Several speakers So our next item is on the committee that uh Commissioner Starkey. It was on the Affordable Housing Advisory Committee and this is our report uh to the Board of County Commissioners. And these are the uh incentives. So on the next slide, uh it talks about the responsibilities of the Affordable Housing Advisory Committee, and that's the AHAC. And their responsibility is to uh present a report to you and the Florida Housing Finance Corporation that includes recommendations on listed affordable housing incentives. That are in the Florida statutes. And we review the county's plans, policies, and procedures, ordinances, regulations, statutes, and comprehensive plan, among other documents applicable to affordable housing for the evaluation of their impacts on affordable housing projects. So they met this year in the spring, and on the next slide. They looked at the following incentive strategies. And again, these are all by law. And I will go through each of them and say whether or not it's in place or whether or not we're recommending it. So expedited permitting for affordable housing is already in place. The modification of impact fee, you all waived mobility fees last year. or affordable housing, so that's in place. The allowance of flexibility in densities

Several speakers Right. So So for the West Market area you gotta treat think about area differently because Most of what we talked about today doesn't apply in the West market area. The West market area is gonna be zero if it's redevelopment or in the incentive zone. It's gonna be zero regardless of the form of development and regardless of the type of development. The affordable housing incentive the affordable affordable housing incentive is really more applicable to the rest of the county. Okay. So that request is if you have an affordable housing project in Wesley Chapel or Trinity or Northeast Mm-hmm. Those fees will now be reduced. To zero if they qualify as ship defined affordable housing.
Starkey affordable housing. We're here and ready to pitch in. And um I had mentioned that to Kartik. and I just haven't followed up with him yet. But he was very interested in hearing that. So we can work with you to buy down the cost of of some homes in your neighborhood. and get a at least a couple of 'em. Affordable.

Starkey future affordable housing that we need to stipulate that it's Pasco residents who are getting that affordable housing, not people coming up from another county. So I I really like that idea. So I would like to go back to you and say on residential properties In the neighborhoods that are suitable, we should just offer these. Um For zero to a a a non profit building a house because if we You know, we have this opportunity in holiday. We have Um We have Metropolitan Ministries building their Family homeless shelter. And then we have Dominium. Building The affordable housing project by Enclode High School. Sixty percent AMI. And then we have AMP skills that can help these people get a good job and and Metropolitan ministries is also putting their commercial kitchen back in. So people can get um certifications in culinary, and they're also gonna be teaching people how to get Um licenses for day care. I mean we have this really cool ecosystem coming where people can Who were homeless, can go live somewhere for a few years, save up some money, get a job, qualify for a habitat or some what are the other organizations that build um t you know, to to build this community and I just wanna say
Several speakers for affordable housing, and you will see that there are several recommendations that we are making that during the time that the land development code is look being looked at in the comprehensive plan for a rewrite, we're actually just bringing these items to the attention to look at it at this. time. So the allowance of flexibility and densities uh be looked at uh while they're looking at the rewrite of the LDC. Reservation of infrastructure capacity is currently adequate and in place. Parking and setback requirements again looking to see that those would be optimized for affordable housing projects in a rewrite. the affordable accessory residential uh dwelling units, otherwise known as ADUs, again support the modification of the Land Development Code to incentivize affordable ADUs in residential areas. The incentives Continue on the next slide. Flexible lot configurations, again, when the Land Development Code rewrite comes in to look at flexible lot configurations. Modification of street requirements, there does not need to be any changes there. Process of ongoing review that is currently in place and there needs to be no changes there. A public land inventory, and that is in place, but we are recommending mapping the public lands
Andrew Baxter publication, yes. So this is uh i in compliance with uh Senate Bill one oh two and state statute one twenty five three seventy nine dot one. For the Live Local Act, it requires the county uh and the Board of County Commissioners to approve a list of Lands that the county holds, be simple. that may be appropriate for affordable housing. And so we have produced that list. of twenty-seven properties that is attached. And this list then will be published on the county website and will be uh able to be modified by the county administrator or designee going forward. Um and then will be brought to the board every three years per state statute.
