- R-58 school zone speed cameras and safety systems
Jeffrey Montcallian How's that? Yeah. Okay. Um morning everybody. My name is Jeffrey Moncani and I'm the Pasco County Traffic Operations Manager. We're gonna have a discussion today about the school zone speed cameras and um the Intel Road School Zone Safety System pilot program. How do I go to the next slide? This? Oh, you got it. All right. The first part is the school zone speed cameras. Um, some of the enabling legislative rules. This came up with House Bill 657, um, which authorized counties and municipalities to begin this program and And enact an ordinance at their discretion to use the speed detection systems, which are similar to the red light running cameras, for any violations of drivers going over 10 miles per hour over the school zone speed limit. Some of the other legislative rules are the Florida State statutes 1896, 95, and 94, which basically allow for enforcement of speed limits in school zones, establishment of school zones, and to establish school zone school crossing card recruitment and retention programs.

Unidentified speaker And they are eleven over during the school zone hours. It's a pretty egregious violation. And that's one of the differences Chair mentioned in the red light cameras. That's a nanosecond into it. And cognizant of that, many guardrails were put in the school zone speed that are not in the red light camera law. And I I would contend, you know, with some similarities it's substantially different as well.
- R-58 school zone speed cameras and safety systems
Several speakers Jeffrey Montcallian: So that's different. That is the Enteleroad system and um they're here to speak about that. I'm speaking specifically about the um school zone cameras.

Several speakers Lisa Yeager: So So thoughts on after we hear from Red Speed, thoughts on both.
- R-58 school zone speed cameras and safety systems
Jeffrey Montcallian typically had issues. So we went through and gathered data on the posted speed limit, 85th percentile speed, active school zone speed, arrival and dismissal times, and then the average speeds that people were driving during those times to determine if there was an identifiable issue that would pose a Concern to the students. I don't know if you guys want to go through each one individually, but
- R-58 school zone speed cameras and safety systems
Several speakers Lisa Yeager: Yeah, because like our school where I live, our school zone, there is no crossing guard. guard.
- R-58 school zone speed cameras and safety systems
Lisa Yeager Okay, well here here's here's my question. Would you rather tell a parent, I'm sorry your child Died from a s person speeding in a school zone. Because I was trying to protect your data. To me it's a no-brainer. Like there's you you You have to err on the side of caution. If you're speeding, you're going to get caught. It is an hour before school, an hour after school, only during school hours, not on vacation, not on the weekends. And we can help save lives. And that's what it's about. And I
- R-58 school zone speed cameras and safety systems
Several speakers Lisa Yeager: Okay, that's fine.
- R-58 school zone speed cameras and safety systems
Several speakers Jack Mariano: So Chase, for the citizens in the county, are you able to go police these school zones until we get these cameras up?
