Dan Wells Okay, yeah, another thing too. You mentioned something about speed bumps, okay? If you fix that road uh And you put it Well, if you put speed bumps on it on the right now, any kind of speed bumps, it's gonna move. As soon as it rains, it's gonna move. Okay? It's tearing up it'll tear up my vehicles, okay? The holes that's there now are tearing up my vehicles, okay? And I've already checked and I have the legal right to grade that road if I want to. Which I have. Okay. And I will if I need to.

Jon Moody would would a speed cable assuage your concern about speeding down Caroline Drive? If they were to put in some traffic calming devices to make sure you couldn't use it as a drag strip? You can just show me your hands.

Unidentified speaker 800 houses. on a good day. I mean, in this case, half of those houses all have one kitten. That that alone is already gonna dramatically change the school that is right nearby. The school that I have to drive to every single day to drop my son off. The school that I enter the 20 mile per hour zone and I'm passed by one, two, three cars flying 40, 50 miles an hour that are ignoring. These signs that we've put up for the safety of the kids, for the safety of the community, for the safety of the people driving on this road. The problem that I see with this is that there this is forty five, fifty miles an hour there. I go to turn on my driveway. and people are flying past me at sixty or seventy highway speeds. And this is on kitten. Nobody's spoken about Denton. I don't drive down Denton.
- PC5Zoning Amendment (Consent) – Distinct Development Dade City/Happy Hill Rd. – Change in Zoning from a A-R Agricultural-Residential District and a R-1 Rural Density Residential District to a R-4 High Density Residential District – East Central Pasco County – On the Northwest Corner of the Intersection of Happy Hill Road and Sarah Lynn Drive – Containing Approximately 18.78 Acres
Unidentified speaker on Happy Hill Road. And right now it's it's always been a two-lane rural road, an enormous amount of traffic. anymore. And where our properties are, the distinct development properties in mind, it's this it's a straightaway. And it's speed limits 45, 35 in front of the school and church that's next door to me. Nobody goes 45. I've been right off the road. I've got my blinker on turning left. They go around you. I've even had county vehicles just about run you off the road. So I don't know how much. What the plans are for that road. But I don't ever see the the county monitor, patrol the road for speed, for any traffic violations, but it is very hazardous. And so now we're looking at additional homes on top of what's all already going to go in down the road that the city is annexed.
- P10Zoning Amendment (Regular) – Hale-Collier MPUD Master Planned Unit Development – Julia Herndon/Walter and Elizabeth Franzel/The Franzel Family Revocable Trust - A Rezoning Request from A-R Agricultural-Residential and
Engineer ordinance? This is Margaret Smith. I can speak for Vencat, who's in India right now, visit visiting with family. Um, before he left he had done a study, had been out out in the field as Essen said with the team. Um and what we're looking and and and when he came back, of course, he looked at the volume of traffic out there. He he uh looked at the speeds, not only the posted speed, which is thirty miles an hour But the eighty-fifth percentile we find that many, many people are residents in the past three hours speeding. With a postage speed of 48. So you have a road that was designed back in the day with standards of back in the day. And so when you when you can't look at standards today and and condemn that road, I'm just gonna say that. Um, when you talk about clear zones not being met or our our shoulders not being what the state offer today. Uh

Unidentified speaker All right, they're talented. Um the next question, the real concern that I have is speeding. I live right there on Caroline Drive and cars go so fast up and down the road. Um a neighbor would try to get out there if she ever saw one going fast she'd say, hi, to remind them that they're speeding, but it doesn't work. We've had signs put up, um, slow down, children at play. I had one on my property and it got destroyed. Um I had a car. Uh I didn't see it happen, but I saw the results. come off the road, knock over one of my trees and into my wooden fence. uh because I figure speed. I don't know why else a car might have done that. So um I'm very concerned about the speeding and the fact that children

Jaimie Girardi So Barbara, when I asked Steph earlier whether it was possible to put speed bumps on a dirt road, I thought the answer was no, but then I heard Somebody testified that in fact one was installed. with asphalt millings. Um And I'm not sure what the Planning Commission wants to do with this, but if the Planning Commission were to require speed bumps be installed as part of condition four, is that something that you and your client would be willing to do?

Several speakers Charles Grey: You could put a concrete speed bump there, even on a dirt road though, right?
- PC7Zoning Amendment (Consent) - Hilltop Vistas MPUD - Belly Wadding LLC - A Petition for a Rezoning from R-1 Rural Density Residential District to MPUD Master Planned Unit Development District to Allow for the Development of 117 Single Family Detached Residential Units on Approximately 39.1 Acres Located on the West Side of Happy Hill Road, approximately 700 feet North of County Road 52
Jon Moody Yeah, all right. So Steve I guess this is for you and our staff which is I'm not sure left and right turn lanes necessarily reduce speed. Is there something that could be done to the road itself that reduces speed. I mean like things like a chicane is there some Is there something that could be done to control speed? 'Cause I'm not sure like I said, left and right turn lanes just take people off the through lanes. They're not necessarily like maybe even increased speed because now you freed up the through lanes. So and the corollary to that is would staff even support speed tables on a collector road? I don't know that we would. But I have seen us for example, as like on Northwood Palms Boulevard, speed was a concern when we connected fifty-six to County Line Road and they ended up Jim Whitman came up with something called the Chicane that he put there.

Henry your speed to come into that approach. And they'll put it and they'll do what what's called a chicane prior to that to even slow 'em down before they even get to that roundabout so they're not hitting that roundabout speed. Where

Amber Tucker I've lived on Hazel Avenue since 2005. I'm also a proud graduate of Hudson High School. We understand that growth is inevitable, but as a lifelong citizen of Pasco and a taxpayer, I feel that this county is not appropriately prepared or proactive in planning for the growth that we have been seeing. Homeowners on Hazel, Patrick, and Mayor were assessed several thousand dollars by the county to pave these roads. These roads would still be limerock if not for the homeowners who pay who paid out of pocket for this improvement. And I do have the documentation for the satisfaction of lien for the home I'm in now. Speeding has been a problem on Hazel for a long time. The majority of people traveling down Hazel, Patrick and Mayer, are not residents. They are using our roads as a cut-through between Hudson Avenue and Kitten Trail and do not obey the posted 30 mile per hour speed limit. The Pasco School's Northwest Bus Garage has an entrance on Patrick Avenue, which contributes a considerable amount of traffic through our neighborhood as well. Our
