Um but On the issue of flooding, and I realize it's not strictly a zoning issue, but When the county bought the property north of Amazon I remember the Stormwater Department investigated whether creating additional storage on that property would help alleviate flooding in the area and their conclusion was that it would not. And that's why it ultimately got purchased for a park, not for a Drainage project. So I guess I'm not sure. Th the the reason I'm confused is that y we have some people testifying this is a closed basin. And that there's no place for the water to go. Yet our stormwater department's telling me that creating additional storage on that vacant piece of land won't help. So It'd be helpful to hear from Stormwater about what we're

That was gonna be my comment. And so you the details of how we limit development within the hundred year floodplain are contained within our land development regulations in particular is it section twelve hundred Patrick you would know what is it where's our stormwater regulation?

What is the typical notification process for any resident that wanted to See what those plans provide. Because My concern is that there's been a lot of discussion how that's deferred to site plan, stormwater plan and this body doesn't decide that issue but My understanding is that there is a notification process when that those plans come in. that these residents could then see and weigh in on. So What is that process?

We have to homeowners that were trapped and or lost their homes I'm sensitive to other issues like that. you know, water pressure and things like that. But I but I don't I don't know if those warrant the same level of heightened scrutiny heightened scrutiny in my opinion as stormwater just because of the risk that stormwater creates. But I the Planning Commission may disagree with me.

Jaimie Girardi last night. Tunnellas County had to hold a public workshop on its stormwater design manual. And the reason they had to do that is because their staff, along with some people, former Professors from the University of Central Florida decided they were going to change the course of stormwater in Penellas County forever. And it went on since 2018. And what it's resulted in is developers walking away from Pinellas County because it's become impossible to comply with the manual. And the manual is changed, is written and changed and made administratively.

The general rule Is that When a a property's developed The amount of discharge of stormwater after development can't exceed the amount of stormwater that discharged prior to development. Yes, sir. All that being said These ponds are designed to operate at the average wet season high water table elevation. So when you get a tropical storm like Debbie on top of a summer rainy season The wet season water table is now higher than the average wet season high water table, which slows the release of the water out of these stormwater systems. And I think that's why there's a lot of folks right now that are experiencing flooding problems until those water tables recede as we get into the dry season. They're probably going to see these ponds stay at elevated levels.

Jaimie Girardi And that's what the public needs to understand about the design of stormwater systems. We cannot predict how much rain God wants to drop on us. We design to the best that we can do, and if God wants to make it rain for 40 days and 40 nights, then there's nothing else we can do except load the animals on the ark two by two and hope for the best.

I noted that in the design manual there were lots of revision. to updated F D O T standards and the change in the structural number and all of these things which affect roads. And then I got down to the stormwater section. And there was nothing. In fact, the stormwater section says we're gonna comply with Chapter forty D four and Chapter 40 D forty that was in effect on December whatever, twenty eleven. David, those were repealed. They don't even exist anymore today.
