified speakerVoice A

so readvertise, calculate, and uh set the the meetings.

Unidentified speakerVoice B

Okay. I if that is the commissioner's motion. That it's not a continuance. If that's really if that's really what the commissioner wants to do is abandon microsurface the the microsurfacing and go to full depth reclamation. and start this clock all over again That's an that's an affirmative action today. Um I

Fitzpatrick

feel we wanted to m have another public hearing and then discuss with the residents.

Moore

With public meeting, not a hearing, an actual just meeting. A neighborhood meeting?

Fitzpatrick

A neighborhood meeting.

Unidentified speakerVoice B

So I would

Fitzpatrick

do with the continuance today.

Unidentified speakerVoice B

Then I would just continue this m this item for till the April twentieth agenda. assume or or the agenda in May, whichever you you think to get to a neighborhood meeting so that the board can be Know what it you know, know what the options are for it. Okay.

you're gonna need direction and so I'm concerned if we continue it to a date uncertain You're still gonna have to put it back on the agenda. So it would make make more sense to either continue this to the May April twentieth or the May

May May eighteenth. May eighteenth board meeting.

Fitzpatrick

To

Unidentified speakerVoice B

May

Fitzpatrick

eighteenth.

Unidentified speakerVoice B

So

OakleyChair

so if you're continuing you're you're keeping the same type of uh roadway, right?

County Administrator

Right. Right.

OakleyChair

Mm-hmm.

County Administrator

So if if if we want to change what we do, then the board would have to direct us at the next meeting to do that and then we would have to bring back a brand new project to do that. Okay, I just want to make sure I understand. That's what I thought we were going to do here. Okay, I understand that. That's

OakleyChair

my own setting. So that's that's what we'll do. So

County Administrator

then I would make it a the I would do the four twenty meeting. Because the sooner you get done, the sooner we can bring back the new project.

Fitzpatrick

Okay. So I'm gonna make a motion to continue until April twentieth. Thank you.

OakleyChair

Right, got a motion second by roll call vote. District

StarkeyVice Chair

so I can vote.

Unidentified speakerVoice B

Oh excuse me. So is there I just want to make sure that there's nobody online for this project. Does anybody here to speak to this project?

StarkeyVice Chair

On item P fifty five, there is no one on WebEx and I do not have any emails.

Unidentified speakerVoice B

Is there anybody at the key?

StarkeyVice Chair

There is no one at the kiosk.

Unidentified speakerVoice B

Okay.

Yes you can vote on a continuance commissioner. sí.

StarkeyVice Chair

District two, Commissioner Moore.

Unidentified speakerVoice B

Aye.

StarkeyVice Chair

District three, Commissioner Starkey. Aye. District four, Commissioner Fitzpatrick. Aye. District five, Commissioner Mariano.

OakleyChair

Aye.

StarkeyVice Chair

District one, Chairman Oakley.

OakleyChair

All right. So fat motion pass five zero. Okay, move on to
