53:14Uh Commissioner Oakley is uh agenda item P that PWR 21-0092. It's the McDonald Lane PVAS project number 3447. There's one street, it's non-counter maintained, but paved. Uh, the estimated project cost is $59,085. And the maximum cost per ERU is $7,312 and 50 cents. There's no discount on this project. In terms of the um the votes, there were 10 possible votes. Um

53:44we had six responses, three were in favor, three were against. Um the annual installation is over a 15-year period at 3.25% interest, and that's per the ordinance. Um, 50% um we need to bring it to the board for um consideration. And I think I have a photograph. And this is the location map. and uh condition of the road.

We have a hole in the street. This lady and and I are the only two on the street that stay there for the year round. The rest of the street is good except these two potholes.

57:00And and so then this guy, he comes along and he thinks it's supposed to be maintained by the county, but it's a private street. Uh one time I got a hundred dollars from somebody for doing the street. So uh I mean but it it's something to where that th the holes will be fixed in the street because I fix a lot of holes in the county streets, you know, coming into the house. I I patch potholes, been patching potholes for years. Uh

57:31but i it just uh there's we're the only two that live there all year round on the streets. There's only six lots on the streets. We still need your e

59:06We don't desire to have the county fix this pothole. I've come together with four of our neighbors. Uh we do have new neighbors on the corner that just recently moved in and we haven't been able to get in touch with them because they went on a vacation as soon as they moved in. We are going to have the eighteen by thirty area professionally fixed ourselves. And so we don't want our taxes to go up and it to become a public street.

59:35And that's all I have to say. Wait, what does that mean to public become a public street?

59:39Well, I mean if you are to fix our street, does that make it public? Oh Ainsley says yes. Oh, but it's already public.

59:52It is what what Ainsley said to the commission is this is a type B road. It shouldn't be we we'd be having a whole different debate if this was a private street.

I just wanna I I'm just checking because It there was a three-three vote, mm-hmm, but the only two people that s are stating that they actually live full time on the street voted no. So I don't I'm trying to figure out who these other people are.

In the meantime I learned from our neighbor who petitioned for this that um they went on a two week vacation so they never received this paperwork. on what's going on.

1:02:42I don't know how you can professionally fix that without that's just your whole street's falling apart. A an asphalt company. That might Yeah, that's a pothole that pop was

1:02:50gonna pop out every time it rains. A big one. I do understand that, but the picture makes it a lot bigger than it is.

1:02:58I was a gen I was general contractor for over thirty years, so I can fix that.

1:03:02So then you you see the road has failed and it's cracked all over. So it's not just a hole, it's gonna be the whole section of road. So if I I am gonna be for the PVAS, I'll just say I put it in the right-of-way.

1:03:20It was worse than this, okay? And I can take you all over the county and show you places that's worse than our street. I they're

1:03:31reason that it's the way it is is because I got the cancer, okay? And and so I've been fighting that like crazy. But uh Uh I'll make sure that uh the the pothole is fixed myself. I've always maintained it. Okay. So

1:03:48so for me I'm sorry, but for me that's bigger than a pothole. That's that's a failure of a whole section of street. It's not it's not a potholes. Back and
