P102 is PDD 210499. This one is uh no action is required by the board today. We're just asking that you accept public comment. This is set for adoption on September 28, 2021, at 130 in Port Ritchie. It's an ordinance by the Pasco County Board of County Commissioners, amending the Pasco County Land Development Code, Section 1302.2, mobility fees to increase the mobility fees for various euses, to decrease the mobility fees for certain local. Own small businesses to amend the mobility fee regulations to be consistent with Chapter 2021-63 laws
of Florida and other amendments as necessary to ensure internal consistency, providing for applicability, repealer, severability, inclusion to the Pasco County Land Development Code and an effective date.
Okay.
Mr. Peters.
Thank you, Mr. Chairman Mariano Planning Development Department. Um so as you know we've been working on Mobility P updates for the last two months. On the overhead we'll see um the summary of all the changes that are going to be happening or not happening uh in the Mobility P ordinance. So we're going to continue existing zero fee incentives for office industrial lodging and uh in West market area. Um most retail fees will increase thirteen percent plus or minus uh every
year. Um fi it'll be fifty percent after about four years due to the cost increases and partial full subsidy removal that's taking place. In addition, um The subsidies for multi-family were removed in 2020. And so those fees will see increases by 14% in the urban areas to 24% in the rural areas over four years due to those cost increases. We've developed a locally owned small business definition, then we can get to in
subsequent slides if there's a desire. Um however the locally owned small business fees will be reduced uh to the same rate as the traditional design rate that currently was the C D rate that's currently the proposal. That's 50%, less than 50% of the standard fees. Um the proposed update also improves the continuation of zero subsidies for many housing and mining so they don't have so it'll be a hundred percent fee for
those. And then all other fees will be indexed at three percent plus or minus annually to address the cost of infrastructure and cost increases that are taking place. And that that amounts to about a 15% increase after four years.
