Barbara Wilhite actually is gonna be. And you're talking about a major parallel road. And we're the red piece on here So we're like missing leg. Um wire grass is only obligated to do The um Vision Road H up until Y Rest Boulevard. So So not only are we at 54, we're actually at a major intersection. Traffic can come from Hillsburg County when the road's finished, come by our project, and then up all the way to State Road 52, as you can see on this exhibit. The other thing that's kind of significant too is that we were not only the we're not only preparing for not only going to do the missing leg that Wiregrass doesn't have to do, but we're also the missing right-of-way. because normally you would split the right of way for such a road between two property owners, but because of the alignment of where Vision Road H will continue north, It needs to be on the my client's property. So we're not only the missing leg on Wire Brass's property, but we're the missing right-of-way on my client's property, about five acres of property to achieve that vision

Unidentified speaker Um Now if there's an accident on State Road 54 and they use Black Lake as the road to get out of the accident area, it turns into a parking lot now. And you're gonna have three entrances on Black Lake that will enter the hotel, enter the commercial, and then on the end where the cell tower used to be. The it's gonna turn into a parking lot. It's already a parking lot now. It's a small road and like my husband said State Road 54 was moved and straightened out better because there's so many curves on Black Lake. How do you expect all these businesses to have people coming in and out safely on a road that you wouldn't use before as the state road to it widen it? So we that live there it's a huge concern. There's gonna be accident after accident. When you try to pull out on that curve you can't see people that well and if they're coming fast, are you gonna put speed bumps on? Are you gonna do a Black Lake study? Because I if you surveyed anything for this property, you did 54. You didn't do anything on the Black Lake side. So it is a huge

Kevin Frazier Yes, ma'am, including a dedicated left median or dedicated left end as you head westbound on State Road 54. So that would allow somebody rather than having to turn left at the traffic light and come in on Black Lake Road, enter from the rear. Customers heading westbound towards Trinity can actually enter from 54 as they're making a westbound movement. So it's not a full access point, it's a three-way access point. Um which is, I mean if you w you all me to point it out, I don't know if it's clear on the plan where that's located. But it's right in front of the larger build I guess. Yeah,

Amy Heiler uses, and as previously stated the applicants requesting to change those entitlements to multifamily and office retail. So here is the master plan that has been provided. As you can see there's two access points, one off of Henley and one off of State Road 54. Secondary access for emergency is off of Henley. uh go a little bit deeper into the master plan. So the portion along the frontage along 54 is proposed for medical and professional office. They are proposing 45,000 square feet in this general area. And the multifamily, which is proposed set back from State Road 54, and is buffered by the non-residential uses, which is supported by a policy directive from the board. This area is going to be proposed mixed-use multifamily with 280 dwelling units, 10,000 square feet of non-residential, which 5,000 of that non-residential square feet. feet will be vertically integrated with the multifamily and then the rest of the 5,000 square feet will look be located along the frontage of State Road 54. And with that, we recommend that the BCC approve the proposed amendment and adopt by roll call vote. If you have any questions on the Plan Amendment, I'd be happy to answer them.

Kevin Frazier the traffic question? We had to perform what's called a traffic methodology as a stipulation of our submittal to the county for the zoning. That is public information, it is with the county. that report has been done in its entirety. It is finished. As a result of that report, I have to install improvements to ensure that the traffic generated from my property again Similar to the situation with respect to the to the uh to the flooding, does not create an invert an adverse impact on the surrounding properties. We're gonna have to install D cell lanes to ensure the safe navigation of cars heading east and west on Black Lake Road. We're having to do the same thing for the entrances on State Road 54. What I'd also add is the lion's share of the consumer traffic that we will be pulling in is going to be coming off of State Road 54. We're going to have three points of ingress and egress, two traffic lights, the ability for people to actually turn into our project from 54 and then exit back onto
