Jon Moody In your opinion. What is a countywide stormwater management plan? Our land development code contains stormwater regulations which do regulate up to the one hundred year flood. Our land development code. and the conditions of approval of all developments in this county. require permits from the Water Management District, whose regulations in sixty two three thirty also require management and storage of surface water, stormwater, up to and including the 100-year flood, and including mitigation of impacts to flood plains. So there are regulations in place. The Florida Florida was one of the very first states in the United States to adopt a comprehensive set of stormwater regulations. We have some of the most stringent stormwater regulations of any state in the country. Not saying we have the most, but it's one of the most. So I'm curious what is it that you have in mind for a plan? There are regulations that do control to make sure that development does control stormwater runoff. So I'm curious what things do you think need to be added to those regulations?

Jon Moody And I hear you and I'm And I'm sympathetic to it. But the one thing I'm thinking about is if he owns it and he were to unify title to all of his property and like I said I there I don't don't see any stormwater on his concept plan and I can see where that becomes the logical place for a stormwater pond in the future.

Jon Moody So Mr. Moody, I one potential explanation would be that it stops just putting the applicant on notice that when they go through stormwater plan review. There may be some heightened standards to deal with it. But there are. But they think they would look at it when the stormwater plans come in. I think to to Mr. Girardi's point and Barbara's point.

Jon Moody putting a bunch of A D Us in there, I could very quickly overwhelm sewage pump undersized sewage pumping stations that were never designed to accommodate That. Adding additional stormwater runoff. in an area where we have open drainage systems in the big scheme of things probably doesn't do much, but in the smaller scale does. For instance, when you see that grate in the parking lot or that opening in the curb that lets the stormwater flow in, There's only so much capacity that that opening has. I start adding a bunch more, and that's what a lot of people saw during Milton. There's a lot of people that weren't in flood zones that flooded, basically because your storm sewers, the storm sewer inlets, do not have the capacity to take in that much water that fast. So that backs up. So I think there is some concern over the Just stormwater, but So I'm with David maybe in just identifying the more problem neighborhoods, get with utilities, get with public works and stormwater to identify the problem areas and make them special exceptions there. Jon Moody Well I I hear you. But at the end of the day they've had your chance. They asked me to make comments on the manual. I told them I was going to make comments on the stormwater section. I made a whole bunch of comments on the stormwater section. And right now there's no proposal to change anything in the stormwater section. So you had your chance, you've had your chance to do these things. You're so worried about having the agility to change it so quickly. This was your chance to change whatever you wanted and bring it here and get it all approved. And the only thing we focused on is pretty much all some minor changes to structural numbers and They're actually kind of very innocuous things.

Jon Moody So Pat? Can I ask a question about that? Patrick and Warren. I know I had brought that issue up. during the first presentation and Patrick is professional enough to have followed up and called me back to discuss it with me and his findings. And I appreciate that. Um So There's different kinds of ADUs. There's the kind of ADU where we close in the garage or make a separate entrance into a house and maybe add a little kitchenette into the house or something so we're not really adding stormwater in that case. And then there's the type of ADU where um building grandma's shack in the back. Where I am adding to the stormwater to your point David or I'm trying to understand. Are you more concerned about the increase in the population or the increase of the stormwater runoff in the area? Both.

Then we'd be come in here and We'd say, Well, you're increasing the amount of stormwater runoff and therefore we wanna put this restriction or we wanna deny your ability to have the ADU. But if someone next door to them came in and said, Well, I just want to add another ten feet to my living room which wasn't an ADU, then we wouldn't look at the stormwater impact

Jon Moody then I put in a swimming pool and a big concrete deck. around there. I didn't have sidewalks around the side of my house and now I paved the side of my house. I go into neighborhoods like Gulf Harbors. and people have pavers. from their house all the way out to their neighbor's property line and the next neighbors put papers in all the way on their side of the house. All this stuff contributes to stormwater runoff too. So it's something that we all have to be aware of. Every every time each of us creates an impervious surface, we're adding to that problem. I'm not telling you that development doesn't contribute stormwater runoff, but we all do. It's just like we all generate trash and we all generate wastewater. So everybody needs to keep that in mind too when we want things of convenience around our own homes. But I'll be looking forward to the discussion on the MPUD that's on the agenda. I had planned on pulling that and I have questions about the stormwater too, so I'm sure we'll have a nice discussion. Thank

For whatever reason, our county has not been able to update its rules or keep a staff that's actually capable of doing the analysis required to make sure those rules are complied with, why don't we just defer that to the state and save our local taxpayers the money and time? There's a duplication of services that's unnecessary and if your local rule is going to be If you look at our s the stormwater rules and our land development code says our stormwater rules are the rules in effect at Swift Mud on what whatever December twenty eleven. Well. Why would then why would do we need to have rules? We we're using their rules and they do it. Why do we need to have 'em? That doesn't make any sense.
