Um but this is one of the most important trails, if not the most important trail in the county. It starts at at Frank in Trinity. This is a request for an MPUD, Ranch Hill, MPUD Master Plan Unit Development District. And um as So the uh applicant is proposing a rezoning from AC to MPUD in order to allow for a maximum of 350 multifamily apartments. The location is on in the central market area and it's on the southwest corner of State Road 52 and Old Pasco Road. And the applicant is also requesting a variation from section 907.1 on street parking, which will reduce the required number of parking spaces from 2.25 spaces per unit to 1.90 spaces per unit, which are which is consistent with other similar similar project approvals. Uh this is the um MPUD master plan. And uh the current um subject property is zoned AC. It contains currently contains 23.16 acres of pasture land or residence and some outbuildings. Uh the Orange Belt Trail is planned to be constructed by the county within the property abutting the subject property to the north. And once the Orange Belt Trail is constructed, the subject property shall construct a bike, bike pedestrian access to the Orange Belt Trail as noted in MPUD Master Plan. Barbara Wilhite use. We're following the land use of the county, which is to have retail office residential as was Um next slide. This gives you the context of where our project is. We are the multifamily component. The orange is Orange Belt Trail. The yellow is where we're there's non-residential uses, office industrial and commercial. What wraps around us is Mango Hill, Town Homes and Single Family, and you can see the proximity of this commerci this node, this ROR node in relation to um Tampa Big Golf and Country Club. This is the product type. There is no other apartments in this area. This is the product the staff and county said when I brought Mango Hill in. Don't think you're going to put townhomes and and single family. We want to see it step from single family and townhomes to apartments to commercial uses right at the intersection. So we're following those requirements. has all been multi-laned, huge investment in 52, huge

Several speakers improvement and that's a major improvement and we're working with um economic development folks here to try to bring along an incentive agreement that will help us do that. At the same time as Amy mentioned, we're building a major extension of the Orange Belt Trail alongside that road and then alongside the east-west road. And we build under the interstate and the long planned extension of Aussie Murphy Over to Pasco Road on the east side of 75 to Lincoln over by the Target Distribution Center. So these are major county objectives, some of which have existed for 20, 25 years that the project's gonna be fulfilling. So we're very excited about doing that kind of thing. Uh as I mentioned, we also significantly limited not just the amount of multifamily, but the site has a lot less single family that could have been allowed on the on the site from the get-go.

The purpose of this rezoning is to develop 190,000 square feet of retail commercial, 3 million square feet of light industrial, 500,000 square feet of office, 250 hotel room, 1,550 multifamily apartments, 150 townhomes, 600 single-family homes, and 27 single-family estate homes. Again, this is approximately on 785 acres. Located on the north side of State Road fifty two west of I seventy five. So as you can see the subject site's located in the South Market area and urban expansion area. Here's an aerial view of the proximity. There's also the Orange Belt Trail that's running through the post-development. There's various conditions within your MPUD, conditions of approval that speak to the maintenance, construction, and implementation of the Orange Belt Trail. This is a uh overview, uh probably about a one-mile scale overview of the surrounding area. So to the north of the subject site is rural area one, northeast rural. Um to the west is your uh rural area two, which is your transition area. Um to the south, you're gonna have an area that's uh rural area four, and then Connected City is going to be on the the South East Quadrant.

Amy Heiler will be presented with this at the time of BC the board hearing to ensure that the construction, maintenance, and implementation of the Orange Belt Trail is achieved in this area. then there is a green, the green star there is representing a potential additional signal that the applicant has stated in one of their conditions at time of development. Once they do another review of it and it's warranted, they will go ahead and provide that signalization there. So the applicant, due to the scale and the proximity and the uses of the site, is proposing uh variation requests to the code. Uh section 402.5D is just a variation requesting that they get a waiver from uh any alcohol sales if they propose alcohol based on its proximity to parks, churches, those types of uses. So that's just a traditional, just a just in case. LDC section 805.6. That is going to be your maintenance of the CDD and HOA,

Christy Zimmer to disturbing that because the water supply is obviously for the Tampa Bay area essential resources. Cypress Creek Well Field near the northern section of the property serves as an important source of water for surrounding region and is managed by the Tampa Bay Water. There are restricted areas around the water facility. A substantial amount of money has already been spent on previous studies when trying to put roads through the well field. I do not understand why we need to spend more money on something that has already been determined not feasible. the Hillsborough Expressway had tried to put a beltway through there years ago and determined that the project uh is ahead of its authority uh in because of the environmental sensitivity. The department considers the Cypress Creek Wealth as a fatal flaw area, a piece of land the department would never touch. One of the factors that have been said here today is that I got the information from Tania Gordman, the Chairman or the Director of the MPO, that the PDE for the Orange Belt Trail
