    Starkey So uh uh uh uh on the subject of affordability um and I think maybe I'll direct my staff to start looking into this a little more and some research. Um I've been talking to some of the counties and I know that um that Palm Beach County So let me back up a little bit. When we have DRIs, development of regional impacts, I don't know who here remembers what DRIs are. Ten percent of that uh if you came in with the DRI, ten percent of that had to be afford considered affordable housing. When we went away with D R eyes. Um the the mandate to build affordable housing went away. We do have the ability to put it back in. We waive it, right? Uh uh uh every time someone comes in. Um there are counties who have put back in a matrix of say if you're coming in to build X amount of houses, five percent or whatever has to be considered affordable housing. I truly believe we need to be looking at that. And affordable

    Starkey So I um I have been working with Marcy and the um and Terry Pitos and others talking about um affordable housing and accessory dwelling units and other things and how we can kind of um move this forward and what are other counties doing to try and um stave off a housing crisis in um We decided um in a group phone conversation last week that this was best done in a in a an affordable housing workshop. So that um The What's going on can be articulated to all the commissioners and if we need to do some policy changes or we have some ideas. I have one concerning accessory dwelling units that we could um uh get those things um worked out. I'm just wondering if anyone else has anything they would like to discuss so that we can just Maybe have one and tackle a few items. We have the budget

    Starkey affordable housing. We're here and ready to pitch in. And um I had mentioned that to Kartik. and I just haven't followed up with him yet. But he was very interested in hearing that. So we can work with you to buy down the cost of of some homes in your neighborhood. and get a at least a couple of 'em. Affordable.

    Starkey Well I have some questions if we're doing them now. And then Mr. Two can answer them too. Um first of all, I know it's too late for this, but I gotta tell you this commissioner has a problem that we're I know that we're saying nope, you don't have to do affordable housing. It used to be when you had a DRI I think ten percent of the housing um in a large community had to be affordable. And now we don't require it anymore. Do we collect any money to go into affordable housing pot? Somewhere? I mean Uh that's gonna be a problem that we don't have that kind of housing around the county. Um you see that in Monroe County where the property values got so high, all the teachers have to live in Dade County and they get bust in. I mean we need to have workforce housing. And um and that's not the same as an apartment, because many of those apartments, they can't afford to live in those apartments. Um my next question is uh dividing up the entitlements. Are

    Starkey future affordable housing that we need to stipulate that it's Pasco residents who are getting that affordable housing, not people coming up from another county. So I I really like that idea. So I would like to go back to you and say on residential properties In the neighborhoods that are suitable, we should just offer these. Um For zero to a a a non profit building a house because if we You know, we have this opportunity in holiday. We have Um We have Metropolitan Ministries building their Family homeless shelter. And then we have Dominium. Building The affordable housing project by Enclode High School. Sixty percent AMI. And then we have AMP skills that can help these people get a good job and and Metropolitan ministries is also putting their commercial kitchen back in. So people can get um certifications in culinary, and they're also gonna be teaching people how to get Um licenses for day care. I mean we have this really cool ecosystem coming where people can Who were homeless, can go live somewhere for a few years, save up some money, get a job, qualify for a habitat or some what are the other organizations that build um t you know, to to build this community and I just wanna say

    Starkey Yeah, ten percent of your property ten percent of your development had to be affordable housing. And then we we got rid of DRIs and A lot of counties put that back in to their their codes, but Pasco it's called inclusionary zoning, right? Inclusionary zoning. I've talked to a bunch of the builders and they're willing to they're willing to take a look at this program. So Let's say uh Lenar's building a hundred homes. They would offer up some of their homes. We'd buy down the cost and those homes stay in a low income pool that um that is regulated by the title company and the property pracer. We don't have to have anything to do with it. When they go to sell there's restrictions on it. So you would it doesn't look any different than any ho other house in the community. Um And the builder and developer doesn't have to really do anything, just that we're pa we're using money like the C D P G D R money to help a low income

And we're working we're working on um projects and Um I There is there are some creative way y you guys remember when we had D R I's And I think ten percent of a DRI had to have a workforce housing or what what's the right term? Affordable. Affordable housing component, right? Um and that that went away and I know there's there are counties that are um started putting some of that back into some of their rules. Palm Beach County, for example, has put it back in and others have too that If you build X amount of houses, a certain percentage has to be um work affordable. I I'm very used to saying workforce housing. That's what we say in my my committee at NACO. And I've talked with Marcy. Marcy So our community development has a lot of money to help. with those kind that kind of housing. and would love to work with you guys if you would in any one of your neighborhoods consider Um putting a couple of your houses into A pot that could qualify for

Um On the C D B G or whichever one of those um groups of money that you said we have Um How do we Oh you and I talked when when our family was gonna do a build to rent, um we were gonna work try and work with the developer or builder to buy down a cost of a house for someone to rent. Um So can you do that in a regular In any of our built to rent neighborhoods, we could come in and help subsidize one of those houses? Sure. And I really think we should try and get some of those. And we need to talk to some of our development community about participating with us. I'm sorry, my b my built-to-rent community went away because the funding went away. So I wanted to be the guinea pig in the county. But it's it's it's somewhat easy to do when you're doing a rental community. under one management because you have a rental
