I started noticing all these cars parked on Grand Boulevard in front of my office that had New Jersey license plates, Ohio license plates, and Michigan license plates and New York license plates. Oregon. How many people come here from Oregon? By August. All those license plates from all those other states were still here. They're usually gone. It's too damn hot for them here, right? By twenty twenty one people were lining up out in s front of houses put on the market that afternoon. Nope. You guys in planning development and economic growth were overwhelmed with an avalanche of MPUD applications for all and then we act like, well, Bieber didn't tell us the people were moving here. You knew they were moving here. You process you had to process all their applications.

Barbara Wilhite than six months. Six months is a state law definition of transient. And so that's what we follow. Um that's what all the RV parks follow. And our guest register uh will include license license plate verification, which is how do you know that the wife didn't sign the register for six months and then the husband signed the register for six months? Well you verify the the license plates. I've always been asked whenever I go to R V park I have to show them my license plate on my R V. And at the county's request, I think We're only supposed to the state statute has a less time than three years to maintain that log. The county's request we're gonna maintain that register for longer. We've opened it up to the Pasco County, the tax collector, or the school board if they want to check to make sure those state rules are being followed.

Barbara Wilhite a resident can get in and out of. But for event, people are events, they can get out. 'Cause you want 'em to come through the gate 'cause you want 'em to get their license plate and everything, but for people getting out, they can use it as second entrance. So I wanted to respond to your questions because they were good questions. Thank you. I just wanted to say that, you know, i when you hear like little changes, just make a little change, those are these are big changes. And even I tried to buy, you know, I'm like, what about this and what about that? And they're like, explain to me, these are big changes, these are big things. But let me just tell you about something that means something to me. before they can have the first CO, which I agree is not moving people in, and if you want Aaron to talk about how you lease one of these projects, how you build one and how you lease them, because you don't just build a portion of a project, build the whole project. So it means that not only do they have to They can have a stop at three hundred and

Several speakers turn left into Little Lake Thomas Road. to see the traffic coming from the opposite direction. Many fatalities and tower accidents happened on that corner before Pasco County took down the land bridge and constructed the four Lane Highway. with a dedicated turn lane that exists today. And it's created a safe entry. an exit into Little Lake Thomas Road from US forty one. That four lane expansion made it possible for our county to grow and as county leaders envisioned it would. Along with it, Land O' Lakes High School was built as many other county services were built. So we did not have to drive to Dade City's Effort Hills. or New Port Richey to renew our driver's license, license plates, or pay our taxes. A new fire station was moved From a tiny building on Hill Road. with hardly enough room to park an ambulance to a much larger facility on Highway forty one. That four

Barbara Wilhite have to give a guest register as required by Florida statutes 509.101. At the end of this day the R V shall be removed. Um or stored in any on-site storage facility. The um developer shall maintain those guest registers, RV license plate numbers. I could go on and on and on. almost a page of how that all works. I can tell you every detail about this resort has been looked at and spelled out and there's there's long conditions that has to do with each one of these things. We um Traffic was looked at when we when we had the resort uh approved. This project was always gonna be resort and there was always gonna be music. There was always gonna be outdoor music by the pool, just like there's gonna be currently. Again, all we did was take people were gonna come in RVs. We added another way for them to enjoy the resort. Hotel rooms as opposed to the R V or the resort cottage. I Passive recreation that staff mentioned re was our limitation that we put on anything down by Moody Lake. You'll see on the binding concept plan how as we
- P54An Ordinance Amending the Pasco County Comprehensive Plan; Providing for a Large-Scale Comprehensive Plan Amendment to the Future Land Use Maps (2-15 And Sheet 07) Changing from AG/R (Agricultural/Rural) to PD (Planned Development) on Approximately 131.68 Acres of Real Property Located East of Lake Iola Road and South of Blanton Road; A Text Amendment Creating Subarea Policy FLU 7.1.63 - North Pasco RV Resort; A Map Amendment to the Future Land Use Map 2-9 Adding Subarea Map 2- 9(63): North Pasco RV Resort; Providing for Additional Text Amendments as Necessary for Internal Consistency; Providing for a Repealer, Severability, and an Effective Date.
Barbara Wilhite What's also been discussed um or asked about and discussed in the comments that I've seen from the public at all the hearings and and in all their materials was asking about the the six months and Do the RDs have to be removed after the six months? And the answer is yes, unless they go to a storage place on site. The other thing is is is, you know, how are you gonna know and the way I learned about this was uh how would you know is that when I Went to a campground in my R V They asked for my license plate. They went outside and took a picture of my license plate on my RV and I asked them why. Curious me. And they said, That's the way we keep track of that you left or you came. And so in c instead of names, because I can just use different names between myself and my significant other, they track it by license plate. So we added that kind of clarity to the conditions that that's what's gonna be the expectation here as well. And with that I had one other thing. If you will indulge me for just a few more seconds. One of the things
- P48 temporary moratorium on data centers and large load customers
Cody Chekle the mic down. My name is uh Cody Chekle. I live on the Pasco side of Spring Hill. My address is [address removed]. Um I haven't heard anybody discussing what these data centers are actually being used for. And I have knowledge of that because I've worked as a data analyst in big tech for about 15 years now. I've worked with AI for longer than a lot of people have known what AI is. I've worked with big data on a global scale. I've worked with metadata also on a global scale. I worked for one of the Largest data companies in the world here in Florida. The facility where they store all that data for people globally, many, many, many millions of people, is one one-hundredth the size of these data centers that we're seeing spring up. So these things aren't for Meta. They're not for your phone company. They're not like people don't know what they're for. They're for mass surveillance. Um they are for all those flock cameras

Caitlin Buell order to approach and depart from the airport in a predictable manner. We also fly patterns repeatedly in order to land and take off as much as possible to maintain proficiency. The noise contours in 23-28 are an inactive. Accurate depiction of the reality of what can be expected by future residents. Noise does not stay near the runway. As you can see, the pattern for the runway 3-6 involves aircraft at low altitude directly overhead these apartments at full takeoff power. Ordinance twenty-three twenty eight states that no new wildlife attractants will be added. This plan is adding new wildlife attractants. The FAA acknowledges retention ponds as attracting large waterfowl, which are a hazard to air navigation. Elongated ponds are especially attractive to large waterfowl and flocks of birds. Here we have a long retention pond where airplanes would have just taken off or will be about to land. And would easily spook a flock of birds. Low-level bird collisions are difficult to maneuver away from and are likely to crash an airplane. This development adds risks to

Starkey and I don't know if the county attorney has the answer to this, and I would ask this homeowner I I know you can't put cameras in bedrooms and things, but it seems to me that you should be able to put We have 'em in our house um to to be on our boat at Gulf Harbor so I have 'em in both houses. I have a a camera that shows if someone comes in my front door. And I I have a camera. that i i is going out on my dock and my boat. And so You should be able to see if there's inappropriate activity going on and maybe kind of self-regulate. And and in my mind if if there is Um, you know, three strikes you're out and you lose your ability to be a short term rental. I I think makes more sense than Um than the pro the program that we have now. Because right now we have no No enforcement of anything. And it's a just a free for all. So
