Amending future land use map, maps 2-15 and sheet 22 from res 6, residential 6 dwellings per gross acre to PD Plan Development on approximately 420.47 acres of real property
located south of Stable 54 and east of service road. Z in the agenda memo it's requested to continue to January 10, 2023 at 130 in Date City, but in consultation with the applicants and their agreement, the request is to continue to February 7, 2023, at 130 PM in Date City.
And before I ask for this motion, I want to just bring out a point uh from residents. Um They had A series of public hearing. And
Mm. Uh I've talked with her about it and talked to the residents. They were very uncomfortable with the way the po the posting was done with the rezoning. I got a ton of phone calls across the board on the item. Um The unclearness of what was going to happen even with that um was not made to them. So I don't feel, frankly, that the Planning Commission got a good hearing, and those are some experts we have on there to take a look at everything for us. I would like to even see how
the board feels but I really think this thing should go back to the Planning Commission before it comes back to us as well. So I want to throw that out there with what I know. I think we've all got emails on it. Because of the changes they've made. Because the changes are but the even even more importantly, the unclearness of whatever. They had limited amount of public hearing on it, that not everybody got to do it. They didn't get to do it in person. And if ever there's a place in the planet that should be able to accommodate a public hearing, I would think it would be Saddleburg Resort. So I want to share that with you.

Yeah, yeah, yeah. The neighborhood meeting, I'm sorry. Yeah, the neigh neighborhood meeting for everybody to come to. And I think they should do it all at once where everybody's in there hearing the whole thing. So I I feel that way. Um I just wanted before we make this continuous and I do appreciate that you're willing to move it back for us, uh accommodate the signs as well. So I do appreciate what you've done, Barbara, don't get me wrong. But I just think with the people, just the extra feedback I keep getting that they feel that they weren't uh the voices weren't heard from the get go. So I wanna know what you guys think. Harbor Bell Height 6327 Grand Boulevard, Newport Ritchie, 34652. We've done a lot. This is a process, and uh we've been going through that process. The over the summer the client started with um meetings with the Homeowners Association, the boards, I think there's four. Um it started with that the boards. Then they went in and did virtual meetings. There was an issue with one of the meetings in Fairway Village with the number of people that you could be on Zoom. They did another virtual meeting. They're getting ready to do um
another in-person round of meetings. This this and they're working through the HOAs. to set those up because that's how the boards want them set up. The boards themselves want to give out the notices to their residents as opposed to giving out a list that we would send to, that my client would send to. All the information that's is always the same when he presents for different boards. So he's getting ready to do in-person meetings this month. So we feel we'll be ready for the board in well probably in January, but um we have agreed to February.
We followed all the process um in the code and the Com plan. We're reaching out to people, everybody's getting the information. So we'd like to continue on the schedule that we're on. We agreed instead of January to February. And uh we're gonna continue this process and continue meeting with people um and working with them and we've are coming back to meet with you all, trying to get those meetings to keep you up to date along the way uh with what we've been doing because we have been making changes, we have been listening and um some pretty significant things that we've been talking to with There's
two of the HOAs that are represented by Council, so I work with their council so that's a

Uh so Barbara, I I appreciate what you're doing and and I don't I'm not implying that you you guys did anything Wrong per se, just the way it was done. Is not satisfactory to the residents that I've talked to. And I do think that if we're gonna hear a if if they're gonna hear a presentation. Everybody affected should be in the same room, the same presentation in a in a meeting. Whether they want to do it separately, that's that's extra. But everybody sh in the whole community should be hearing it at the same time what's going to be done. And when the questions were asked didn't
get answers is even more reason to go back to everybody. Well
they
but more hang on. More importantly, whatever is going to get submitted to what's going to go on out there, that should be part of the presentation that the Planning Commission hears. And there was a lot of unclarity. Frankly The way it's set, it's a very unique setup. But for Frankly. Is this to go forward to be even on consent from before? It should never have gone that way in my opinion. But the Planning Commission, I feel, needs to hear a full presentation. And the people should be able to come into the Planning Commission. Let them ask the questions of these folks that we appoint.

We just got a lot going on and uh we're really working hard on it so I have no problem going back. Um I guess that's what you'll do is you'll because it's your hearing today you just refer it back to Planning Commission. I guess that's the motion, but you've got your attorney here.
Let me see from our county attorney how we should like to s how we how he sh recommends we handle it.
So the c I guess the question becomes i i you can continue your board meeting date to the date in February with direction to the applicant to hold an an additional planning commission meeting on January fifth.
